DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION VIRTUAL MEETING GLENDALE, ARIZONA 85301 FEBRUARY 4, 2021 6:00 P.M. 1. CALL TO ORDER Chair Fernandes called the meeting to order at 6:00 p.m. 2. ROLL CALL Roll call was conducted. Present: John Fernandes, Chair Marie Nesfield, Vice Chair Patrick Lowry, Commissioner Paul Marsh, Commissioner Barbara Rose, Commissioner Kelley Sandstedt, Commissioner Christopher Sund, Commissioner Absent: Jon Pickett, Commissioner Also Present: Patrick Sage, Transportation Planner Purab Adabala, Transportation Planning Administrator Ashley Knudsen, Transportation Planner Javier Gurrola, City Pavement Manager Jack Friedline, Assistant City Manager Trevor Ebersole, Transportation Director Matt Dudley, Transportation Program Manager Attendees: Joseph Gregory, Valley Metro Matthew Taunton, Valley Metro 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES ACTION BY CTOC: Approval of the agenda for the February 4, 2021 Citizens Transportation Oversight Commission as submitted. APPROVAL OF THE MINUTES ACTION BY CTOC: Approval of the minutes from the January 7, 2021 meeting of the Citizens Transportation Oversight Commission as written. CITIZEN COMMENTS No citizen comments were received either by email or voicemail. 6. GLENDALE TRANSIT PLAN Mr. Taunton, of Valley Metro, gave an update on the recently completed Glendale Transit Plan, which included details on the following topics: Historical Ridership Key Trends Glendale is heavily dependent on Phoenix for local bus service Highest performing routes in Glendale typically intersect with frequent bus routes or light rail Relatively short distances for many east/west routes in Glendale Existing Transit Service Survey Results (Conducted October 2019 – January 2020) Transit Priorities Service Standards North Glendale Park and Ride There were no questions. The agenda item was concluded. 7. PAVEMENT MANAGEMENT & RECONSTRUCTION PROGRAM UPDATE Mr. Gurrola gave an update on the Pavement Management and Reconstruction Program (PMP), which included the following information: PMP Updates: All surface treatment work had been halted due to the weather, but will restart in early February. Preparatory work, such as crack sealing and asphalt patching, is ongoing throughout the City FY2021 PMP Expenditures To Date Arterial Reconstruction Program (ARP) Glendale Ave. Reconstruction – 99th Ave. to El Mirage Road Camelback Road Reconstructions – 83rd Ave. to 91st Ave. Bell Road Reconstruction – 51st Ave. to 59th Ave. There were no questions. The agenda item was concluded. 8. FY2020 GLENDALE ONBOARD PROGRAM ANNUAL REPORT - DRAFT Ms. Knudsen presented the draft Glendale Onboard Transportation Program Annual report for Fiscal Year 2020. Mr. Sage noted that the Commissioners have the complete Annual Report, which is in draft form. Mr. Sage asked that the Commissioners review the report over the next few weeks and staff will bring the report back to CTOC on the March 2021 agenda for vote on recommendation to accept. 9. CTOC GOALS AND 2021 AGENDA TOPICS Mr. Sage facilitated this agenda item on CTOC’s goals and topics of discussion for next year. Per City policy, all Boards and Commissions are to annually perform goal setting and identifying topics for discussion on agendas CTOC Goals, as defined by the ordinance which established the Commission Tentative Topics for FY 2021 Goals and topics for will forwarded to Mayor and Council for their information Topics may be added throughout the year; staff will forward updates to Mayor and Council Mr. Sage asked for feedback or additions to the list of topics. Commissioner Marsh suggested a presentation from ADOT and MCDOT on coordination with the CIty Chair Fernandes inquired about including an item on the recent failed bond election. Mr. Sage stated that this topic would be brought to the Commission if bond opportunitires are pursued for transportation projects during a future election cycle, and discussed as part of the budget. Vice Chair Nesfield suggested an update on the Glendale Municipal Airport and an update on year-end unspent funds. Commissioner Sund inquired about this year’s Glendale Family Bike Ride. Mr. Sage replied that the event will be held in some form. However, it will be different due to COVID-19 challenges. Mr. Sage stated that the Commissioners will be updated on the event at the next CTOC meeting. 10. MANAGER'S REPORT Mr. Adabala gave the Manager’s Report, which included the following: Loop 101 / 75th Avenue Interchange Public Meeting Northern Parkway Updates Dysart and El Mirage Overpasses 99th Ave. – 87th Ave. - Final Design RSP / HURF Projects 63rd Avenue / Northern Avenue Northern Parkway – Sarival Avenue to 143rd Avenue 11. COMMISSIONER UPDATES Chair Fernandes acknowledged a rapid response to a pavement condition safety concern he submitted on GlendaleOne. No other updates were provided. 12. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on March 4, 2021 at 6:00 p.m. 13.
