Community Services Memorandum

Each year, the Department of Housing and Urban Development requires the city to adopt 
changes to its Agency Plan. Included in this plan are the policy documents that govern the two 
programs administered by the Glendale Housing Authority.  The documents include the 
Admissions and Continued Occupancy Policy (Conventional Public Housing Program) and the
Housing Choice Voucher Administrative Plan (Housing Choice Voucher Program).
The plan changes to be effective July 1, 2022, include a minor change. Both plans can be found 
on the city’s website at www.glendaleaz.com/publichousing.  Below is a summary of the major 
changes.
Summary of Changes

Expanded the definition of a family on the HCV Administrative Plan only to match HUD’s 
definition, which not states a family may include families consisting of a single person who is 
a youth. 

The definition of a foster youth was added, which is defined as “a youth at least 18 years old 
and not more than 21 years old who left foster care at age 16 or older and who lacks
adequate housing.”

No changes to the Public Housing ACOP.
