INTRODUCTION: 
 
This Narrative Report is included in conjunction with an application for a Special Use 
Permit, in the existing Rural-43 zoning district, for a proposed events center (the “White 
Barn Event Center”) on approximately 2.36 acres (~102,803 square feet) located just east 
of the Loop 202 San Tan Freeway near the intersection of Greenfield Road and San Tan 
Village Parkway in the Gilbert area of unincorporated Maricopa County. 
 
The location is also identified with an address of 16835 South Greenfield Road, Gilbert, 
and as Maricopa County Assessor Parcel Numbers 304-47-046A and 046B (the 
“Property”). These parcels may be combined into one parcel at a later date. 
 
 
PURPOSE OF REQUEST / DESCRIPTION OF PROPOSAL: 
 
The White Barn is a proposed events center, designed with a rural architectural theme, 
catering to wedding ceremonies and receptions. The venue will consist of two structures, 
a 9,089 square foot barn building (the “Barn”) and a 1,527 square foot chapel building 
(the “Chapel”). Both buildings are designed to promote the agricultural heritage of the 
area and to be an ideal destination for brides seeking a beautiful rustic setting. 
 
A Site Plan, Landscape Plan and Elevations are included with this resubmittal. 
 
On the western parcel of the Property (APN 304-47-046B) there is an existing residence 
and accessory structure which will be removed/modified as part of this development. The 
eastern parcel (APN 304-47-046A) is presently vacant and used for agricultural purposes. 
 
The Property presently serves as a buffer / transition due to its placement between the 
single largest retail, entertainment, multi-family residential and office complex in the State 
of Arizona (“San Tan Village”), a public park and the Loop 202 / San Tan Freeway – all to 
the west of the Site – and an existing rural, single-family neighborhood to the east. The 
Site is nearly-fronted by the San Tan Parkway, which feeds the Loop 202 / San Tan 
Freeway, also nearly adjacent to the Site. San Tan Village occupies hundreds of acres 
on the immediate west side of the San Tan Freeway. 
 
On the south side of Pecos, directly south of and just a few hundred feet from the Site, is 
the LDS Gilbert Arizona Temple. On the north side of Pecos, directly south of and one 
parcel removed from the Site, is the American Leadership Academy (the “School”), home 
to over 2,000 students. To immediate north of the Site is the Life Church (the “Church”). 
 
As the Property is surrounded with these intense uses, it is no longer viable for single- 
family residential uses; it is much more appropriate as a buffer use that provides a 
transition from the intense uses to the west, south and north, to the rural residential uses

to the east. This proposal addresses that unique location with a use that responds to its 
intense surroundings positively, while maintaining a rural and quiet atmosphere for the 
neighbors to the east. 
 
The White Barn will accommodate up to 300 guests with approximately 6,800 square feet 
of assembly space and 3,000 square feet of support space between the two buildings. 
The two buildings will only be used by one group at any given time, never overlapping. 
 
Receptions, dinners, and dancing will be indoors only, in the Barn, containing sound 
indoors. The Barn is designed with ample acoustical insulation in the walls (STC 55) and 
windows (STC 35), ensuring that there will be no sound impacts to adjacent neighbors. 
Outdoor activities will be used only for ceremony celebrations (with only unamplified string 
instruments and vocalists—officiant and bridal couple may utilize microphones), family 
photographers, and one hour for cocktails following ceremonies. There will never be any 
dancing nor amplified music outdoors. 
 
All outside activities will end by 9:00 pm. Receptions will be held only inside the Barn. 
Office hours are for planning and sales purposes and will generate a minimal number of 
visitors and staff at the following times: Sundays & Mondays closed, Tuesdays through 
Thursdays from 11:00 am to 7:00 pm, Fridays and Saturdays from 10:00 am to 1:00 pm. 
Event Hours are mainly on weekends between 5:00 pm to midnight. 
 
Event traffic is off-peak; thus, what traffic the White Barn creates will not be a burden to 
the existing infrastructure. One of the aspects of the Property that makes it attractive for 
the proposed use is that it has direct access to Greenfield Road and the Loop 202 / San 
Tan Freeway, without the need for guests to travel on neighborhood streets. Indeed, 
because Invitees will almost always be guided by GPS apps, the invitees to White Barn 
events will be guided to the Property via the San Tan Parkway, and not from 
neighborhood streets. 
 
All vendors will instructed to avoid use of the neighborhood streets. At the conclusion of 
Site events, temporary signs will be posted, directing exiting traffic back out to San Tan 
Parkway; additionally, a Site employee will be posted at the exit and the Northbound stop 
sign at Greenfield Road, directing traffic back out to the San Tan Parkway, away from the 
neighborhood. If the Town of Gilbert allows it, traffic cones will be used in Greenfield Road 
to direct exiting vehicles to San Tan Parkway as well. 
 
A Traffic Statement is included with this resubmittal. 
 
The White Barn will not seek nor obtain a liquor license. The Arizona Department of Liquor 
License and Control does not require a liquor license if the venue will not sell nor profit 
from alcohol. Customers will be allowed to provide their own alcohol to their guests only if 
it is served by a licensed and insured bartender company, not connected with the White 
Barn.

The Barn and Chapel will have complementary country-style architecture. Both have 
textured white walls with light wood doors and window frames. Both the Barn roof peak 
and the Chapel steeple will not exceed the residential zoning maximum height of 30-feet, 
and both are placed so as to preserve views of the LDS Gilbert Arizona Temple from 
adjacent residential properties. 
 
The proposed development of the Property conforms to the development standards of 
the underlying Rural-43 zoning district. 
 
The landscape design includes a substantial green screen for the neighbors, with 
seventy-two (72), 36-inchbox trees, an artificial pond, and full-height privacy fencing on 
the north and south sides of the Site. The Town of Gilbert has requested an 8-foot-high 
privacy wall; this will be provided if allowed by Maricopa County. Artificial turf or 
decomposed granite will cover all non-hardscaped surfaces, ensuring a dust-free, fully 
finished landscape. The green screen landscape buffer and tree-lined paths will isolate 
the Chapel and garden from the neighbors. 
 
The provided 101 parking spaces are far above the required 49 spaces as required by 
Maricopa County Zoning Ordinance. All parking and onsite circulation areas will be paved 
for air quality control. 
 
Development lighting will be dark-sky compliant. Light fixtures will be compliant with 
Maricopa County requirements and will be low-elevation, low-intensity and have shielding 
so that there is zero bleed-over at the lot line. There will be sufficient lighting to ensure 
safe egress at the building exits and low-level path lighting to the parking area. 
 
Signs will conform with Maricopa County requirements. 
 
 
RELATIONSHIP TO SURROUNDING PROPERTIES: 
 
The Property is located in the central Town of Gilbert area within an unincorporated area 
of Maricopa County and is immediately adjacent to the Town of Gilbert to the west (west 
of the Greenfield Road frontage road). 
 
The use and zoning of the surrounding properties are as follows: 
 
North:  
Life Church and single-family residential, all within the jurisdiction of Maricopa 
County and all zoned Rural-43. 
 
East:  
Single-family residential, within the jurisdiction of Maricopa County and zoned 
Rural-43. 
 
West:  
Immediately across the Greenfield Access Road frontage road is Discovery

District Park, a major park and retention area managed by the Town of Gilbert 
and located on State-owned land, which is located within the boundary of the 
Town of Gilbert and is zoned Public Facilities/Institutional (PF/I). Further to the 
west is San Tan Village, which is the single-largest retail, entertainment, multi-
family residential and office complex in the State of Arizona. 
 
South:  
Single-family residential within the jurisdiction of Maricopa County and zoned 
Rural-43. Further to the south is the American Leadership Academy school, 
which is located within the boundary of the Town of Gilbert and is zoned SF-35 
(Single-family Residential - Detached; 35,000 square foot minimum net lot 
size). On the south side of Pecos, directly south of and just a few hundred feet 
from the Site, is the LDS Gilbert Arizona Temple. 
 
As mentioned previously, the Property serves as a buffer, or transition, from San Tan 
Village and the Loop 202 / San Tan Freeway, located to the west of the Site, and the 
existing rural, single-family residential uses to the east. 
 
As the Property is surrounded by these intense uses, it is no longer viable for single-
family residential uses; it is much more appropriate as a buffer use as a transition from 
the intense uses to the west, south and north, to the rural residential uses to the east. 
This proposal addresses that unique location with a use that responds to its intense 
surroundings positively, while maintaining a rural and quiet atmosphere for the neighbors 
to the east. 
 
Additionally, the presence and proximity of the existing LDS Gilbert Arizona Temple 
lends the Property to accommodating uses such as the proposed White Barn Event 
Center. 
 
 
LOCATION & ACCESSIBILITY: 
 
As noted above, the Property has excellent accessibility. The site has direct frontage 
along the west to the Greenfield Access Road frontage road, which provides access to 
Greenfield Road (which becomes San Tan Village Parkway further to the north) and has 
a partial interchange with the Loop 202 / San Tan Freeway. Greenfield Access Road is 
maintained by the Town of Gilbert. Greenfield Road also provides access to Pecos Road. 
Full access interchanges are near to the Property at Val Vista and Williams Field Roads. 
 
Two driveways are proposed onto Greenfield Access Road frontage road; a Traffic 
Statement is provided with this resubmittal.

CIRCULATION: 
 
As noted above, the Property has excellent accessibility with direct frontage along the 
west to the Greenfield Access Road frontage road, which is a two-lane paved roadway 
that extends from Greenfield Road to the north. The Greenfield Access Road frontage 
road has an undetermined right-of-way width.  
 
The Town of Gilbert has indicated that full-street improvements will be required on 
Greenfield Access Road with this development, and that an inbound right-turn lane 
installation at the Greenfield Road intersection will be required due to potential peak 
traffic impacts from the event center.  
 
The proposed offsite Improvement Plans for the Greenfield Access Road have been 
submitted to the Town of Gilbert, who by virtue of their willingness to provide comments 
and seek corrected plans has given their preliminary approval to the proposed 
improvements and the project itself. The Town of Gilbert has asked that the plans be 
revised and re-submitted to the Town of Gilbert. This will be completed as required by 
MCDOT / Maricopa County. 
 
Roadway improvements and/or right-of-way for the Greenfield Road frontage road, and 
any offsite improvements, will be as agreed to or required by MCDOT and/or the Town of 
Gilbert. 
 
Two driveways are proposed onto the Greenfield Road frontage road as indicated on the 
Site Plan included with this resubmittal. Driveway location and the number of driveways, 
including secondary access remoteness requirements, shall in accordance with MCDOT 
/ Town of Gilbert requirements.

for this type of use is direct access to Greenfield Rd and the Loop 202 / San Tan

White Barn events will be guided to the Property via the San Tan Parkway, and not from 
neighborhood streets. All vendors we will instructed to avoid use of the neighborhood 
streets. At the end of Site events, temporary signs will be posted, directing exiting traffic 
back out to San Tan Parkway; additionally, a Site employee will be posted at the exit and 
the Northbound stop sign at Greenfield Road, directing traffic back out to the San Tan 
Parkway, away from the neighborhood. If the Town of Gilbert allows it, traffic cones will 
be used in the Greenfield Road to direct exiting vehicles to San Tan Parkway as well.

The provided 101 parking spaces are far above the required 49 spaces as required by 
Maricopa County Zoning Ordinance. We also have a Parking Agreement with the 
American Leadership Academy school located to south of the Property if the need arises 
for overflow parking for either the White Barn Event Center or the school.  
 
All Internal circulation and parking areas will utilize a “dust-free” surface as required by 
MCDOT. 
 
 
DEVELOPMENT SCHEDULE: 
 
At the present time, the Property is proposed to be developed in one (1) phase. 
 
 
COMMUNITY FACILITIES AND SERVICES: 
 
As this project is non-residential in nature, no community facilities or services are 
necessary or are to be provided other than those that support the intended uses on the 
site. 
 
PUBLIC UTILITIES AND SERVICES: 
 
Police protection will be provided by the Town of Gilbert / Maricopa County Sheriff’s 
Office. Fire protection will be provided by the Town of Gilbert, as it currently does. 
 
Water service will be provided by the Town of Gilbert. Wastewater will be addressed via 
an onsite septic treatment system. In the event of failure of the proposed septic system, a 
new system will be installed per Maricopa County requirements in effect at that time. This 
method is consistent with adopted policies and procedures of Maricopa County. Dry 
sewer for connection to the Town of Gilbert’s wastewater system is not contemplated, but 
can be provided if and when the Town would allow connection without annexation. 
 
Refuse collection will be provided by a private company. 
 
Electric service is provided by SRP (Salt River Project). Telecommunications services 
(phone, cable, internet) are available from Cox Communications, CenturyLink 
Communications and other providers. 
 
The Property is located within the Higley Unified School District. As a non-residential 
development, no impact to the school district is anticipated. 
 
A Preliminary Drainage Report is included with this submittal. All retention and drainage 
will meet Maricopa County Flood Control District (MCFCD) requirements as approved 
through this zoning application.

Summary- SPECIAL USE PERMIT- Request for construction of two structures and

Engineering Review has reviewed the 3rd plan (EDR#3), for the subject application 
and has no objections provided any approvals include the following stipulations:   
 
1. Unpermitted walls/fences on the subject property shall be addressed 
with the submittal for building permits for the site development. It shall 
be demonstrated that the walls/fences do not create an adverse 
drainage impact to the site or surrounding properties. 
2. Prior to the issuance of building permits for development of the site, 
the owner/applicant must provide evidence that the Town of Gilbert 
has approved the Traffic Report. 
3. Access to the site shall be via a one-way entrance (north) and one-way 
exit (south), or as otherwise approved by the Town of Gilbert. 
4. Owner/applicant shall coordinate with the Town of Gilbert for any off-
site improvements, ROW requirements and access.  Provide County of 
TOG approved offsite improvement plans during building permit phase.  
5. SWPP provided during building permit phase.   
6. Engineering review of planning and/or zoning cases is for conceptual 
design only. All development and engineering design shall be in 
conformance with Section 1205 of the Maricopa County Zoning 
Ordinance; Drainage Policies and Standards; Floodplain Regulations 
for Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of 
application for construction. 
7. Based on the conceptual design nature of the information submitted,

The Maricopa County Environmental Services Department (MCESD) has completed review 
for the White Barn Event Center  Plan of Development for an event center and wedding chapel   
planning case(s). Please note the following MCESD requirements for site development: 
Drinking Water –  
Per the Safe Drinking Water Act, any water system that supplies more than 25 people or 15 
service connections per day for at least 60 days per year is classified as a Public Water 
System (PWS).  
• 
A Public Water System application and a New Source Approval application are 
required and must be submitted to the MCESD’s Drinking Water Program. A water 
quality analysis report will be required with submittal and is good within one-year of 
testing.

Onsite Wastewater –  
A Notice of Intent to Discharge application for an onsite wastewater treatment (septic)

A Minor Plan Review application must be submitted for any existing system(s) if being

Mr. Lorentzen presented Z2023014 and noted the applicant is proposing a 9,089 square foot barn 
building with a 1,527 square foot chapel to hold weddings and other events for up to 300 guests. The 
applicant generally expects events to be held on weekend nights, though there is no limitation of days 
within the application. Additionally, the applicant has stated their business practices will include ceasing 
all outdoor activity by 9:00 p.m.  The Town of Gilbert has provided written opposition to the proposal

stating the use does not meet the town’s current general plan designation of neighborhoods. The town 
states they would prefer the applicant annex the parcels into the town and develop utilizing the towns 
development code. The town is requiring full frontage street improvements with a turn lane and would 
like the applicant to attach the development to the towns sewer system as opposed to the planned septic 
system.   Since printing of the staff report, staff has received two letters of opposition from direct 
adjacent neighbors who are concerned with the noise, traffic and frequency of the proposed use. The 
applicant has provided staff with a letter of support from the neighboring church to the north, and has 
provided staff with a 127-signature petition in support of the proposal.  Due to the timing of the petition 
submission, staff was unable to map each signature and does not know the area the petition represents.  
Staff is supportive of the proposal and through the use of the conditions of approval each city concern 
has been addressed. Staff recommends the commission approve the SUP with conditions.  
 
Mr. Rod Jarvis, the applicant said this is the best site for this use. The area is heavily impacted by 
significant development that has occurred in the past 10 to 15 years. To the immediate south is the 
largest LDS temple in the world, and across Pecos to the north is the American Leadership Academy 
(ALA), a charter school with just under 2,500 students which creates a traffic issue twice a day where 
busing really isn’t an option for a charter school.  In front of the proposed site is the San Tan Village 
Parkway with traffic of 40,000 vehicles a day and to the west is the San Tan Freeway which has 120,000 
vehicles a day. Immediate west of the San Tan Freeway is San Tan Village and San Tan Marketplace it is 
the largest retail, apartment, entertainment and office complex in the entire state of Arizona. All of this 
impacts this particular site. They are asking for a Special Use Permit with use restrictions to protect the 
residential neighbors.   To have this facility nearby the temple is very significant for a whole lot of people 
using the temple.  This site was an abandoned residence where his client purchased the property and 
cleaned it up. This will be an aesthetic enhancement to the neighborhood.  This site is adjacent to the 
Life Church who is in support and is adjacent to two residences.    The party events will happen inside 
the big building, and the weddings will be done in the chapel to the east. To the south there is a neighbor 
they’ve had lots of conversations and have a good relationship with that neighbor.   The facility is a white 
barn in a rural setting and the buildings will be sound proof with no amplified music outside of those 
buildings and no brass instruments. The site plan includes 101 parking spaces which is more than 
adequate parking for the events held. These events will be higher end and will have lower numbers.   We 
made an agreement with the American Leadship Academy if they need parking overflow during pick up 
and drop off times or for a special event and it doesn’t conflict with a wedding or event on our site they 
are welcome to use our parking lot. They reciprocated and said likewise if were not using our parking 
then we can use it. We would rarely need any of their parking, but we can help relieve the neighborhood 
of the stacking of vehicles by using our parking lot.  All outdoor activity will cease by 9 p.m. and indoor 
activities will cease by midnight.  We are not going to create any traffic cut through on Fairway or Frye to 
the north because GPS maps do not send people through neighborhoods. They will go down Pecos and 
San Tan Village Parkway, and we will notify all of our vendors that they must not cut through the 
neighborhoods.  When exiting the facility we will use cones to direct vehicles out to San Tan Village 
Parkway.  We will be putting in extensive street improvements on Greenfield in good faith with the Town 
of Gilbert to make sure that we improve what is there now.  We will not serve alcohol and if the clients 
want to have alcohol they will have to hire a licensed and bonded bartending service.  They have two 
other beautiful facilities in the City of Mesa and they have a great track record. They will provide their 
own security on top of what the bartending services do.   This is the best site and it is a much needed 
use with extensive street improvements, parking overflow for the Academy, and no sound, lighting and 
traffic impacts and this will be a buffer from the immense existing impacts to the west, south and north.  
 
Ms. Kelly Mullins said she has lived in the neighborhood her entire life. This facility will have a large 
financial gain to make off of our neighborhood, and these things can’t be guaranteed. She has concerns

if someone decides to cut through our neighborhood. She knows 100 people in the neighborhood that 
are against this. We are trying to protect our kids and the small town feel.  
 
Mr. Scott Hancock said we do not need an event center since the LDS church allows them to use their 
ward centers.  There was a nice new home built within the last six months and there could be one built 
on this site. ALA school is a problem for 15 to 20 minutes in the moring and afternoon.  We had to put in 
our own speed bumps because of traffic and there is no guarantee that they can control the traffic 
coming through our neighborhood. There will be a lighting impact and we have animals that also live in 
there. He is opposed to this. 
 
Mr. Marco Ferencz said he lives adjacent to the proposed and this will impact his property. He has farm 
animals on his property and he has concerns with people wanting to go over the fence and pet his animals 
and the lights aren’t good for the animals, and also has concerns with alcohol at these type of events.  
 
Chairman Hernandez noted Ms. Carole Ferencz does not wish to speak and she’s in opposition.  
 
Mr. Brian Skinner spoke on behalf of his father, Mr. Garrett “Toby” Skinner and he is the direct neighbor 
to the south. His father is opposed to this venue with concern of the negative impacts this will have on 
his property with noise pollution, and rowdy behavior that will affect the peace and tranquility of the 
neighborhood.  This will have frequent disruptions into the night and will affect the quality of life for him 
and the residents. He doesn’t believe this is the right place for a wedding venue. He has concerns with 
the traffic and safety hazard with these large gatherings. He asked they reject this request.  
 
Mr. Brian Skinner said he lives a mile away and he collected 75 signatures in opposition and five are 
indifferent and one is for the venue, and 91 that yet need to be contacted.   He wanted to be clear that his 
father is against this.  He said the lawyer misspoke and there is not 2,500 students in the school, maybe 
close to 500. He has concerns with traffic going through their neighborhood, and with people parking 
along the street. He doesn’t believe the party will remain indoors especially when there is nice weather. 
He doesn’t believe they care about the community and this is just about making the most money as 
possible.  
 
Vice Chair Lindblom said he grew up in that area and he knows many of the neighbors that live out there.  
He asked Mr. Skinner if he would rather have a tri-plex or a venue like this on this property.  Mr. Skinner 
said he wouldn’t have a problem with a tri-plex it would create less noise and hassle for everyone, but he 
would prefer if they put two nice residences on there.  
 
Mr. Jerry Topete said he has been a DJ for 39 years and he has worked with Adrianna, the property owner 
for the last 15 years.  He knows the noise ordinance is huge and there’s ways to control that.  She has a 
system in place where it is a hard stop for music. In her venues all of the sound is concentrated on the 
dance floor so it doesn’t have to be amplified as much and the people that are sitting down are still able 
to have a conversation, and the windows and doors will be shut; she has a very good system.  This 
neighborhood isn’t quiet, there is a lot of traffic already. He personally knows someone that lives in the 
neighborhood and he was told a lot of the neighbors are upset because people would have parties and 
they would drive really fast through the neighborhood and that is why they installed speed bumps.  
 
Ms. Emily Hughes said she has been a coordinator since 2006, and she has known Adrianna since 2016, 
and she managed one of her venues.   She has run many venues and by far Adrianna’s are her favorites 
because she is a very ethical person by the way she runs her businesses.  The traffic it is not like a school, 
with a wedding people will trickle in and out.  Some people just come to the wedding ceremony and some 
people just come to the reception, and some people show up an hour early to get a good seat or they

show up 15 minutes late.  It is not everyone shows up at once and everyone leaves at once, people trickle 
in and out.  This venue has been carefully thought out. It is not a pop up venue or a backyard venue, it is 
something Adrianna has put a lot of thought into.  It’ll be planned and built knowing there are neighbors 
close by and by making sure there is sound proofing to the buildings and have some sort of relationship 
with the neighbors like the other venues she has now.  She has done thousands of events with her, and 
the longest section of her contract is regarding the alcohol. It states no liquor in the bride and grooms 
room, and it stays inside the building, and the last call is 30 minutes before the end of the venue with 
certified bartenders. She is very thorough when meeting with the couples so all the expectations are right 
up front.  
 
Chairman Hernandez said we have 14 other people in attendance that are in support and do not wish to 
speak.  
 
Ms. Leila Ladani said she is a professor at ASU along with her husband. They purchased their property 
two years ago because they wanted to live in a peaceful rural community. They live just north of the site 
and this will impact their property significantly. They are already impacted by the traffic and people going 
through their neighborhood and do not want anymore traffic. Her property is adjacent to this one and she 
will suffer with the lights, the noise and will loose all of their peace and quiet.  The school is for education 
of our children it is not for benefit as a commercial property. They can buy a place somewhere else that 
won’t affect the whole community, and the 200 plus people can’t go find another place to live and some 
have lived here for many years.  This is a peaceful neighborhood and they don’t want more crime and 
more traffic coming through our neighborhood. The kids play in the street and she wants to ensure they 
will be safe. The applicant didn’t come talk to them on what they are trying to do and she attended to find 
out what they are doing. What they say is all good words but when it comes to action they won’t be able 
to contain people in the buildings and there will be people parking in the streets. This isn’t the right place 
for this.  
 
Mr. Scott Henderson said he is assuming the height of the building is 20 to 25 feet. His property is five 
properties north of this site.  The barn will block their great views of the temple and they built their house 
in order to get this view and we aren’t the only ones to have their views blocked. The freeway access is 
just north of this property where there is no south on ramp and typically they’ll go around on Greenfield 
Road.  If ALA has a function at the same time of this wedding venue it will cause huge traffic problems 
and chaos.  
 
Commissioner Montoya left the hearing at 11:00 a.m. 
 
Ms. Kristi Jansen said she has been a resident of Fairview Street for a long time, and she as a lot of family 
that lives in this area. They are emotionally invested in this street.  She has concerns with noise and 
traffic. We want to keep our quiet street quiet and she doesn’t believe anyone would want this going in 
next to them. She is opposed to this venue.   
 
Chairman Hernandez asked if there was anyone else from the public that wished to speak. None. 
 
Mr. Jarvis said if they don’t believe him or his client, but they should believe and trust the county process 
and they have recommended approval.  These are experienced planners and they understand the 
dynamics that are involved with this particular site. The SUP process is a very good vehicle and it is very 
specific and if we don’t keep to these stipulations we can loose the SUP much sooner than the 15 years.  
We did outreach with two neighborhood meetings and when we were coming back to report on the traffic 
issues they asked us to look into specifically the school and how we can handle that. When they found 
out we were still intent on moving ahead with the process a number of them got up angrily and left the

meeting.  They want to preserve their street and we are the best use to do that.  A lot of the concerns 
already impact this area. We can create a beautiful aesthetic use and it will be an enhancement to the 
area and it will increase property values. We will handle the sound and traffic concerns. This is two lots 
that can have 35 foot homes on them. There has been a lot of speculation on what could go there, but 
the facts are there is an existing abandoned residence and there is a reason why it was abandoned, and 
what we propose will be a beautiful enhancement to the area.  
 
Commissioner Swart asked both these buildings will be sound proof and all music will be in the inside. 
Mr. Jarvis said correct, they will not hear us.  
 
Chairman Hernandez said he doesn’t believe 100 parking spaces for a 300 person wedding will be 
enough, and he has concerns with both the school and the venue relying on each other for additional 
parking.  Mr. Jarvis said there will be plenty of parking spaces because people come to weddings in 
groups, and they come and go at different times. The traffic study indicated our average trips would be 
85 in and 85 out for an event.  In the unlikely event that we would need more parking than that and the 
chances we would have with the school having an event on a Saturday night is very small, and would not 
exist. If we ever need the parking we got it.  We do have a good relationship with the Life Church where 
we could go to the church and pay them a fee and use there lot, so we would have another parking lot to 
the immediate north.  
 
Vice Chair Lindblom said he does believe this venue helps with the traffic. He had kids attend that school 
and there were times we lined up down that street. This is a positive when you look at the traffic side of 
things and it’s not a negative. Between the three of them, the school, the church and the venue they will 
help each other. 
 
Vice Chair Lindblom said some vehicles might go through Fairview because the way that street is, it’ll 
probably be minimal but to say none is probably not accurate. He appreciates the stipulation the applicant 
is adding directing people out of the neighborhood it will minimize the traffic through Fairview. He 
sympathizes with those that live right up to this, it is a change of nature and he believes it is an appropriate 
land use and he leans towards yes.  He drove out there twice and sat out there and thought about this 
over the past few weeks. This is the area where he grew up and knows this area well. He is a property 
rights kind of person and most that live on that street are as well.  Staff believes they met Gilbert’s 
concerns and he doesn’t want to force them into annexation and anyone else that lives out there.  He 
leans more to supporting this project then not because the applicant has satisfied the noise concerns, 
and the land use is appropriate.   
 
Commissioner Lawerence said he shares Vice Chair Lindblom sentiments. 
 
Chairman Hernandez said this is a tricky site, it is a residential site between a school and a church.  He 
is against event venues in residential neighborhoods. They can be a nuisance and no matter how hard 
you try to control the sound on these places it bleeds out of the wedding venue onto the neighborhood.  
 
Commissioner Schlosser said he agrees with Vice Chair Lindblom, he is more familiar with this area. It is 
an appropriate use.  
 
Vice Chair Lindblom said he feels more comfortable with a 10 year rather than a 15 year Special Use 
Permit.  The applicant needs to prove themselves and the use needs to prove itself out.  The property is 
unique because that area has really transformed, you had a standing neighborhood that was there for 
decades with farm fields all around it, and now has a freeway brought through it, and a mall built in close

proximity with parks and the temple. This is what you call a transition piece, as these changes happen 
those uses are redefined. He is supportive of a property owners rights and believes this is appropriate.  
 
Chairman Hernandez asked do we have the opportunity to change this from 15 years to a 10 year SUP.  
Mr. Gérard said yes, that is in condition ‘c’.   
 
Vice Chair Lindblom asked if the applicant would be agreeable to that change.  Mr. Jarvis said we would 
prefer 15 years after spending a lot of money up front, but if it is the will of the commission to go to 10 
years we will support what they decide.  Vice Chair Lindblom said he understands that is a lot of money 
for the street improvements and that street needs it. It is a win for that area to get the street improved. 
With this change in the condition he supports this.   
 
COMMISSION ACTION: Vice Chair Lindblom adopted a motion recommending the Board of Supervisors 
approve Z2023014 with conditions ‘a’-‘l’ with recommended change to condition ‘c’. Commissioner 
Lawrence second. Approved 7-1. Ayes: Curley, Danzeisen, Landolt, Lawrence, Swart, Schlosser, 
Lindblom. Nays: Hernandez.

Development of the site shall be in substantial conformance with the site plan entitled 
“White Barn Wedding Venue“, consisting of 8 full-size sheets, dated June 24, 2023 and 
stamped received October 2, 2023 except as modified by the following conditions.

Development of the site shall be in substantial conformance with the narrative report 
entitled “White Barn Events Center”, consisting of 8 pages, dated March 20, 2024 and 
stamped received March 20, 2024 except as modified by the following conditions.

attenuation purposes.

All outdoor lighting shall be shielded so that illumination does not trespass onto 
neighboring properties and is directed downward at a minimum 20-degree angle beneath 
the horizontal plane of the bottom of the shielding  
 
f. 
All commercial outdoor activity shall be moved indoors by 9:00 PM.  
 
g. 
Amplified music and dancing are prohibited in outdoor areas. Further, any amplified noise 
must conform to Maricopa County Noise Ordinance (P-23) that was adopted February 15, 
2006 and is regulated by the MCSO. Section IV Noise: 
C. Radios and Sound Amplification Devices 
It shall be unlawful for any person to operate any radio, loudspeaker, musical instrument, or 
other sound producing, sound reproducing, or sound amplification equipment that emits 
noise that can be heard from within closed residential structures located within 500 feet of 
the boundary of the property from which such noise emanates.    
 
h. 
Prior to issuance of initial building permits, all parcels shall be combined to create a single 
parcel matching the SUP area.

The following Planning Engineering conditions:  
 
1. Unpermitted walls/fences on the subject property shall be addressed with the 
submittal for building permits for the site development. It shall be demonstrated 
that the walls/fences do not create an adverse drainage impact to the site or 
surrounding properties. 
 
2. Prior to the issuance of building permits for development of the site, the 
owner/applicant must provide evidence that the Town of Gilbert has approved the 
Traffic Report. 
 
3. Access to the site shall be via a one-way entrance (north) and one-way exit (south), 
or as otherwise approved by the Town of Gilbert. 
 
4. Owner/applicant shall coordinate with the Town of Gilbert for any offsite 
improvements, ROW requirements and access. Provide County of TOG approved 
offsite improvement plans during building permit phase.  
 
5. SWPP provided during building permit phase.  
 
6. Engineering review of planning and/or zoning cases is for conceptual design only. 
All development and engineering design shall be in conformance with Section 
1205 of the Maricopa County Zoning Ordinance; Drainage Policies and Standards; 
Floodplain Regulations for Maricopa County; MCDOT Roadway Design Manual; 
and current engineering policies, standards and best practices at the time of  
application for construction. 
 
7. Based on the conceptual design nature of the information submitted, changes to 
the site layout may be necessitated by the final engineering design of the site’s 
drainage infrastructure. 
 
8. Detailed Grading and Drainage (Site Infrastructure) Plans and Drainage report 
must be submitted with the application for Building Permits. 
 
j. 
Noncompliance with any of the conditions assigned to the approval of this SUP by the 
Maricopa County Board of Supervisors may be grounds for revocation in accordance 
with the requirements and procedures as set forth in the Maricopa County Zoning 
Ordinance.

Years ago we had issues with someone being drunk there on 
that corner and pulling a gun on my children and the other 
children who were walking home from school. Having a venue 
that serves alcohol right next to the school is a huge red flag to 
me. We already have issues with parking whenever there is an 
afterschool event, I don’t know how you would do it an event 
venue parking at the same time. It is already dangerous 
enough for kids walking from far away to get to the school 
because of , not enough parking.  
We all purchased Our homes on the street with the 
understanding that we were a rural community and a safe 
peaceful place to raise children. Having an event venue right 
there the original zoning, and I sure that we went into our

We live on the corner of Greenfield and Frye Road. Traffic in 
front of our home is posted at 25mph. We have speeders 
constantly in front of our home. In your hearing, it was stated 
that GPS will not direct people to the White Barn Event Center 
through the neighborhood. I beg to differ. GPS knows that the 
shortcut to the ALA school and the Gilbert Temple through the 
neighborhood is the fastest route. It bypasses all the nasty mall 
and commercial traffic. Most people know of this shortcut and it 
will be much quicker to get to the Barn by going straight in front 
of our front yard. Alcohol is served at weddings and we are 
most concerned about the drivers AFTER the parties driving 
past our home and the higher possibility of accidents. This 
added "weekend" traffic will have a huge impact on our 
neighborhood. The White Barn will not be able to control where 
their patrons and vendors drive before and after the events on 
our streets. I cannot believe that they will actually have persons 
paid to direct traffic after the events or can be sure that 
everyone does not cut through our neighborhood on their way 
to the event center. Life is life and we know that there will be 
patrons and vendors who are running late and just have to take 
the shortcut. We cannot handle this dangerous traffic. I also do 
not believe that the ALA school is in agreement with a facility 
that will serve alcohol being so close to the school nor do I 
believe that they agreed on the parking help that was spoken 
about. We also fear that this White Barn Event Center will 
impact the value of our home.  
Another problem is the T-intersection at Fairview and 
Greenfield with the stop sign. This is a nightmare during school 
drop-off and pick-up already. Adding traffic on weekend 
evenings will accentuate a problem that already exists.

road is already busy with the school. We don’t need loud 
music, more traffic, wandering attendees among animals, or 
alcohol in our quiet community. This will pose a hazard to the

right in front of the entrance to this proposed barn. Our little 
county island is full of horses, cows, goats, sheep, chickens, 
etc. we want to hear our animals in our own barns, not loud 
guests in a big white barn. Weddings and parties are wonderful 
but there are many commercial locations much more suited. 
We live on this county island to have a piece of the country in 
the city, for our kids to learn to work and play in big backyards,
