RESOLUTION NO. R25-73 A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, ESTABLISHING WATER, SEWER, AND URBAN IRRIGATION USER RATES PURSUANT TO GLENDALE CITY CODE CHAPTER 33 (WATER, SEWERS AND SEWAGE DISPOSAL); AND SETTING FORTH EFFECTIVE DATES. WHEREAS, to provide quality and uninterrupted water and sewer services to Glendale customers and to remain in regulatory compliance, the Water Services Department is continuously repairing, replacing, and improving the infrastructure at the water and wastewater treatment plants and the distribution and wastewater collection systems; and WHEREAS, rate adjustments are necessary to provide financial resources necessary to complete the required system repairs and improvements and to operate and maintain the system to remain in compliance with federal, state, and local regulations; and WHEREAS, the last increase for water and sewer rates occurred in January 2025; and the last increase for urban irrigation rates was in April 2021; and WHEREAS, A.R.S. Section 9-511.01 provides for the process for the City proposing and adopting any proposed rate increase for water and sewer, charges and fees; and WHEREAS, City Council held a workshop on February 11, 2025, to discuss the 5-year financial plan, rate increase options and the public outreach plan; and WHEREAS, on March 26, 2025, the Citizens Utility Advisory Commission reviewed the 5- year financial plan and rate increase options; and communicated their support to Council to increase rates; and WHEREAS, on April 22, 2025, the City Council adopted a Notice of Intention to increase water and sewer rates, and urban irrigation rates; and WHEREAS, a copy of the Notice of Intention showing the date, time, and place of the hearing was published one time in The Arizona Republic newspaper no less than twenty (20) days before the public hearing date; and WHEREAS, a written report supporting the increase in water and sewer rates, including cash flow projections indicating all anticipated revenues from residential and nonresidential customers and the overall expense for providing water or sewer services, was provided for public review and inspection in the Glendale City Clerk's Office and was posted on the City's website at least thirty (30) days before the public hearing; and WHEREAS, a public hearing on the proposed increases was held prior to the City Council vote on the proposed water and sewer rates. BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE as follows: SECTION 1. That pursuant to the Glendale City Code, Chapter 33 (Water, Sewers and Sewage Disposal), Article II (Water), Division 3 (Rates and Changes), Section 33-57 (Determination of water rates inside and outside the city), the water rates shall be set forth in Exhibit A attached hereto and incorporated herein by this reference in Article VI (Storm Water Pollution Control), Appendix 1 (Water, Sewer and Flood Irrigation Services Rate Schedules; and Miscellaneous Customer Service Fees) - Water Service Rate Schedule to this Chapter. SECTION 2. That pursuant to Glendale City Code, Chapter 33 (Water, Sewer and Sewage Disposal), Article III (Sewer and Sewage Disposal), Division 5 (Customer Changes), Section 33-174 (Establishment of sewer user rate schedules), the sewer rates shall be set forth in Exhibit B attached hereto and incorporated herein by this reference in Article VI (Storm Water Pollution Control), Appendix 1 (Water, Sewer and Flood Irrigation Services Rate Schedules; and Miscellaneous Customer Service Fees) - Sewer Service Rate Schedule to this Chapter. SECTION 3. That pursuant to Glendale City Code, Chapter 33 (Water, Sewer and Sewage Disposal), Article II (Water), Division 3 (Rates and Changes), Section 33-58 (Flood irrigation service), the urban irrigation rates shall be set forth in Exhibit C attached hereto and incorporated herein by this reference in Article VI (Storm Water Pollution Control), Appendix 1 (Water, Sewer and Flood Irrigation Services Rate Schedules; and Miscellaneous Customer Service Fees) – Urban Irrigation Service Rate Schedule to this Chapter. SECTION 4. That the water and sewer rates shall be effective with bills issued on or after October 1, 2025, January 1, 2027, January 1, 2028, January 1, 2029, and January 1, 2030, respectively. SECTION 5. That the urban irrigation rates shall be effective with bills issued on or after January 1, 2026, and January 1, 2027, respectively.
