DRAFT MINUTES CITY OF GLENDALE COMMUNITY DEVELOPMENT ADVISORY COMMITTEE MUNICIPAL OFFICE COMPLEX CONFERENCE ROOM B-3 5850 W. CALL TO ORDER Chair Dvorak called the meeting to order at 6:30 p.m. 2. ROLL CALL Chair Dvorak facilitated roll call. Committee-members introduced themselves. 3. CITIZEN COMMENTS None. No citizens were present. 4. NEW BUSINESS a. FY20-21 Community Development Block Grant (CDBG) Physical Improvement, ESG, and HOME Funding Request Recommendations Mr. Hess facilitated the Commission’s discussion regarding recommendations for the CDBG Physical Improvement, ESG, and HOME Federal HUD funding for FY2020-21. After City set asides, the following estimated amounts are available for allocation recommendation: Physical Improvements $865,480, ESG $119,273, and HOME $478,095. Mr. Hess announced there are 16 applications for consideration. Mr. Hess provided the list of Council funding priorities. Mr. Hess stated that for the two City of Glendale Parks and Recreation grant requests, the scheduled presenter was ill and was unable to find a replacement in time to attend the hearing on January 15th. Minutes of the Community Development Advisory Committee January 16, 2020 Page 2 [Committee-members Flores and Vescio entered the meeting.] Committee-member discussion and deliberations were held. Committee-member Wayne noted only one bid for the Glencroft elevator project was included in the request. Committee-member Rubio explained, if awarded, the City of Glendale procurement process would require three bids. Committee-member Hackenberg stated that the agency may have already had three bids and put the best bid in the application. Vice Chair Baker asked what would happen if the request was awarded, but the project could be done for a lower cost. Mr. Hess relayed that staff would request to see the three bids and would look at the contract, inspections, and more prior to reimbursement. Committee-member Hackenberg inquired what happened to funds that were unused by the agencies. Mr. Hess explained that the funds can be returned or if the agency can demonstrate another CDBG- eligible use, it would be considered. Chair Dvorak reminded all that Council has the final say on CDAC recommendations. Mr. Hess announced that this evening’s recommendations would be preliminary and no action would be taken until the regular CDAC meeting to be held on January 23, 2020 CDAC regular monthly meeting. Vice Chair Baker asked if the City had to come up with the ESG match for the set aside funds. Mr. Hess replied in the positive. Vice Chair Baker inquired about the source of the matching funds. Mr. Hess relayed that the source is not known until the funds are submitted for drawdown. Mr. Hess reported that the City of Peoria is also utilizing a set aside for shelter bed reservations. Mr. Hess explained that when the police call requesting a bed for a homeless individual, there will be some beds available to the City. Based on discussions and deliberations, the following are the Committee’s preliminary FY20-21 Funding recommendations: PHYSICAL IMPROVEMENT 1. Glencroft Center for Modern Aging – Elevator Repairs to Senior Housing Facilities: $143,288.00 2. Habitat for Humanity Central Arizona – Emergency Home Repair: $425,000.00 3. Valleylife – Group Home Renovations: $100,000.00 4. City of Glendale Parks, Recreation & Special Events - ADA Park Improvements: $76,343.00 5. City of Glendale Parks, Recreation & Special Events – Murphy Park Irrigation Improvements: $121,098.00 DOMESTIC VIOLENCE 6. A New Leaf – Faith House ESG: $33,000.00 7. Central Arizona Shelter Services, Inc. – Emergency Shelter Services: $30,000.00 Minutes of the Community Development Advisory Committee January 16, 2020 Page 3 8. Maggie’s Place – The Michael House: $15,000.00 9. Phoenix Rescue Mission – Street Outreach: $21,540.00 10. StreetLight USA – Shelter Utilities: $10,000.00 11. Sojourner Center – Shelter Utilities: 9,733.00 HOME 12. Casa de Amigos Affordable Housing – Montebello Apartments: No funding 13. Habitat for Humanity Central Arizona - Affordable Housing: $252,095.56 14. City of Glendale Housing Authority – Tenant Based Rental Assistance: $225,000.00 15. Community Bridges - Tenant Based Rental Assistance: No funding 4. COMMITTEE-MEMBER COMMENTS AND SUGGESTIONS None. 5. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on January 23, 2020 at 6:30 p.m. in Council Chambers of the Municipal Office Complex, located at Glendale City Hall, B3, 5850 W. Glendale Avenue, 85301. 6. ADJOURNMENT Motion by Vice Chair Baker, second by Committee-member Giles, to adjourn the meeting at 7:41 p.m. Motion carried 12 – 0.
