Proposed 2026 State Legislative Package 2026 DEPARTMENT SUBMITTED PROPOSALS: Air Quality – Mobile Emission Reduction Credits (MERCs) - Would allow the county jurisdiction over portable sources to issue a permit (requested voluntarily) for the purpose of certifying emission reduction credits. Environmental Services – Cold Plunges - Would exempt bath-tub style cold plunge baths from regulation as long as they meet certain requirements (volume capacity, who it is used by, etc.) and require signage telling users not to submerge their heads. Flood Control District (FCD) – Stormwater Recharge - Allow the FCD to obtain long-term storage credits for rainfall runoff that is naturally, incidentally or artificially recharged because of constructed projects that are on fee- titled land or easements owned by FCDs. Office of the Medical Examiner – Board Certified Forensic Pathologist Language Clean-up - A repeat from 2025, this proposal seeks to specify that a physician licensed in forensic pathology, rather than board certified, may provide autopsy training.
