ALLOWANCES AND STIPENDS

APPLICATION: 
This policy is applicable to elected officials. This policy does not apply to costs incurred
due to out-of-town or out-of-state travel which is governed by Finance Administrative Policy
7 — Travel and Expense Reimbursement Policy. 
POLICY
Councilmembers
incur personal incidental expenses
not covered by the city. These costs
include, but are not limited to, the costs to provide and maintain a -home office, technology
and internet connections, office supplies, office equipment, incidental meals, mileage, and
repairs. Additionally, Councilmembers
are frequently called upon by the city to represent
the city in their official capacity at other meetings and events. These meetings are in
addition to their customary attendance and participation in workshops, voting meetings
and other special
council meetings. 
Examples include, but are not limited to, serving as
board or committee members for the Glendale Chamber of Commerce, the
Arizona
Municipal
Water
Users
Association, 
the
Maricopa
Association
of Governments, the
Municipal Tax Code Commission, WESTMARC, The League of Arizona Cities and Towns, 
Greater
Phoenix
Economic
Council, 
Valley
Metro, 
neighborhood
and
homeowner'
s
association
meetings. 
In recognition of the cost of these expenses which are not otherwise
paid for by the city, effective April
1, 2022, Councilmembers
may elect to receive the
following benefits: 
A. 
A car allowance
in the amount of $ 450 per month. 
B. 
A stipend
in the amount of $ 900 per month for incidentals
not otherwise paid or
reimbursed by the city. 
a. Councilmembers who elect to receive the $900 stipend for incidentals cannot
also receive an allowance for the use of their personal cell phone or obtain a
city issued cell phone and service. They may receive either the stipend or the
cell phone allowance
but not both.

C. 
Councilmembers
can elect to receive one or both allowances by notifying the City
Manager. Upon receipt of the election the stipend and/ or allowance will be paid as
part of the Councilmembers normal paycheck. 
D. The City Manager
reserves
the ability
to revise
and/ or make
exceptions
to this
policy. Any revision or exception shall be in writing. 
E. 
Payments
will
be
included
in
the
Councilmember'
s
taxable
income. 
Councilmembers are encouraged to contact their tax or financial advisor if they have
any questions regarding these payments. The city cannot give tax advice.
