Meeting Outcomes
On March 13, 2025, with all member communities present, the following changes were voted on by the 
Community Managers, or their designated representatives, and adopted as follows. Changes will be 
reflected in the Data Dictionary before Deep Dive groups are assigned. 
Metrics Added
The following metrics will be added to the Annual Trend Report beginning in March 2026. To 
ensure each metric reflects a reliable trend, three years of historical data will be collected prior to its 
formal inclusion in the report. The metrics and their definitions are as follows:
Demographics: Median Age.
Definition: Age at midpoint of the population, which divides the population into two numerically 
equal groups: half are younger and half are older.
Demographics: Percent of residents with housing costs of more than 50% of income.
((# of Residents with Housing Costs > 50% of Income [Mortgage]) + (# of Residents with 
Housing Costs > 50% of Income [No Mortgage])) / (Total Population)
Demographics: Percent of residents with housing costs of more than 30% of income.
((# of Residents with Housing Costs > 30% of Income [Mortgage]) + (# of Residents with 
Housing Costs > 30% of Income [No Mortgage])) / (Total Population)
Demographics: Labor Force Participation Rate.
The number of people in the labor force (age 16 and older) as a percentage of the civilian non-
institutional population age 16 and older.
The American Community Survey (Census) is the approved source for all four metrics. These data 
points are not reported by member communities; they will be collected by the Marvin Andrews or 
Jane Morris Fellow on behalf of each community. The baseline for all four metrics will be Calendar 
Year 2023 (CY 2023).
Metrics Removed
The following metrics will be removed from the Annual Trend Report starting in March 2026. 
As approved in the Managers Meeting, in cases where the data remains relevant, it will be consolidated 
with related metrics to avoid redundancy while maintaining the integrity of reporting. Details on removal 
and consolidation are provided below:
Parks and Recreation: Park Acreage for Public Use – Natural Preserve Area Acreage
 To be consolidated with Developed Park Acreage.
Parks and Recreation: Park Acreage for Public Use – Planned Park Acreage
Parks and Recreation: Park Acreage for Public Use – Stadium Acreage
Finance & Administration: Administration – Seasonal (Temp) FTEs Authorized for Fiscal Year
Finance & Administration: Library Services – Library Total O & M Expenditures
Finance & Administration: Library Services – Library Total O & M Expenditures per Sq. Foot

Metrics Revised
The following metrics will be revised in the March 2026 Annual Trend Report. As approved 
during the Managers Meeting, these revisions reflect changes to metric definitions and data collection 
cycles to ensure consistency and clarity across reporting. These updates will be clearly noted in the 
report to convey the adjustments made. The revised metrics are as follows:
Public Safety: All public safety data will be collected and reported on a calendar year cycle. 
Parks and Recreation: Park Acreage Per 1000 Residents
This metric will be revised to (total # square miles of park) / (total population)
This metric will include any Natural Preserve Area in the calculation. 
Parks and Recreation: Park Acreage for Public Use  – Golf Course Acreage 
This metric will be revised to total municipally owned golf courses per square mile.
Report Revisions
Revised Turnaround Time for Single Family Standard Plan under Development Services to 
exclude null data from the report. This has also been updated on the dashboard to reflect the same 
changes.
Approved Report Restructure
Beginning July 1, 2025, VBC will launch a pilot program to test a secondary data collection cycle 
focused exclusively on metrics reported on a fiscal year (FY) basis. The pilot will collect FY 2025 data 
from participating communities, with data collection concluding in September 2025, coinciding with 
the onboarding of the next Marvin Andrews Fellow.
Collected data will be uploaded into both Envisio and Power BI to evaluate Power BI’s potential as a 
long-term reporting and visualization platform. This pilot aims to:
Allow communities to access and utilize fiscal year data earlier in their planning and 
benchmarking efforts.
Assess the usability, functionality, and effectiveness of Power BI in meeting VBC’s reporting 
and visualization needs.
Following the pilot, the VBC member representatives will conduct a formal review and provide feedback 
on the piloted report. This review will determine:
The overall success of the pilot program. 
The viability of Power BI as a primary reporting tool.
Whether maintaining a secondary fiscal year reporting cycle is beneficial.
Recommendations for any changes to the current software subscription provider.
Findings and recommendations will be shared with member communities before any permanent 
transitions are made.
