D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CITY HALL COUNCIL CONFERENCE ROOM 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 DECEMBER 1, 2020 2:00 P.M. 1. CALL TO ORDER Councilmember Aldama called the meeting to order at 2:04 p.m. 2. ROLL CALL Present: Jamie Aldama, Chair Ian Hugh, Councilmember Bart Turner, Councilmember Also Present: Julie K. Bower, City Clerk Councilmember Aldama said item 1 of New Business, Consideration of Human Relations Commission Recommendations, would be continued to the next Government Services Committee meeting. 3. CITIZEN COMMENTS Kelly Carbello, Barrel District, spoke regarding the Human Relations Commission. 4. APPROVAL OF THE MINUTES 1. Approval of the minutes of the October 6, 2020 Government Services Committee meeting Motioned by Councilmember Ian Hugh, seconded by Councilmember Bart Turner to approve the minutes of the October 6, 2020 Government Services Committee meeting. RESIGNATIONS Ms. Bower reported the following resignations: Karen Aborne, Yucca District, Library Advisory Board, effective November 13, 2020 Chuck Jared, Cactus District, Citizens Transportation Oversight Commission, effective December 1, 2020 6. NEW BUSINESS 1. Consideration of Human Relations Commission Recommendations Motioned by Councilmember Ian Hugh, seconded by Councilmember Bart Turner to continue the matter to the January 5, 2021 Government Services Committee meeting. AYE: Chair Jamie Aldama Councilmember Ian Hugh Councilmember Bart Turner Passed 2. Review draft ordinance to change the quorum calculation for the Library Advisory Board Ms. Bower said the proposed ordinance would change the quorum calculation for the Library Advisory Board by excluding the student members from the calculation. There was consensus to place the ordinance on the January 12, 2021 voting meeting for Council consideration. 3. Review draft ordinance to change the quorum calculation for the Parks and Recreation Advisory Commission Ms. Bower said the proposed ordinance would change the quorum calculation for the Parks and Recreation Advisory Commission by excluding the student members from the calculation. There was consensus to place the ordinance on the January 12, 2021 voting meeting for Council consideration. 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Bart Turner, seconded by Councilmember Ian Hugh to hold an executive session. EXECUTIVE SESSION The Government Services Committee entered into executive session at 2:09 p.m. for discussion/consideration of appointments to various boards, commissions and other bodies pursuant to A.R.S. 38-431.03(A)(1). NEXT MEETING The next regular meeting of the Government Services Committee will be held on January 5, 2021 at 2:00 p.m., in the Council Conference Room of City Hall, located at 5850 W. Glendale Ave, Glendale, Arizona, 85301. 10.
