D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CITY HALL COUNCIL CONFERENCE ROOM 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 MAY 4, 2021 2:00 P.M. 1. CALL TO ORDER Ms. Bower called the meeting to order at 2:03 p.m. 2. ROLL CALL Present: Jamie Aldama, Chair Bart Turner, Councilmember Absent: Ian Hugh, Councilmember Also Present: Julie K. Bower, City Clerk Michael Bailey, City Attorney 3. CITIZEN COMMENTS None 4. APPROVAL OF THE MINUTES 1. Approval of the minutes of the March 2, 2021 Government Services Committee meeting Motioned by Councilmember Bart Turner, seconded by Chair Jamie Aldama to approve the minutes of the March 2, 2021 Government Services Committee meeting. AYE: Chair Jamie Aldama Councilmember Bart Turner Other: Councilmember Ian Hugh (ABSENT) Passed 5. RESIGNATIONS Ms. Bower reported the following resignations: Jon Pickett, Ocotillo District, Citizens Transportation Oversight Commission, effective April 2, 2021 Kristina Cadena, Ocotillo District, Parks & Recreation Advisory Commission, effective April 13, 2021 6. NEW BUSINESS 1. Consideration of standard bylaws for all boards and commissions Mr. Bailey reviewed the sections of the draft bylaws. The bylaws would apply to all boards and commissions. Councilmember Aldama asked if the bylaws included anything regarding the Government Services Committee's (GSC) role in extending terms of temporary committees. Mr. Bailey said the duties and responsibilities of the GSC had not yet been defined or formalized. The establishing resolution or ordinance for the temporary committee should clearly state its term and if the Council or the GSC approved an extension of the term. 2. Government Services Committee duties and responsibilities The item was continued to the next meeting on June 1, 2021. 3. Board and Commission Member Satisfaction Survey Results The item was continued to the next meeting on June 1, 2021. 4. Review Board and Commission Annual Goals The item was continued to the next meeting on June 1, 2021. 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Bart Turner, seconded by Chair Jamie Aldama to hold an executive session. EXECUTIVE SESSION The Committee entered into executive session at 2:19 p.m. for discussion and consideration of appointments and other matters regarding various boards and commissions pursuant to A.R.S. 38-431.03(A)(1). Motioned by Councilmember Bart Turner, seconded by Chair Jamie Aldama to adjourn the executive session. AYE: Chair Jamie Aldama Councilmember Bart Turner Other: Councilmember Ian Hugh (ABSENT) Passed Ms. Bower adjourned the executive session at 2:41 p.m. 9. NEXT MEETING Ms. Bower said the next regular meeting of the Government Services Committee would be held on June 1, 2021 at 2:00 p.m., in the Council Conference Room of City Hall, located at 5850 W. Glendale Ave, Glendale, Arizona, 85301. 10.
