CIOSI – Councilmember Car Allowances & Stipends (CAP 11) August 24, 2025 Presented by: Levi Gibson, Director, Budget and Finance Agenda 2 • Background • Policy CAP 11 – Car Allowance – Stipend • Discussion Policy CAP 11 3 • Background – City Administrative Policy became effective May 2022 – Covers incidental expenses that were being incurred by council members • Home office, internet connection, cell phone • Parking, travel expenses at local meeting not held within the city (MAG, Legislature, etc.). Policy CAP 11 4 • Amounts – Car Allowance $450 per month – Stipend $900 per month – Paid on per paycheck basis (26 pay dates per year) – Included in taxable income under an IRS non- accountable plan no documentation required – Council has ability to elect to receive none, one or both Discussion 5 • Potential Council Discussion Points – Leave the policy as is – Convert the policy to a Council approved and adopted policy – Eliminate the Car Allowance and Stipend Policy – Change the dollar amounts of the allowances and stipends – Other Discussion 6
