City of Glendale Substantial Annual Action Plan Amendments FYs 2016-17, 2017-18, 2018-2019 & 2019-20 Glendale Community Revitalization Division 5850 W Glendale Ave, Glendale, AZ 85301 623.930.3670 • revitalization@glendaleaz.com Public Comment Period January 8, 2021 through February 7, 2021 City of Glendale Combined FYs 2016-17, 2017-18, 2018-19 and 2019-20 Annual Action Plans Substantial Amendment #1 Public Comment Period: January 8, 2021 to February 7, 2021 INTRODUCTION The City of Glendale’s HUD Annual Action Plans (AAP) detail the community’s funding strategy to expend Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME Investment Partnerships Program each year. The Plans implement the goals of the City’s Five-Year Consolidated Plan by funding allocations to specific activities that advance these goals, and are developed through significant public input, analysis, and planning. Title 24 Section 91.505 of the Code of Federal Regulations stipulates that communities shall amend their approved plans whenever they make one or more of the following decisions: 1. To make a change in its allocation priorities or a change in the method of distribution of funds; 2. To carry out an activity, using funds from any program covered by the Consolidated Plan (including program income) not previously described in the action plan; or 3. To change the purpose, scope, location, or beneficiaries of an activity. The Regulation further requires that jurisdictions identify in their Citizen Participation Plans the criteria they will use for determining what constitutes a substantial amendment. As a member of the Maricopa HOME Consortium the City follows the Consortium’s FY 2015-19 Citizen Participation Plan. Consistent with these requirements, the City identified three criteria that will require a substantial amendment: 1. Changes in the use of CDBG/ESG funds from one eligible activity to another; or 2. An activity is undertaken that was not previously included in the Consolidated Plan or subsequent Annual Action Plans; or 3. More than twenty percent of an activity budget is proposed to be reallocated to another eligible program activity. The proposed substantial amendment triggers all three of these criteria, including: 1. changing the use of CDBG funds from one eligible activity to another; 2. creation of a new activity not previously included in existing Annual Action Plans; and 3. reallocation of 20% or more in CDBG funds from one activity to another eligible activity. CONTENT OF THE SUBSTANTIAL AMENDMENT With this Substantial Amendment, the City proposes to reallocate $456,381.93 in Community Development Block Grant (CDBG) funds from various activities to a new activity that will allow the City to complete a variety of public improvements. Reallocation of these funds is necessary to realign final activity expenditures with existing Annual Action Plan allocations and repurpose unexpended funding from completed or cancelled activities. The following tables outline the changes to the PYs 2026-17 through 2019-20 Annual Action Plans by funding year, original recipient, activity name, original allocation and proposed final reallocation. Specific activities that may be completed include architectural, engineering, permitting and planning costs, environmental review costs, as well as construction and construction management expenses. Other Plan Amendment Components In addition to the reallocation of funding described in the previous section, the City also proposes to change the scope of the following three activities: 2016-2017 Annual Action Plan: Activity 9 – COG Visual Improvement Program VIP (page 30) – $52,202 The Activity name will be changed to Downtown Glendale Street Lighting, and the activity Description section will be revised to: Per 24 CFR 501(c), the City of Glendale will install café-style street lighting in the Downtown area. Funding will be available for architectural, engineering, consulting, planning/permitting fees, environmental review costs, construction and construction management expenses. Proposed beneficiaries and the total funding allocation will remain the same and qualify for under the Low/Moderate Income CDBG National Objective as an area benefit OR as a Slum/blight area benefit. 2017-2018 Annual Action Plan: Activity 10 – COG Visual Improvement Program (VIP) (page 33) – $51,791 The Activity name will be changed to Downtown Glendale Street Lighting, and the activity Description section will be revised to: Per 24 CFR 501(c), the City of Glendale will install café-style street lighting in the Downtown area. Funding will be available for architectural, engineering, consulting, planning/permitting fees, environmental review costs, construction and construction management expenses. This meeting will occur concurrent with the regularly scheduled Community Development Advisory Committee meeting. Following the 30-day public comment period and public hearing, the Glendale City Council is expected to take action on this Substantial Amendment at a regular meeting on Tuesday, February 9, 2021 or Tuesday, February 23, 2021.
