2024 Building and Fire Code Workshop August 26, 2025 • Last code adoption occurred in 2019 with the 2018 Building and Fire Codes • Glendale typically adopts updated codes every 6 years (every other code cycle) • Most of the codes we adopt are published by the International Code Council (ICC) 2 Introduction • Staff analyzes the new codes (2024) • Write code amendments: revise or delete existing amendments and add new amendments as needed • Publish proposed draft amendments; gather public input • Present proposed code adoption to City Council at a Council Workshop session • Ratification of Code Adoption Ordinance by City Council at a Voting Meeting 3 Major Steps – Interested Parties List – Home Builders Association of Central Arizona – Arizona Registrar of Contractors – Glendale Chamber of Commerce – American Institute of Architects – Structural Engineers Association of Arizona – Arizona Building Officials Central Chapter – Utilities (APS, SRP, SWG) 4 Community Involvement • 2024 International Residential Code For One- and Two-Family Dwellings (IRC) • 2024 International Building Code (IBC) • 2024 International Existing Building Code (IEBC) • 2024 International Mechanical Code (IMC) • 2024 International Plumbing Code (IPC) • 2024 International Fuel Gas Code (IFGC) • 2023 National Electrical Code (NEC) • 2024 International Property Maintenance Code (IPMC) • 2024 International Energy Conservation Code (IECC) • 2024 International Swimming Pool & Spa Code (ISPSC) • 2024 International Green Construction Code (IGCC) • 2024 International Fire Code (IFC) 5 2024 Building and Fire Codes • To improve the building codes in response to natural disasters • To adjust the building codes to avoid incidents of building component failures • To incorporate new technologies and methods of construction • To promote construction cost effectiveness, environmental sustainability and energy efficiency 6 Why are the codes updated? • Kitchen island outlet (top mount vs side) (see amendments) • 3-foot-wide egress path. (Air conditioners on side yards) • Whole-house surge-protection required at electrical panel • Fire-rated and impact protection for energy storage systems (lithium batteries) • Allowance for use of engineered mass timber in larger buildings as a sustainable alternative 7 Examples of Significant Changes from 2018 to 2024 Codes • Fill in the blanks in the published codes • Address local conditions such as climate and seismic zone • Address problems we have encountered in plan review and during inspections • Incorporate technical bulletins published by the Glendale Building Safety Division since the previous code adoption • Address and incorporate State of Arizona statutes which impact the building codes 8 Why do we write code amendments? • Electric Vehicle Outlets in Residential Garages (similar to Stonehaven) • Water Sense and Drought Plan Fixture Flows (similar to Phoenix and Tucson) • 5-foot-wide path to right of way (improve accessibility) • ADU regulations in residential building code (per State statute) • No fire sprinklers in triplexes and fourplexes (per State statute) • Kitchen Island Outlet (top mount and/or side) 9 New Amendments Questions Consensus to move forward in code adoption process.
