AN ORDINANCE OF THE COUNCIL OF THE CITY OF
GLENDALE, MARICOPA COUNTY, ARIZONA, AMENDING
GLENDALE CITY CODE, CHAPTER 33 (WATER, SEWER
AND SEWAGE DISPOSAL), ARTICLE VI (STORM WATER
POLLUTION
CONTROL),
DIVISION

REGARDING THE ADOPTION OF AMENDMENTS TO THE
CODES RELATING TO THE MONTHLY FEES FOR
OPERATION OF THE STORM WATER PROGRAMS; AND
SETTING FORTH AN EFFECTIVE DATE.
WHEREAS, on February 11, 2025, the Council held a workshop to discuss the 5-year
financial plan, user rate increase options and
WHEREAS, the Council further discussed the Stormwater Management Program, the
benefits, and establish a stormwater fee to recover the costs to provide the service; and
WHEREAS, on March 26, 2025, the Citizens Utility Advisory Commission reviewed
the 5-year financial plan and rate increase options, and communicated their support to
Council to increase rates and to establish a stormwater fee; and
WHEREAS, on April 22, 2025, the Council adopted a Notice of Intention to increase water
and sewer rates, urban irrigation rates, and establish a stormwater fee; and
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF GLENDALE as follows:
SECTION 1. That the Glendale City Code Chapter 33 (Water, Sewer and Sewage
Disposal), Article VI. (Storm Water Pollution Control), Division 1. (General Provisions), Section
33-292 (Reserved), and Appendix 1, are amended as follows:
Chapter 33 – WATER, SEWERS AND SEWAGE DISPOSAL
Sec. 33-292. – Reserved. Fees.
(a) A monthly service fee may be established by City Council resolution to cover the
costs to provide services of this Article and, if established, shall be charged to every
Customer who has water services and shall be set forth in Appendix 1 to this Chapter.
(b) The fee shall be included in the Customer’s monthly municipal utility services bill.

SECTION 2. That the provisions of this ordinance shall become effective the latter of 30
days after passage of this ordinance by the Glendale City Council, or October 1, 2025.
SECTION 3. That the City Clerk is accordingly instructed and authorized to forward a
certified copy of this ordinance for recording to the Maricopa County Recorder’s Office.
PASSED, ADOPTED AND APPROVED by the Mayor and Council of the City of
Glendale, Maricopa County, Arizona, this 24th day of June, 2025.
