1.   Call to Order  
Chair McConnell called the meeting to order at 4:30 p.m.  
  
2.  Roll Call 
Chair McConnell took roll call.  
 
3.  Citizen Comments 
None.  
 
 
4. Approval of the Minutes  
Motion by Commissioner Beye, second by Commissioner June, to approve the November 18, 2019 Parks 
and Recreation Advisory Commission Meeting minutes.  Motion carried 5 – 0.  
 
5. New Business  
 
Action:  Arizona Sports and Tourism Authority (AZSTA) Grant – Foothills Sports Complex 
Mr. Barnard briefed the Commission on the recent grant funding received from the Arizona Sports and Tourism 
Authority that provides for upgrades at the Foothills Sports Complex. Mr. Barnard’s comments included the 
following: 
 The Arizona Sports and Tourism Authority provides grant funding for youth and amateur sports.  In the 
year 2000, Prop 302 was passed that provides revenue from tax collections to support tourism in Arizona. 
A portion of this revenue is used to provide grant funding for youth and amateur sports in the Maricopa 
County area.  The Glendale Parks and Recreation Department has been a recipient of their grant awards 
a number of times and staff has a great working relationship with this organization.  This past summer, 
we submitted a grant application in partnership with the Arrowhead Little League to upgrade the dugouts 
and add shade structures for the spectator areas at the Foothills Sports Complex. The total grant is for 
$149,982.90, broken down as follows:  $50,000 has been pledged by Arrowhead Little League, $50,000

has been pledged by the City of Glendale; and the remaining amount of $49,982.90 has been pledged by 
the Arizona Sports and Tourism Authority. Staff will be presenting a formal agreement to the City 
Council for their approval and are seeking the Commission’s discussion and approval on this item.   
 
Motion by Vice Chair Schiavone, second by Commissioner Beye, to recommend the project and 
acceptance of the grant award to City Council for approval.  
Motion carried 5 – 0.  
 
6. Next Meeting 
The next regular meeting of the Parks and Recreation Advisory Commission will be held on February 10, 2020, 
at 6:00 p.m. at the Glendale Municipal Office Complex, Meeting Room B3, 5850 W. Glendale Ave., Glendale, 
Arizona, 85301.   
 
7. Adjournment 
Motion by Commissioner Beye, second by Vice Chair Schiavone, to adjourn the meeting at 4:38 p.m.  
Motion carried 5 – 0.
