ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Roy Delgado; Councilmember Monica Dorcey;
Councilmember Anita Norton; Councilmember Kallimayor Richards; Councilmember David Shapera;

CALL TO ORDER - The meeting was held online and publicly with limited access; called to order
at 6:00 pm.

PROCLAMATION
 
1.
Proclamation to recognize June 14, 2020, as the 245th Birthday of the United States Army. 
(Administration)
Intergovernmental & PR Deputy Director Amber Wakeman presented and stated on June 14, 1775, the
Second Continental Congress, representing the citizens of thirteen (13) American colonies, authorized the
establishment of the Continental Army.  The collective expression of the pursuit of personal freedom that
caused the authorization and organization of the United States Army led to the adoption of the
Declaration of Independence and the codification of the new nation's basic principles and values in the
Constitution.  The motto "Duty, Honor, Country" is the creed by which the American soldier lives and
serves by.  No matter what the cause, location, or magnitude of future conflicts, the nation can rely on the
U.S. Army to produce well-trained, well-led, and highly motivated soldiers to carry out the missions
entrusted to them. The citizens of the City of El Mirage have proudly served and made the ultimate
sacrifice for our nation's freedom while serving in the United States Army and other branches of our
nation's military.  Ms. Wakeman recognized Sergeant First Class Cody Mauro and introduced Captain
Edward Donoghue (Commander of the Phoenix West Recruiting Company).  Captain Donoghue
expressed his appreciation for receipt of the proclamation and stated he looked forward to future
endeavors with the City of El Mirage.
Mayor Hermosillo proclaimed June 14, 2020, as the 245th Birthday of the United States Army.
A recess was taken at 6:06 pm for broadcasting troubleshooting.
Meeting was resumed at 6:12 pm.

4.
CALL TO THE PUBLIC
Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time.
Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as
a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond
to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or
(3) direct that the matter be put on a future agenda.
There were no public comments.
 
5.
CONSENT AGENDA
All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired
regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on
separately.

Consideration and action to approve the minutes of the Regular Council meeting held Tuesday, June 2,
2020. (City Clerk)
  
 
2.
Consideration and action to award a contract to Woodruff Construction using the City Contract
PW19-JOC03 for the purpose of converting the City Hall Gateway Conference Room into three new
staff offices, as part of Phase 1 of the El Mirage City Hall Tenant Improvement Project, in the amount of
$46,987.17 including a 10% contingency. (Activity No. 62110) (Community Development)
  
 
3.
Consideration and action to authorize the City Manager to enter in budgeted goods and services contracts
to allow Public Works to perform their duties during FY 20/21.  (Public Works)
  
 
4.
Consideration and action to approve a purchase with CDWG for the renewal of the Cisco Smartnet
maintenance agreement in an amount not to exceed $36,000 utilizing Natiponal IPA Contract
2018011-01. (Information Technology)
  
 
6.
Consideration and action to extend the existing contract for the police department's Livescan machine in
the amount of $5,056 for fiscal year 2021. (Police)
  
 
7.
Consideration and action to approve a contract with Laser Options for police department printers in the
amount of $2,521.  (Police)
  
 
 
Vice Mayor Delgado moved to approve Consent Agenda Items 1 through 7 with an amendment to correct
the numbering because of a skipped number and approved Consent Agenda items 1 through 6 as
presented; seconded by Vice Mayor Delgado. 
 
Vote: 7 - 0 Passed - Unanimously
 
6.
REGULAR AGENDA
 
1.
Consideration and action to approve Ordinance O20-06-04 adopting the City’s property tax levies for
Fiscal Year 2020-2021.  (Finance)
Finance Director Robert Nilles stated this is the last step in the process and upon approval both the
budget and tax portions will be completed.  
  
 
 
Vice Mayor Delgado moved to approve Ordinance O20-06-04 adopting the City's property tax levies for
Fiscal Year 2020-21; seconded by Vice Mayor Delgado.

Consideration and action to appoint Mariane Anderson to fill a Planning and Zoning Commission term
from July 1, 2020 through June 30, 2022. (Planning and Zoning Review Board sub-committee Mayor
Hermosillo and Councilmembers Norton and Shapera).
Councilmember Shapera expressed his approval of recommending Ms. Anderson and stated he believed
she would serve the Community well. Councilmember Dorcey stated she has known Ms. Anderson for
many years and has much respect for her intelligence and due diligence.
  
 
 
Vice Mayor Delgado moved to appoint Mariane Anderson to fill a Planning and Zoning Commission
term from July 1, 2020 through June 30, 2022; seconded by Councilmember Shapera. 
 
Vote: 7 - 0 Passed - Unanimously
 
7.
CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS 
The City Council may not act upon any matter in the City Manager's summary but may have general
comment or questions.
City Manager Dyches expressed her appreciation to the City of El Mirage Police and Fire Departments
for their outstanding work over the recent week, resulting in the seizure of drugs and weapons from three
different locations and the handling of an arson attack at one of those locations.
 
8.
MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS 
The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific
matter is properly noticed for legal action.
Vice Mayor Delgado echoed the City Manager's comments regarding the City's Police and Fire
Departments.  He also expressed additional gratitude to the Fire Department for their management of the
COVID-19 testing being held this week.
Councilmember Dorcey added to City Manager Dyches comments stating that from her insurance
background and experience, an arson arrest within 24 hours is extremely difficult and both the Police and
Fire Department did an outstanding job.
Councilmember Norton echoed the City Manager's comments and expressed her gratitude towards the
residents who speak up on witnessing illegal activities.
Councilmembers Kallimayor, Shapera, and Winston also echoed the City Manager's comments. 
Councilmember Winston also recognized Police Chief Marzocca for his outstanding leadership.
Mayor Hermosillo echoed both the City Manager and Councilmember's comments regarding the City's
Police and Fire Departments.  She also acknowledged the increase in COVID-19 cases with a need for
dialogue with Councilmembers to discuss the possibility of reverting to virtual meetings.
 
9.
ADJOURNMENT - The meeting was adjourned at 6:26 pm.
