The City of Glendale NSP 1 Substantial Amendment #4 February 8, 2020 Jurisdiction(s): City of Glendale, AZ NSP Contact Person: Matthew Hess Email: mhess@glendaleaz.com Telephone: 623-930-3670 Jurisdiction Web Address: INSERT Grant Number B-08-MN-04-0503 NSP 1 Substantial Plan Amendment #4 – Modify Project Beneficiaries associated with Activity Number 3, Senior and Special Needs Rental Housing This notice will inform interested persons of a proposed Neighborhood Stabilization Program (NSP) Third Substantial Amendment to the City of Glendale’s Community Development Block Grant (CDBG) Annual Action Plan for Fiscal Year (FY) 2008-2009. The proposed amendment would allow the City to modify the types of beneficiaries associated with the Montebello Seniors Project being developed by the Cesar Chavez Foundation (CCF). The project is located at an undeveloped ± 5.22 acre site at 5619 N. 67th Ave., Glendale, AZ 85301. The site remains vacant until CCF can obtain financing to complete the project. To this end, CCF will submit an application for Low Income Housing Tax Credits on or about April 1, 2020 to the Arizona Department of Housing. In order to demonstrate long-term financial feasibility of the project, CCF requested the following changes to the scope of work in its Development Agreement with the City, which require that the City complete a Substantial Amendment to its Action Plan: • Increase the total number of rental units in the project from no less than 40 to approximately 80 • Increase the allowable income levels of some of the tenants served by the project from 50% of area median income to 60% of area median income • All both senior and family households to rent units created through the project
