1. CALL TO ORDER 
Chair Dvorak called the meeting to order at 6:30 p.m.  
 
2. ROLL CALL 
Chair Dvorak facilitated roll call.  Committee-members introduced themselves.   
 
3. CITIZEN COMMENTS 
None.  No citizens were present.   
 
4.  NEW BUSINESS 
a. FY19-20 Community Development Block Grant (CDBG) Public Services Funding Request 
Recommendations 
 
Mr. Hess facilitated the Commission’s discussion regarding recommendations for the CDBG Public 
Services Federal HUD funding for FY2020-21. There is an estimated $371,276 available to allocate to 
Public Services.  Further, City Council requested that $125,000 of CDBG Public Services be set aside 
for homeless activities, leaving $246,026 available for CDAC to review and provide funding 
recommendations.   
 
Committee-member discussion and deliberations were held.  Mr. Hess provided the list of Council 
funding priorities.

Committee-member Vescio disclosed that she volunteered serving the children at Chrysalis 
approximately 15 years ago.  
 
Committee-member Rubio disclosed that she is the Project Manager for the Duet FY19-20 City of 
Phoenix contract.  
 
Vice Chair Baker disclosed that she is on the Board of the Glendale Citizens Academy, who has made 
a donation to Angels on Patrol. 
 
Committee-member Rubio disclosed that she has worked with the Boys and Girls Club in the Phoenix 
area.

Upon suggestion, it was agreed that this evening’s recommendations would be preliminary and no 
action would be taken until the regular CDAC meeting to be held on January 23, 2020 CDAC regular 
monthly meeting.   
 
Committee-member Feltus disclosed that she works at a school district.   
 
Committee-member Lizarraga inquired as to the source of the funds for the grants. Mr. Hess explained 
that the funds come from the federal government and stressed the importance of the 2020 Census, 
which impacts the amount of funds the City receives.  Ms. Small stressed the accuracy of the Census 
counts.   
 
Committee-member Rubio stated that Council-members and elected officials should be informed that 
General Funds should also be going to low-income neighborhoods, as those residents are also paying 
taxes and water and sewer rates.  Committee-member Rubio surmised that there will be more revenue 
with the Conair facility, funds should be reinvested in neighborhoods, and federal grants should not be 
the only source relied upon.  Committee-member Rubio commented that Council has its priorities, 
however, they must be in line with the Consolidated Plan and more money is needed in the 
neighborhoods.   
 
Committee-member Miele asked if the current Community Bridges Navigator will be lost if the grant 
request is not funded this year.  Committee-member Vescio replied that it would appear so based on 
the financials in the application.  Committee-member Vescio stated that Council might consider using 
the $125,000 set aside to fund the Navigator position.   
 
Committee-member Vescio inquired about the $125,000 set aside.  Ms. Small explained that Council 
would like to achieve specific performance measures in order to move the needle on certain priorities 
and with the set aside, the City can set the scope of work required.   
 
Committee-member Rubio agreed that perhaps Council could use some of the set aside to fund the 
Navigator position, as the Committee is unable to do so due to limited resources.  Ms. Small 
announced that the RFP process will have to be utilized for any of the Council set asides and there is 
no way to guarantee who will be awarded the contract.

Committee-member Miele expressed concern that the current Navigator has been in Glendale for two 
years working with people in Glendale and establishing relationships.  Committee-member Miele 
commented that without funding, this position could go away and the process would have to be started 
all over again.   
 
Committee-member Rubio asked if the Glendale Works Program was being funded by the General 
Fund.  Ms. Small explained that CDBG funds can be used to pay for the Phoenix Rescue Mission 
salaries, while the General Fund can pay for the stipend to the workers.   
 
It was agreed the Commission will revisit the Community Bridges Homeless Navigation Services at 
the next Committee meeting.   
 
Based on discussions and deliberations, the following are the Committee’s preliminary FY20-21
