INTRODUCTION
1.3 MISSION AND VISION
These Design Standards, guided by the Airport’s mission, 
vision and goals, set a course towards an elevated future 
at the Glendale Municipal Airport (GEU). These Standards 
support the Airport’s desired trajectory of development 
and facilitate synergy between the Airport, tenants and 
developers to make this vision a reality one project at a 
time, working together with a shared purpose.
1.3.1 The Airport’s Mission
The Design Standards Advisory Group established 
a mission statement to encapsulate the Airport’s 
aspirations, and serve as a guiding precept for achieving 
ideal growth at the airport: 
Mission Statement
“Glendale Municipal Airport aspires to be a 
premiere world class general aviation airport 
in Glendale, Arizona, and worldwide through 
providing exemplary aviation services.”
The Airport’s mission establishes a broad level of 
intent, and all visions, goals, requirements and 
recommendations described in these Standards are 
meant to support this mission. For GEU to become a 
premiere world class general aviation airport, the Airport 
will build on its current foundation and improve its 
capabilities with development that promotes desirability, 
consistency, community connection, and quality design.

1.3.2 The Airport’s Vision
The Design Standards Advisory Group developed the 
following set of vision statements to convey the Airport’s 
aspirations for the future:
•	To strive for higher quality design development for 
new and existing facilities
•	To articulate a modern interpretation of 
Glendale’s past and development that 
complements surrounding areas
•	To promote the current brand and vision for the 
City of Glendale
•	To promote a unique sense of place influenced by 
the Airport’s geographic location within Arizona 
•	To establish an economically viable and socially 
active environment to attract corporate jets, 
private, and commercial aviation operations
•	To create a positive and memorable arrival 
experience
Other airports were identified that the advisory group 
admires and wants to emulate, including Montgomery-
Gibbs Executive Airport (MYF), Scottsdale Airport (SDL), 
and Phoenix-Mesa Gateway Airport (AZA). 
1.4 INTENT 
These Design Standards prescribe the minimum 
requirements for the development and construction of 
improvements at GEU to ensure that new development 
shall be consistent with the goals and mission of the 
Airport. These Standards will provide direction for future 
development on the east and west side of the airport 
campus in alignment with the Airport’s and the City of 
Glendale’s (COG) vision and requirements while also 
promoting sustainable growth. This is accomplished 
through identifying key strategies, principles, and building 
standards for both new development and renovation 
Memorable arrival experience
Attract corporate jets, private, and commercial aviation operations
Unique sense of place
Modern interpretation of Glendale’s past and surrounding areas
Higher quality design development

1.4.1 Context
Users of these Standards are expected to actively seek an 
understanding of the airport’s multiple contexts—taking 
into consideration geographical, historical, cultural and 
industry influences—in tandem with a full perusal of 
this document. Attainment of this understanding is a 
prerequisite for successful adherence to these standards 
and will increase prospects of securing approval through 
the design review process. An overview of potential 
topics to investigate on an individual basis in fulfillment 
of this expectation—not intended to limit the scope of 
further research—is provided below as a starting point:

1.4.2 Goals
The Design Standards Advisory Group identified the 
following goals to support the overall vision and mission 
for the Glendale Municipal Airport:
•	Ensure quality and longevity through the use of 
durable, timeless materials and by thoughtful 
design that anticipates functional changes and 
development throughout a building’s life-cycle
•	Establish a refined design aesthetic throughout the 
airport campus characterized by architecture that 
is contextually appropriate, purposeful, and that 
embodies the vision for the airport.
•	Promote cost-effective and environmentally 
responsible development that reduces impact on 
natural resources and lowers maintenance costs
•	Encourage development of new and renovation of 
existing facilities to generate revenue and provide 
services for surrounding communities
•	Convey an appropriate hierarchy of building scale 
and composition based on functional zones
•	Create economically viable spaces within the 
airport campus that promote social activity 
and foster positive images, impressions and 
experiences among the general public, current 
users, and future tenants
•	Achieve a balance between campus-level aesthetic 
consistency and building-level expressions of 
creative and identifying design elements
•	Ensure development is compatible with Airport 
operations and complies fully with applicable COG, 
Maricopa County, Federal Aviation Administration 
(FAA), Transportation Security Administration 
(TSA), and Airport rules and regulations

1.5 MINIMUM REQUIREMENTS AND REFERENCED 
STANDARDS 
Development within the airport must comply with 
applicable codes and regulations of the COG, Maricopa 
County, State of Arizona, the FAA, the Department of 
Homeland Security, the TSA, and the Development Master 
Plan approved by the COG for the airport. 
1.6 APPLICATION OF DESIGN STANDARDS
These Design Standards are a very important part of 
maintaining the unique character of the Airport. Foremost, 
these standards serve as a communication tool in educating 
property owners and developers as to the community’s 
expectations for new construction or renovations of existing 
buildings. The accompanying narrative and illustrations have 
been developed to serve as a standard for the Airport in 
reviewing applications for construction or alterations prior 
to submitting for and the issuance of a building permit by 
the COG. These Design Standards do not apply to interior 
only improvements, and are also not meant to be used 
as a checklist for “good” design, nor are they meant to be 
applied in such a manner as to limit development. However, 
this document is to provide the regulatory authorities 
support to ensure that new construction and renovation of 
existing structures is consistent with the character-defining 
elements identified within this document. The Airport shall 
use these Design Standards to review proposed projects in a 
consistent, fair and equitable manner. 
1.7 JURISDICTION
The Airport further reserves the right to amend, 
supplement or revise these Design Standards at any 
time, at its sole discretion. It is the responsibility of each 
leaseholder or developer to obtain and review a copy of 
the applicable and most current Design Standards. These 
Standards shall be published on GEU’s website in the

Airport Documents Section1. Updates will be posted to 
the website and notifications made to airport users and 
development partners as needed. 
These Design Standards shall be applied to future 
development and modifications of existing buildings or 
sites at the airport. New development should enhance 
the airport’s quality of design and improve upon the 
character of current structures in the surrounding area. 
It shall be noted that airport property will be governed 
by these Design Standards. In general, no construction 
activity related to proposed common project area shall 
be allowed to commence until the Airport has approved 
the project in accordance with these Design Standards.
Required permits issued for development on the airport 
grounds shall comply with the decisions and regulations 
of the parties concerned. The Airport shall review 
appeals in accordance with local and governmental 
agency regulations.

1.8 DEFINITIONS
The following words, terms and phrases, wherever used 
in this document shall have the meanings specified 
below. Additional words and phrases used, but not 
specifically defined herein, shall have their usual and 
customary meaning.
Air Operations Area - That portion of the airport that 
encompasses the landing, takeoff, taxiing, aprons, and 
parking areas for aircrafts.
Glendale Municipal Airport / GEU / airport - The 
physical extents of the Glendale Municipal Airport, as 
it now exists or as it may be expanded in the future 
including real property and easements, improvements 
and appurtenances thereto, structures, buildings, 
fixtures, machinery, equipment, vehicles, supplies and 
other tangible personal property, or interest in any of the 
foregoing, now or hereafter leased or acquired by the 
airport, less any thereof which may be consumed, sold or 
otherwise disposed of.
Airport  - The organizational entity of the Glendale 
Municipal Airport, including its constituent departments 
and personnel, especially in reference to its 
administrative, facilities and operations staff. 
Airside - All secured areas on airport property accessible 
to the Air Operations Area (AOA) and/or aircraft including 
runways, taxiways, aprons and adjacent land.
Clear Zone - Area between the AOA fence and a structure 
and the area adjacent to street that is kept clear from 
major obstructions.

Hazardous Materials - Any of the following, in any 
amount: (i) any petroleum or petroleum product, 
asbestos in any form, urea formaldehyde and 
polychlorinated biphenyls; (ii) any radioactive substance; 
(iii) any toxic, infectious, reactive, corrosive, ignitable 
or flammable chemical or chemical compound; and (iv) 
any chemicals, materials or substances, whether solid, 
liquid, or gas, defined as or included in the definitions of 
“hazardous substances,” “hazardous wastes,” “hazardous 
materials,” “extremely hazardous wastes,” “restricted 
hazardous wastes,” “toxic substances,” “toxic pollutants,” 
“solid waste,” or words of similar import in any federal, 
state or local statute, law, ordinance or regulation now 
existing or existing on or after the effective date as the 
same may be interpreted by government offices and 
agencies.
Landside - All areas on airport property accessible to the 
general public and/or excluded from the airside.
Leadership in Energy and Environmental Design - 
The LEED Green Building Rating System is a voluntary, 
consensus-based national standard for developing high-
performance, sustainable buildings.
Leased Premises - Land and/or improvements used 
exclusively by and for tenant’s activities.
Setback - A line within a lot which is parallel to and 
measured from a corresponding lot line, forming the 
boundary of a required yard and establishing the 
minimum distance that a structure, landscaping, parking 
and other designated items must be from that lot line.
Street Frontage - Area of a building site parallel to, or 
sharing a common boundary line with a public right-
of-way, including landscape, site elements and building 
elevations visible from the public approach. 
Tenant -  Individual, group, corporation, partnership, etc., 
that occupies space, or desires to occupy space, at any of 
the Facilities operated by the Airport.

2.1 SITE PLANNING
2.1.1 Development Zones
The development zones are divided into two categories 
(airside and landside) and enforced based on the 
location of proposed improvement.  Airside development 
zone standards will primarily focus on meeting the 
expectations of regular-use airport tenants and lease 
holders whereas landside development zone standards 
will focus on providing future developers the necessary 
GEU and COG visioning guidelines while contributing to 
the beautification of the Airport.

example of airside and landside zoning elements on the 
Airport. 
2.1.2 Airport Master Plan
The COG initiated the preparation of an Airport Layout 
Plan (ALP) Update and Narrative Report to provide an 
update to the 2009 Airport Master Plan.  The ALP Update 
& Narrative report details what airport facilities are 
needed, how to finance new airport development, and 
when to construct proposed projects. The most recent 
planning process was completed in May 2018 with City 
Council approval of the study recommendations. More 
information can be found in the ALP Update & Narrative 
Report1.
2.1.3 Aeronautical Uses
New development should use airport property only for 
aviation-related purposes unless otherwise approved by 
the Airport and the FAA. Buildings intended for aviation 
use are to be used for aeronautical purposes such as the 
storage and maintenance of aircraft in accordance with 
FAA guidelines.

2.1.4 Suggested Setbacks
Corporate Hangar Setbacks
•	Front setbacks:  Front setbacks shall be measured 
from the edge of the lease line and shall be a 
minimum of 25 feet from said line. The front of the 
lease line is described as that portion which fronts 
or parallels the vehicle access road.
•	Rear setbacks/staging area:  A staging area equal 
to or larger than the largest on-site hangar is 
required. The staging area shall conjoin the taxi 
lane and hangar to prevent obstructing the taxi 
lane.  
•	Side setbacks:  Side setbacks shall be a minimum 
of ten feet to the edge of the lease line for fire 
access and 15 feet for buildings greater than 
30 feet high. Construction of building, refuse 
enclosure and parking are prohibited on the front 
and side setbacks.  Vehicle access onto the Leased 
Premises shall typically be perpendicular to the 
vehicle access road. 
•	Multiple Leased Premises:  Where the same 
tenant develops more than one leased premises 
(i.e. two adjacent leased premises), the leased 
premises will be considered one leased premise 
with respect to setback requirements. However, 
utility easements shall supersede the omission of 
setbacks in adjacent leased premises development. 
•	It shall be the tenant’s responsibility to replace any 
damaged lease line corner monuments that are 
disturbed. 
•	The tenant shall be responsible for painting and 
maintaining an aircraft parking limit line parallel 
to the Taxilane Object Free Area meeting FAA 
standards.

2.1.5 Building Separation
Tenants shall comply with building separation as required 
by building code requirements. Lease lines shall be 
considered “assumed” or “imaginary” property lines as 
defined by the local building code. 
2.1.6 Building Restrictions
The Building Restriction Line as shown on the ALP will 
control proximity of buildings to the airfield. Additional 
restrictions as to height will be governed by FAA Part 77 
vertical surfaces. 
2.1.7 Hangar Placement and Restrictions
Corporate hangars shall be located on each leased 
premises and it is preferred that the aircraft(s) hangar 
doors face the taxi lane. It is preferred that there be no 
hangar door dominance facing Glen Harbor Blvd or New 
River Road.
2.1.8 Lot Coverage
The minimum lot coverage shall not be less than 65 
percent of the net lot area. No minimum lot size is 
required but each lot must have a minimum of 25 
feet of frontage on a public street. For the purpose of 
this section, an alley is not considered a public street.

2.1.9 SASO and FBO Minimum Guidelines
FBOs and SASOs shall have adequate land, facilities, 
and parking to accommodate all activities. Reference 
the Glendale Municipal Airport Minimum Operating 
Standards1 concerning SASOs and FBOs at GEU.
2.1.10 Airport Impact Overlay District
Refer to the COG Unified Development Code for 
additional requirements related to the Airport Impact 
Overlay District which must be considered in addition to 
COG zoning requirements.
2.2 SITE ELEMENTS
2.2.1 Outside Storage Area
Outside Storage Areas shall maintain an attractive 
environment for the community and adjacent businesses 
while allowing the open storage of airworthy aircraft. 
Open storage must be accessory to the business located 
in hangar space. Except for storage of airworthy aircraft 
which has been screened from landside public view by 
an 8 foot high masonry wall, no airside open storage 
is allowed unless otherwise approved by the Airport 
Administrator. No landside outdoor storage is allowed.
2.2.2 Refuse & Recyclable Areas
Enclosed and gated refuse areas are required for each 
tenant’s usage.  Refuse enclosure should be constructed 
of concrete block and have the same material finish as 
a significant portion of the hangar building. The gate 
assembly shall be constructed of opaque materials and 
configured to assure the contents of the enclosure are 
not exposed to view.  The enclosure design and vehicular 
access clearances shall comply with City details and 
requirements of the refuse collection agency. If the storage

of chemical waste is warranted, a separate secondary 
contamination/enclosure area, approved by COG, shall 
be provided. Reference the City of Glendale Engineering 
Standard Details1 for the COG Engineering Design Standard 
Detail G-934 – Refuse Collection Enclosure Design and 
Construction.
2.2.3 Utility and Mechanical Equipment
The tenant shall be responsible for fees and permits 
associated with connection/hookup of all utilities 
(including, but not limited to, sanitary sewer, storm sewer, 
domestic water, fire protection, cable, television, electric, 
Internet and telephone) to their respective building(s) 
including the extension of utility mains if needed.  
Corporate hangars requesting water and sewer utilities 
must apply for and receive water and sewer permits from 
the COG Water Department.  All monthly fees for utilities 
shall be paid by the tenant.  Utility connections/hookups 
shall be coordinated with the COG and the Airport prior to 
installation or connection.
The tenant shall be responsible for costs and construction 
required to tap into the existing COG water main to 
bring water to the leased premises. The developer 
is responsible for coordinating water and fire flow 
demands on the leased premise with the COG to ensure 
the existing water main is not overloaded. Should it be 
determined that the planned domestic water and fire 
flow demands are greater than the supply, the tenant 
shall be responsible for the cost and construction of the 
facilities to establish a system to meet tenants’ additional 
demand and flow volumes without diminishing or 
reducing capacity to other leased premises.

2.2.4 Water Features
Water features are required to be individually metered 
as part of the Arizona Department of Water Resources 
(ADWR). Decorative fountains are also required to be 
designed to implement water recirculation. Fountain/
water feature lines shall be coordinated with Civil or 
plumbing plans and shall be noted as such on the irrigation 
plan.
Water features such as ponds, pools, and fountains with 
standing water are not appropriate landscape elements 
for the Airport. They shall be avoided because of their 
potential for attracting birds and creating mosquito 
breeding environments.
2.2.5 Site Sustainability
Sustainable designs are encouraged including the 
use of recycled pavement materials. Where feasible, 
excavated soils, asphalts, and concrete removed during 
rehabilitation projects could be reused in new pavement 
designs, reducing waste and debris transportation 
emissions.
2.2.6 Pedestrian Connection
Encourage people to walk by providing safe, convenient, 
comfortable, and efficient sidewalks. 
Sidewalks shall be designed to serve internal pedestrian 
circulation needs, including links to sidewalks within 
the development, along the street and transit stops. 
Sidewalks adjacent to streets shall comply with applicable 
City Standards. 
Sidewalks within the lease area shall connect the primary 
entrance of each building or each public entrance to a

sidewalk adjacent to the street. Such sidewalk shall be 
provided along the shortest practical distance between 
the main building entry and public/private sidewalk. 
When crossing a drive aisle, a pedestrian path or sidewalk 
should be designated through use of a decorative 
material. At public entrances, pedestrian walkways 
shall be provided with weather protection such as 
canopies, awnings, arcades and trellises. Sidewalks shall 
be designed to be convenient, attractive, and easily 
identifiable by first-time visitors.  Refer to Section 4.0 
of these Design Standards for acceptable materials and 
landscaping for sidewalks.
2.2.7 Screening – Parking Area / Service Area
Parking areas and drive aisles shall be screened from 
street(s) with a screening device, such as a masonry wall, 
berm or combination of walls/berms and densely planted 
landscaping or ‘vertical wire trellis panels’. Berm side 
slopes shall not exceed 4:1 (horizontal to vertical) and 
shall be covered with a combination of vegetative and 
inert ground cover. Inert ground cover should consist of 
large rocks and decorative decomposed granite. 
Screen walls shall be fully opaque masonry block walls, 
and depending on use, either four or eight feet in height 
as measured from the finished grade of the parking lot in 
the lease area. Screen wall design shall be consistent with 
proposed masonry site fences within the leased premises 
and must be reviewed and approved by the Airport. See 
Section 2.3.1 Option 2 for additional guidance regarding 
finish.
When using a screen wall or dense vegetation there shall 
be a landscaped setback of at least five feet between 
the screen wall and the edge of the parking area when 
adjacent to the public right-of-way and three feet when 
adjacent to a private street. 
Screen walls located adjacent to public right-of-way 
shall comply with Zoning Code requirements. Unless 
approved by the COG, walls, fences or other screening or 
decorative type structures will not be installed within the 
limits of right-of-way.
2.2.8 Shading
Shading structures in the form of landscape (trees 
and other vertical planting), shade sails, umbrellas, 
framed canopies, shelters and other roofed structures 
are encouraged and must be approved by COG and in 
compliance with Section 4.0 of these Design Standards.
2.2.9 Fuel Storage
Fuel storage at the Airport shall utilize storage tank 
systems compliant with FAA Order 1050.15B. Storage 
tank systems must be constructed of double-walled 
fiberglass reinforced plastic certified to meet UL Standard 
1316. Storage tank systems must comply with all 
applicable Federal, state and local requirements. Access 
to fuel storage areas shall be controlled through the use 
of fences, gates and/or locks and must adhere to NFPA-
407 sign and placard requirements.

2.3 SITE SECURITY
Security goals of the Airport are promulgated by the:
•	
GEU Operations
•	
Federal Aviation Administration (FAA)
•	
Access gates must meet the requirements of, and be 
coordinated with, the Airport Master Plan.
Tenants shall provide a security plan to the Airport which 
shall be approved prior to occupying the facility.  
Thoughtful design and effective use of the built 
environment can reduce crime and enhance the feeling 
of safety.  In new building design, Crime Prevention 
Through Environmental Design (CPTED) is promoted 
by three design concepts:  natural surveillance, natural 
access control, and natural territorial reinforcement. 
•	Natural Surveillance: Improve the visibility of 
‘unusual users’ by enhancing the line-of-sight 
of ‘normal users’.  All doors that are open to the 
outside shall be well lit or visible from the street, 
parking area, or neighboring uses.  Parking areas, 
walkways, elevators and stairwells are to be visible 
from doors and windows.  Less trafficked areas 
such as trash or loading docks shall have visual 
access with window peephole or security camera. 
Provide landscaping that does not obscure visibility 
or surveillance ability to more occupied areas.  
•	Natural Access Control: Control site access 
by designing defined entrances into parking 
lot.  Define building entrance with architectural 
elements, lighting or landscaping.
•	Natural Territorial Reinforcement: Provide ten 
foot minimum clear zone area along the secure 
perimeter to prevent climbing over walls and 
fences. Do not locate trees where they will 
potentially grow limbs inside of this ten foot clear 
zone.
2.3.1 Gates, Fencing, and Screen Walls
Leased premises must be fenced to prevent unauthorized 
vehicle or pedestrian access onto the aircraft apron.  
Generally, fencing shall run parallel to the aircraft taxilane 
or apron and will extend from one hangar building to the 
next hangar building.  Each tenant shall be responsible 
for fencing within their lease lines.  Where the fence of a 
tenant does not align with the fence on the next leased 
premises (already developed), the new tenant shall 
provide fencing along the common lease line to provide 
continuity in fence/security. 
Each leased premises, or adjacent leased premises 
developed as one hangar structure, is allowed one 
vehicular gate having a minimum width of 18 feet.  This 
gate must be closed and locked at all times when not in 
use.  All doors that lead to the Air Operations Area (AOA) 
are to be controlled by at least a simple access control 
device such as a key, keypad, punch code, or proximity 
card system.  A log that shows who is in possession of 
access control devices such as keys and proximity cards 
shall be maintained at all times.  
Safety devices that meet local fire code are to be 
incorporated into these systems if the door has been 
classified as a fire exit by the Fire Department. Fire safety 
devices that override an access control device must 
produce a loud audible alarm when activated.  
Pedestrian gates will not be permitted except from 
inside the facility. Gates, manual or automatic, must be 
approved by the Airport.  Airside/Landside requirements: 
fencing separating landside & airside must meet FAA 
security fencing requirements. No construction or 
“climbable” objects on landside shall be located within 
ten feet of airside perimeter fencing. Gates connecting 
airside to landside at the perimeter fence must be 
access-controlled and placement/use of gates is strictly 
controlled by the Airport.

Site elements including gates, fences, and site signage 
within leased premises are to be integrated with the 
proposed design improvements. Design of site elements 
should strike a balance between expressing a diverse 
tenant identity while supporting campus-level aesthetic 
consistency.
Gate design must be submitted to the Airport for review 
and approval and must meet the following requirements:
•	
Minimum height of 8’-0”.
•	
Gates must be constructed of materials appropriate 
to an aeronautical environment.
•	
Use of wood slats within gates is prohibited.
•	
Design must not hinder Airport operations. 
•	
Gates within screen walls must be fully opaque to 
deter visibility.
Site fences must be a minimum of eight feet tall and 
must meet the requirements of FAA Advisory Circular 
150/5370-10G, as amended. Refer to Figure 2-1 to 
determine the required fence locations within the leased 
premises. Approved fence options are described below. 
Chain link fencing does not align with the Airport’s vision 
for future development and is therefore not acceptable 
unless expressly permitted by the Airport.
•	Option 1 | Steel Curved Picket Security Fence 
Picket fences must comply with FAA/AOA 
requirements. See Figure 2-3 for approved design. 
Standard picket fencing shall be painted black 
for aesthetic consistency throughout the airport 
property. Alternative finishes must be submitted to 
the Airport for review and approval.
•	Option 2: Concrete Masonry Block Fence  
Masonry fence design and finish must be 
submitted to the Airport for review and approval. 
Masonry fences must be integral in color; painted 
block is not an acceptable finish. Existing block 
fences may be painted with the Airport’s approval. 
Approved masonry block finishes include: (1) 
Echelon “Walnut Creek” (ground face), and (2) 
Echelon “Riverside” (smooth face). Alternative 
finishes must be submitted to the Airport for 
review and approval.
Perimeter fencing may involve addressing AOA security 
fencing as an overall landscape plan. Typically, chain link 
or metal picket, the fence is a primary AOA barrier type 
providing site security. Within these security applications, 
it is recommended that concrete headers be designed 
on the landside of the fence line to deter tunneling 
underneath the fence by persons and animals. Unless 
walls are required for screening or security purposes, 
they shall be avoided.
2.4 AIRSIDE CIVIL DESIGN
2.4.1 Staging Area / Taxilane Connector
The Airside component of the project must be designed 
in conformance with FAA design guidelines as identified 
in the FAA Advisory Circular 150/5300-13A - Airport 
Design, including the following key general design 
criteria. See the Advisory Circular, for more detailed 
information and specific FAA Design Advisory Circulars 
references.

•	Taxilane:  the aircraft route providing access to on-
site staging area (apron) from the adjacent airfield 
Taxiway must be paved and striped, with width, 
slopes, paved or graded shoulders, and pavement 
section in conformance with the referenced design 
criteria, based on the aircraft size/type intended 
and projected to be using the taxilane (except as 
noted below).
•	Taxilane Safety Area: the area beyond the edge 
of the taxilane, to a width determined by the 
referenced design criteria, must be graded to 
specific slopes, clear of obstructions, and suitable 
for reducing the risk of damage to an aircraft 
deviating from the Taxilane. Drainage swales/
ditches and retention areas are not allowed in the 
taxilane safety area.
•	Taxilane Object-Free Area: the area centered 
on the taxilane, to a width determined by the 
referenced design criteria, must be free of vertical 
obstructions (switch cabinets, curbs, headwalls, 
river rock, culverts, fuel facilities, vegetation, etc.)
•	Staging Area (Apron or Ramp): the aircraft 
staging/parking area adjacent to the hangar must 
be paved, with slopes and pavement section in 
conformance with the referenced FAA design 
criteria, based on the aircraft size/type intended 
and projected to be using the staging area (except 
as noted below). The staging area consists of the 
paved area between the hangar and the parking 
limit that is usable for aircraft staging.  A staging 
area equal to or larger than the largest on-site 
hangar is required. The staging area shall conjoin 
the taxilane and hangar to prevent obstructing the 
taxilane while maintaining minimum separation

requirements to adjacent tenants’ lease lines and 
taxilanes, etc. as specified in the FAA Advisory 
Circular 150/5300-13A “Airport Design”1 (current 
edition).
Architectural barriers (buildings, walls, bollards, gates, 
etc.) must separate auto parking areas and the taxilane 
easement to prevent unauthorized access to the taxilane.
Geotechnical evaluations are required for designing 
airside pavement structural sections. Airside pavement 
design is required to follow FAA guidelines (FAA AC 
150/5320-6G).
2.4.2 Taxilane and Apron Paving Construction
Tenants may be required to construct an aircraft parking 
apron contiguous with the entire airside frontage of 
the proposed hangar facility.  The surface course of this 
apron must be constructed of either asphalt or concrete 
paving materials and be designed in accordance with the 
FAA Advisory Circular 150/5320-6G “Airport Pavement 
Design and Evaluation2 (current edition) and the GEU 
ALP Update & Narrative report. The minimum apron 
pavement section shall be designed to accommodate 
1,200 annual departures of 60,000 lb, dual wheel 
aircraft (based on current critical aircraft)  A future 
runway strengthening project will increase the maximum 
allowable aircraft weight to 90,000 lbs (based on future 
critical aircraft detailed in the 2018 Glendale Municipal 
Airport Master Plan) or shall be consistent with the 
aircraft that will use the facility.  Tenants shall utilize 
asphalt or concrete on all paved areas.  All materials used 
in the construction of the apron pavement shall meet 
the requirements of FAA Advisory Circular 150/5370-
10 “Standards for Specifying Construction of Airports”3 
(current edition).  Aircraft parked on this apron must be

parked “tail to hangar” for engine start and breakaway 
thrust. This requirement must be taken into consideration 
when establishing the layout of the apron and hangar. 
The apron paving must be graded to, and incorporate, 
drains that are connected to a tenant -installed and 
maintained oil/water separator. Development on the 
west side of the airport will be required to ensure all 
pavement surface drainage reaches the existing storm 
drain system with built in separator. Tenants shall also 
construct an asphalt or concrete extension of the apron 
pavement, designed and constructed per above, beyond 
the lease boundary of the leased premises to the edge of 
the full-strength taxilane or taxiway pavement.  While the 
tenant will be responsible for the initial construction of 
this additional pavement beyond the lease boundary, the 
Airport will be responsible for maintenance outside the 
lease boundary after acceptance of final construction by 
the Airport.
If a development project includes airside components 
(security fencing, apron, taxilane, etc.) contact the Airport 
to determine if a CSPP will be required for the project.  
If necessary, the CSPP shall be provided by the tenant’s 
engineer.  Refer to the CSPP checklist provided by the 
Airport.
2.5 LANDSIDE CIVIL DESIGN
Landside civil design is detailed in the COG Engineering 
Standards Manual. Civil improvements utilize the latest 
editions of Standard Specifications and Details from MAG.

The COG supplemental standard details to MAG are 
included in the Engineering Design Standards Manual1. 
2.5.1 Retainage
The East Side Development plan will include retention 
requirements for the east side of the airport. Refer to 
Glendale’s LID toolkit requirements2 and the GEU overall 
airport drainage plan for more information.
2.5.2 Grading
The COG Engineering Design Standards includes criteria 
and guidelines for grading improvements in Chapter 5.
Refer to the Glendale Engineering Design Standards 
Grading and Drainage checklists3 for compliance with 
codes, ordinances and standards, including maximum 
slope criteria. For Airside, refer to FAA Advisory Circulars4 
for airside-specific design information. 
2.5.3 Storm Water Retention
The storm water permitting process provides a 
mechanism to require the implementation of controls 
designed to prevent harmful pollutants from being 
washed into local water bodies by storm water runoff. 
The COG is currently regulated under the Arizona 
Pollutant Discharge Elimination System Storm water 
Multi-Sector General Permit for Industrial Activities 
AZMSGP2010-002 (MSGP-2010) released by the Arizona 
Department of Environmental Quality for its storm water 
runoff.

Retention basins shall be protected from further 
development and must be fully improved with 
landscaping, irrigation systems, lighting and such other 
aesthetic improvements as may be required by the 
COG. Changes to the retention/detention basin must be 
approved by the COG. Any basin which is accepted by the 
COG for maintenance shall be deemed public property and 
shall be deeded to the COG in fee simple title. If a basin is not 
accepted for maintenance by the COG, the developer shall 
be responsible for establishing some satisfactory means (i.e. 
maintenance agreement) to maintain the area in perpetuity.
2.5.4 Lighting
Obstruction lighting, as outlined in FAA Advisory Circular 
70/7460-1 or subsequent amendments thereto, shall 
be installed and maintained on all buildings facing the 
taxilane depending on the height of the building(s) and 
any comments received from the FAA on the Form 7460-
1 submittal.  A copy of the FAA submittal and response 
shall be forwarded by the tenant to the Airport.
Exterior lights must illuminate downward to prevent 
glare to the airfield, pilots and/or air traffic controllers.  
Exterior lighting is required facing the taxilane. The 
facility shall be required to provide LED outdoor lighting 
(high pressure sodium is acceptable where an approved 
LED equivalent is not available). The tenant shall submit 
a photometric plan for approval by the Airport/COG. 
Lighting should consider CPTED principles.
2.5.5 Solar Equipment
Roof mounted solar equipment may be installed on 
buildings and hangars and do not require screening. All 
Solar equipment or solar panel installations require prior 
approval from the Airport Administrator and the Air 
Traffic Control Tower Manager.
2.6 PARKING, ACCESS, AND LOADING
Corporate Hangars shall install and maintain vehicle 
parking on the leased premises in accordance with 
COG Code of Ordinances and Engineering Design and 
Construction Standards requirements.  The use of 
public parking areas of the airport to meet parking 
requirements for individual buildings is prohibited.  Each 
landside tenant shall provide a minimum of one van 
accessible handicapped space and one parking space 
per three hundred square feet of office space or one 
van accessible ADA compliant parking space with three 
standard parking spaces, whichever is greater.  Each 
airside tenant shall provide a minimum of one parking 
space per six hundred square feet of hangar space.
Control site access by designing defined entrances into 
parking lot. Define building entrance with architectural 
elements, lighting or landscaping.
2.7 SIGNAGE REQUIREMENTS
Address numbers must be located on an elevation facing 
the vehicle access road and shall be a contrasting color. 
Size must comply with COG Fire Department and Zoning 
requirements.
Tenant monument signage is intended only to be 
installed on the drive side of the building (located outside 
the right-of-way and site visibility triangles) and for 
identification purposes. Advertising of any kind, other 
than tenant identity, is not permitted. The size of signage 
shall be consistent with and in scale with the size of the 
building. The signage may be internally or externally lit. 
Per the COG Code of Ordinances, all monument/entry 
signage plans must be submitted for review before final 
design acceptance.

The design of the adjacent monument signage plantings 
shall emphasize the sign’s visibility while embracing the 
Airport’s landscape theming. It is recommended that 
the foreground of the monument signage be designed 
with simple geometric patterns or rows of cacti accent 
and groundcover plantings. If feasible, the backdrop of 
the monument signage shall be designed with berming, 
intermixed with cacti accents and boulders. The plant 
sizes and heights shall be coordinated with sign panel 
heights above finish grade to create a harmonious 
relationship and ensure that plants’ ultimate mature size 
does not obscure or block the sign message and lighting.
2.7.1 Business Identification Signage Standards
Each Leased Premises may have a maximum of two 
identification signs, but no more than one on the taxilane 
and no more than one on the vehicle access roadsides of 
the hangar facility.
•	Vehicle access road sign – Monument-type sign 
displaying only the company name or logo and 
address.
•	Taxilane sign – Sign shall be mounted above the 
hangar door displaying only the company name or 
logo.  Font shall be limited to individually mounted 
letters of Lexan-type material or metal. Height: 
25 feet (maximum) above ground or no closer to 
roofline than one-half the vertical dimension of 
sign. No part of sign shall extend above the roof 
line.
•	Area: One square foot per linear foot of elevation 
on face of building where signs are located. 
No additional signage area is allowed for the 
development of multiple adjacent leased premises. 
•	Size: overall signage size will be considered on a 
per project basis.
•	Color: Refer to Section 3.6 for acceptable sign 
colors.
•	Materials: Refer to Section 3.7 for acceptable sign 
materials. 
•	Sign shall be internally illuminated.  Signage shall 
not include flashing lights or changing messages.
•	No part of signage shall be mounted or painted on 
rooftop or mechanical screening.
Signage facing Glen Harbor Blvd or a main airport access 
road shall obtain a permit from the COG Engineering 
Standards Division.  Such signage shall comply with the 
most restrictive standards of the Airport or COG.

the design, building materials, and color of the main 
structure. Due to the visibility of rooftops from the 
air, minimizing or screening of rooftop equipment is 
encouraged.

BUILDING DESIGN
3.1 INTENT
This Building Design section, in conjunction with these 
Design Standards, are intended to be both inspirational 
and practical while articulating the comprehensive 
vision for GEU. The intent of this section is to provide 
clearly defined design standards that will help ensure 
GEU is developed in a manner consistent with the 
Airport’s goals and vision for future development (as 
described in Sections 1.3.2 and 1.3.3) and the Airport’s 
mission to become a premiere general aviation airport 
in Arizona. The following design criteria will address 
building character and placement, building height and 
scale, building orientation, color and material palette, 
building elevations, and sustainable practices. Buildings 
within the Airport shall conform to these standards, the 
FAA regulations, and the specific use types allowed or 
prohibited by the COG Zoning Ordinances. 
3.2 BUILDING CHARACTER AND PLACEMENT
These Design Standards are intended to establish a 
cohesive building type and style throughout the airport 
grounds. Future buildings shall promote a unified campus 
character defined by timeless, aesthetically pleasing, 
balanced, and legible architecture in alignment with the 
Airport’s mission, vision and goals. Building character 
shall aspire for a balanced interpretation of contextual 
influences as outlined in Section 1.3 and aviation / 
technology-driven influences. These objectives are 
intended to attract new development at the Airport 
including a mix of corporate jets, private and commercial 
aviation operation. 
GEU has developed airport business along its west side 
properties off of Glen Harbor Blvd. Future development 
is planned for the east side properties, including 
approximately 130 acres. Each building—including 
development on both the east and west sides of the 
runway—is to adhere to these Design Standards in order 
to enhance the design of adjacent buildings and other

development in the immediate area. Both development 
sides shall have a cohesive look and complement the 
overall Airport campus vision. When multiple structures 
are planned as part of a single development, the design 
shall be in a compatible architectural style.
Buildings shall be located on each site in a manner that 
is efficient, appropriate to site conditions, effective to 
the overall architectural composition and compatible 
with adjoining projects and development throughout the 
airport. Building placement shall address the following: 
•	Locate buildings to enhance visibility and identity, 
while maintaining compatible relationships with 
adjacent projects and street frontages. 
•	Arrange buildings to provide convenient access 
to entrances and efficient on site circulation for 
vehicles, pedestrians, and aircraft.
•	Arrange buildings to provide landscaped outdoor 
places for people to use during work breaks.
•	Develop appropriate relationships between 
buildings and setback areas to enhance street 
frontages and corners.
•	Consider placement of buildings to properly 
address unique site conditions.
•	Consider the potential of jet blasts in the 
positioning of structures.
•	Consider FAA security and safety regulations and 
the Airport’s Security Program in the design.
3.3 BUILDING HEIGHT AND SCALE
3.3.1 Height Restrictions
Height of buildings shall support safe airport operations 
and shall neither obstruct critical visibility corridors

nor imaginary airspace surfaces as outlined in 14 CFR 
Part 77, and the Airport Master Plan (May 2009). In 
addition to regulating finished building height, these 
height restrictions shall apply during construction to 
temporary structures and equipment in use. When 
required by 14 CFR Part 77.9, Form 7460-1 Notice of 
Proposed Construction or Alterations, must be submitted 
by the tenant or developer to the FAA. Before a permit 
can be issued by the COG, 7460 approval is required. 
Furthermore, building height shall conform to COG 
zoning requirements and is subject to approval by the 
COG. A permit is required for all construction. 
Tenants shall seek approval in writing from the Airport 
prior to locating and installing satellite dishes on airport 
property. Satellite dish mounting height shall be reviewed 
for approval by the FAA through the 7460 process.

3.3.2 Building Scale
Development schemes that exhibit abrupt shifts in scale 
are less likely to secure approval from the Airport unless 
such bold jumps in scale are planned and integrated 
as an overall design strategy and display merit as a 
design concept with quality of materials and quality of 
proportioning.

Because of the large size of many existing buildings and 
the potential for many new users within the airport 
requiring large structures, great design skill will be 
required to modulate between the starkness of massive 
scale and the need for comfort of human scale. Where 
primary and secondary building functions necessitate 
contrasting building scales (e.g. an aircraft hangar with 
adjoining office space) opportunities to vary scale of 
exterior architectural elements relative to function shall 
be explored. 
To ensure approval by the Airport, it is recommended 
that standalone elements constructed of masonry or 
concrete achieve depth and mass wherever possible. 
Examples include freestanding walls, colonnades, signage 
pylons, and other architectural elements. 
3.4 BUILDING ORIENTATION 
Relevant factors to consider in building orientation 
shall address, but are not limited to, the following: 
entry location, approaches from landside and airside, 
daylighting, climate implications, natural ventilation, 
energy efficiency, and potential for future expansion. 
Placement of windows and doors shall take into 
consideration optimal solar orientation to reduce 
heat gain and improve energy efficiency. Where site 
conditions require openings at the western and southern 
elevations, screening elements to mitigate solar impact 
are encouraged. 
Buildings shall be oriented so that primary entrances 
are clearly visible from the street-side approach, while 
service-type entrances shall be located beyond public 
view. Service entrances shall face away from the street-
side approach wherever possible, or shall be otherwise 
screened through use of appropriate architectural or 
landscape features. 
3.5 BUILDING ELEVATIONS
Design of building elevations will be the primary vehicle 
for accomplishing a unified campus character defined by 
understated, straightforward, and timeless architecture. 
Exterior building elements shall exhibit high-quality, 
durable finishes and thoughtful attention to design 
and aesthetics. Exterior materiality and finishes shall 
adhere to a consistent campus color palette as outlined 
in Section 3.6. Design of elevations shall exhibit legible 
compositions that support intuitive wayfinding and 
convey clear public-to-private hierarchies. While these 
Design Standards are intended to establish consistency 
throughout the airport property, creativity and 
exploration of unique and identifiable character at the 
project level is encouraged.
Buildings are to be designed with four-sided elevations, 
with detailing on each side. Building design for each 
facility is to be broken down by front elevations (F), side 
elevations (S), and rear elevations (R) as illustrated in 
Figure 3-1, and will follow different criteria based on the

building orientation. Front elevations are described as 
that portion which fronts or parallels the public right-of-
way. Side elevations are to be utilized for staging areas, 
back-of-house, service-type uses. Rear elevations are 
airside facing elevations to be treated similarly to front 
elevations where visible from airside public areas and 
approaches. Where out of public view, rear elevations 
may be utilized for staging areas, back-of-house, service-
type functions. For buildings designed at an angle or with 
multiple facades, each elevation facing the public right-
of-way are to be considered front elevations. On corner 
lots, the elevations facing both public streets are to be 
considered front elevations. Building elevations must 
conform to FAA requirements and shall be reviewed by 
the Airport for adherence to the mission, vision, goals 
and intent set forth in these Design Standards.
As a general rule, building finishes visible from both 
landside and airside public approaches shall exhibit 
higher quality finishes and design. Materials are not to 
come to an abrupt end at corners of buildings, it shall 
continue to  wrap around the corners of the building 
and gradually taper down. Hangars visible from the 
public street are recommended to utilize an increased 
landscape plan along the street frontage. 
Building elevations with large expanses of repetitive 
elements or continuous application of color or materials 
are discouraged and shall not be appropriate for neither 
landside nor airside public-facing elevations. Thoughtful 
variation in color, texture, composition, and scale is the 
recommended design approach for elevations, with 
emphasis on public-facing elevations. Window treatment 
used shall assist in giving the buildings an appropriate 
scale and help identify the use. Building entryways shall 
be designed and placed as an integrated element of the 
overall design. Obvious identification of entryway and 
sufficient lighting shall be incorporated. Entry canopies 
are encouraged to provide an inviting, unique aesthetic 
that can help orient visitors to locate building entrance(s) 
while protecting from weather conditions.  
Building-mounted mechanical and electrical equipment 
shall be screened from view. Screens shall consist of 
architecturally suitable material compatible with the 
design, materials and color of the main structure. Due 
to the visibility of rooftops from the air, minimizing or 
screening of rooftop equipment, including solar devices, 
is encouraged. Additionally, exterior storage and other 
service areas are to be visually screened. Proposed 
screening is subject to approval by the Airport.

3.6 COLOR PALETTE
This color palette is intended to visually unify 
development throughout the airport and establish a 
consistent campus character. The color palette was 
inspired by the airport’s surrounding context and 
aspirations to develop into a modern, jet-oriented 
campus. The palette includes timeless neutral tones 
for field application relating to aviation and the desert 
landscape. A selection of accent colors are also included, 
derived from the airport’s prominent blue skies and 
Glendale’s agricultural history. Thoughtful innovations 
within this color family are encouraged, while garish and 
self-aggrandizing schemes will be rejected. The intent 
of this color palette within the Design Standards is to 
provide tenants with general guidance towards and 
acceptable range of color selections. When color choices 
are made, design elements expressive of a building’s 
character shall receive special care in color selection and 
are easily deserving of the use of a strong color, however 
they are accents; be strong but sparing in volume and 
quantity. For large expanses of building skin or aspects 
of the building that are fundamental, color choices shall 
reflect the intent to prevent structures from becoming 
visually outdated. Colors within the palette suggested for 
field and roof application are intentionally neutral shades 
to demonstrate this intent.  Paint color placement shall 
prevent accent bands and stripes along building facade. 
Solid color application through paint and materials are 
encouraged in volumes and masses. Color change via 
material change is also acceptable.

3.7 MATERIAL PALETTE 
Construction of built features must include materials 
that emphasize the agricultural environment and local 
resources. The material palette shall display a strong 
balance between economy and quality expressions of 
building development. On large buildings, a majority of 
economical materials is expected, but punctuated and 
well articulated use of prestige materials to accentuate 
the building must be a strong accompanying presence. 
Design shall reach a natural balance between quality 
treatments and economy materials that in no way are 
intended to replace the need for quality architectural 
services and experienced professional design. It is 
recommended that each design submittal express an 
overall thematic development in the use of materials. For 
example, if brushed aluminum is selected as an accent 
material to be played against an overall theme of split face 
masonry, this interplay should be expressed thematically 
throughout the entire project. The type of building 
materials used shall be resistant, reliable, withstand 
weather conditions, require low maintenance, be durable 
and be an asset to the overall Airport image. 
Materials selections shall be mindful of anticipated use 
patterns given specific application areas and shall exhibit 
resistant qualities in high-use areas to prevent general 
wear, impact damage or potential vandalism. Material 
selections at hangars shall be appropriate for anticipated 
exposure to caustic or hazardous substances and shall be 
designed to resist aircraft jet-blast. The use of reflective 
surfaces and mirrored window glazing is prohibited, and 
all metal finishes must be incorporated into the structure 
in such a way as to pose no glare or reflection that is 
hazardous to flight operations. 
3.7.1 Acceptable Materials
The following materials are acceptable for future 
development at the Airport campus following the 
applications described herein. When materials are 
appropriate only at specific elevations, those elevations 
are designated using the labels F, S, and R—front, side 
and rear elevations, respectively—corresponding with 
building locations illustrated in Figure 3-1. If a specific 
elevation is not identified, it may be assumed that the 
material is acceptable for use at all building elevations. 
Color selections of materials shall complement the color 
palette provided in Section 3.6. 
•	
CONCRETE - Prefabricated, tilt-up and cast-in place 
concrete are acceptable for use in walls. Concrete 
roof tiles are acceptable. If concrete is to have 
a colored finish, it is highly recommended that 
concrete be integrally colored with matching joint 
sealant.

3.8 SUSTAINABILITY
When possible and applicable, LEED shall be the 
standard. The GEU has not developed a sustainable 
design approach nor standards, but it is strongly 
recommended and encouraged for projects to explore 
sustainable design strategies. To minimize environmental 
impact and promote sustainable design alternatives, 
the following approaches and strategies shall be taken 
into consideration. Refer to Sections 2.2.5 and 4.6 for 
additional guidance on sustainable approaches.
Sustainable Sites:
•	Reduce the heat island effect through landscaping 
and reflective materials
•	Prevent construction activity pollution by 
controlling dust and erosion
Water Efficiency:
•	Offset potable water consumption through the 
recovery and reuse of rain and site water in non-
potable applications such as site irrigation
•	Reduce outdoor water use by utilizing efficient 
irrigation technologies
Energy & Atmosphere:
•	Increase the energy efficiency of the building 
to reduce the overall energy consumption 
through the means of higher efficient mechanical 
equipment, higher insulation value, and minimize 
solar heat gain/loss
•	Use of on-site or renewable energy to power the 
building. For example, utilize photo-voltaic and 
wind turbines to generate on-site energy
Materials & Resources:
•	Provide for on-site storage and collection of 
recyclables
•	Use regional materials in the construction of the 
building
•	Use renewable / recycled construction materials
•	Divert construction and demolition waste from 
landfills and incineration facilities by exploring 
alternatives to recover, reuse or recycle materials 
Indoor Environmental Quality:
•	Minimize exposure of building occupants to 
Environmental Tobacco Smoke
•	Use low-emitting materials in the construction
•	Provide controllability of thermal and lighting 
systems for building occupants
•	Provide design spaces to maximize natural daylight

Detailed descriptions of sustainable features planned 
to be utilized in new facilities shall be provided to the 
Airport for review. LEED certification checklists shall be 
submitted  if LEED certification is to be pursued. 
Sustainable applications are subject to the regulations 
and approval of the FAA, the authority having jurisdiction, 
the Development Services Department (DSD) and the 
Airport.

4.1 INTENT
The landscape is a unifying element that strengthens 
the overall quality and character of the Airport. The 
primary vision for the Airport’s landscaping is to create a 
contemporary hospitality theme that promotes a sense 
of “arrival” to a welcoming desert environment. 
4.2 GOALS AND OBJECTIVES
The following goals, which meet current COG policies and 
support the Airport’s overall vision, apply to all landscape 
improvements associated with the development of sites 
on the Airport campus:
•	To promote safety and security for pedestrians, 
facility functions, and aircraft traffic.
•	To create an enhanced landscape setting that 
creates a long-lasting impression and sense of 
place for visitors, tenants, and the Glendale 
community.
•	To establish a sustainable site that is well designed 
and maintained, using low-impact development 
where possible. 
The landscape design standards will accomplish these 
goals by meeting the following objectives:
•	Planting in AOA’s shall be avoided or minimized. 
Plants shall be primarily utilized within “landside” 
areas, including right-of-way areas, property buffer 
areas (required setbacks), parking lots, retention 
basins, and building foundation areas.
•	The landscape layout and plant palette shall reduce 
wildlife attractants and wildlife hazards.
•	The landscaping shall emphasize natural shade to 
reduce the Valley’s heat island effect. 
•	To maintain applicable clear zones and reduce 
maintenance, the landscape design shall consider 
the mature size of each plant.
•	The landscape layout and plant palette shall be 
used to promote desirable airport views such 
as building architecture, monument/wayfinding 
signage, and screen undesirable views such as 
service areas, parking lots, and above-ground 
utilities.
•	The planting layout may also reflect the COG’s 
agricultural background using recommended plant 
material laid out in rows and plots.
•	The plant palette shall highlight cacti and 
succulents, their unique forms creating a 
strong visual statement, as well as shrubs and 
groundcovers to provide colorful, seasonal blooms.
•	The landscape shall support sustainable sites 
through maintenance best practices, efficient 
irrigation techniques, designing with arid-adapted 
plants, and incorporating water harvesting 
techniques.

4.4 TENANT LANDSCAPE ZONES
The landscape design shall focus on plant types and 
arrangements that successfully integrate the Airport’s 
vision to create a welcoming, cohesive environment. 
Aesthetically, the landscape design shall reflect a 
contemporary hospitality theme with the following 
features:
•	Cacti, including accents, shall be significant 
elements of the landscape palette.
•	Understory plantings shall occur in simple and 
repetitious massing.
•	Boulders shall be placed to appear natural in 
berms or higher profile landscape areas.
•	Adjacent to buildings or structures, clean, sharp 
lines or geometric patterns shall be used within 
the hardscape and planting areas to reinforce, 
interpret, or replicate the architectural forms, 
aviation theme, and historical agricultural 
practices.  
•	Trees shall be used to shade landside pedestrian 
walkways, plazas, courtyards, and other public 
spaces.
The landscape design shall satisfy minimum requirements 
of Chapter 19 of the COG’s Code of Ordinances while 
addressing the Design Standards within the site zones as 
shown in following subsections.

4.4.1 Street Frontages and Right-of-Way Areas
The landscaped areas along street frontages shall 
embrace continuity between each property. The tree 
types and understory planting layout shall blend with the 
adjacent landscape. The tree spacing shall be consistent 
and allow for view corridors onto significant site features. 
Contouring or berming is recommended to provide 
variations in grade, visual relief, screening of parking 
lots and service areas, and a more pleasing landscape 
aesthetic. 
Understanding mature plant height is crucial when 
designing or maintaining plants within sight-visibility 
triangles. Plantings within these areas must comply with 
the COG’s sight distance requirements. Shrubs, cacti 
accents, groundcover, boulders, berms, walls, or other 
such materials within sight-visibility triangles shall not 
exceed a height of 18 inches to avoid blocking views 
of drivers, pedestrians, and cyclists. Trees with a clear 
canopy distance of 84 inches are permitted within the 
sight visibility.
In conformance with the COG’s Chapter 19 Code of 
Ordinances, the layout, components, and maintenance 
of the landscape and irrigation design within the 
off-site and right-of-way areas shall meet the COG’s 
Engineering Design & Construction Standards for design 
requirements. 
4.4.2 Parking Lots
By implementing the COG’s landscape requirements, 
landscaping in both the perimeter parking areas and 
within parking lot islands is used to break up the 
expansiveness of pavement. The location of landscape 
islands shall support efficient parking, vehicular 
circulation, and safe pedestrian access from the parking 
lot areas to the building entries. 
The landscape treatment between the parking lot 
edge and the sidewalk/street right-of-way can be an 
environmental asset and visual amenity. This area shall 
screen parked vehicles but not completely obstruct 
views into and out of the parking lot for pedestrian 
safety. Screening can consist of continuous planting or 
combination with low decorative walls or decorative 
fences or berms to a minimum height of four feet. 
Narrow landscape areas such as these are prime 
opportunities for incorporating LID features and 
techniques, such as bioretention basins.

Safe access of pedestrians shall be integrated into the 
parking lot design. Walkways shall provide convenient 
access from the street frontage and interior parking 
areas to building entrances. Safe pedestrian routes 
are accomplished by separating the pedestrian areas 
from vehicles, particularly in locations with significant 
vehicle traffic. This can be achieved by using landscape 
islands and medians for pedestrian walkways, separating 
cars from pedestrians along driveways, and providing 
pavement striping and markings, especially for persons 
with disabilities. Generous tree islands and vegetative 
buffer areas incorporating pedestrian pathways can 
provide safe` and attractive pedestrian routes through 
parking lots and provide opportunities for incorporating 
low-impact development features. If feasible, it is 
encouraged to utilize best practices in stormwater 
management and permeable materials to reduce the 
impact of the parking lot.  
4.4.3 Perimeter Landscape Buffers (Required Setback 
Areas)
Landscape buffers are required when property lines 
are contiguous with other commercial or industrial 
properties. Where the unattractive site and building 
elements need to be screened, dense landscaping and 
vertical landscape elements can provide the necessary 
visual separation without compromising security. 
Examples of site features that often need screening 
include but are not limited to storage areas, standalone 
unfinished or untreated trash enclosures, mechanical 
equipment, transformers, backflow devices, and other 
similar elements.
4.4.4 Landscape Adjacent to Buildings (Landside Only)
The landside landscape near the building shall feature a 
simple palette with plant massing that complements the 
architecture’s scale, color, patterns, and forms. The use of 
larger specimen cacti accents intermixed with boulders 
and seasonally colorful groundcover shall reinforce 
wayfinding and public access. For safety, avoid placing 
cacti with thorns or spikes within three feet from the 
edge of sidewalks and other high-traffic public spaces. 
4.4.5 Air Operations Area
The landscape shall not negatively impact aircraft 
operational safety or increase aircraft apron, taxiway, 
or runway maintenance. A secure clear zone is required 
for all landscape areas along the AOA fence line. The 
clear zone shall include a minimum ten-foot landscape 
border on the landside of the fence and shall be free of 
any climbable objects, including trees and larger shrubs 
or cacti accents. These clear zones shall be installed with 
plants under 18 inches in mature height. 
4.4.6 Future Development Areas
In areas where future phases of development are 
planned or with undeveloped parcels, an interim 
landscape shall be established for dust control and a 
consistent visual landscape approach to the site. To meet 
minimum requirements, decomposed granite shall be 
applied to these areas. To prevent weed growth, a pre-
emergent herbicide shall be applied to the ground before 
and after placing the decomposed granite materials.

4.5 PLANT LIST AND LANDSCAPE MATERIALS 
The recommended plant lists support establishing 
consistency in landscape quality while maintaining 
and enhancing the character throughout the Airport. 
Plant materials that are not on this list but are found 
on the ADWR Low Water Use List and meet the COG’s 
requirements may be considered for use on a case-by-
case basis during the Airport’s Design Review Process. 
4.5.1 Trees
Trees help define outdoor spaces through their vertical 
form and lush canopies. Mature shade trees are an 
essential component of the Airport’s landscape character 
because of the shade they cast, which helps cool local 
temperatures and soften the visual environment from 
their leafy texture and green color. It is recommended to 
select thornless tree varieties for landscape areas where 
there is public interaction, such as parking lots, walkways, 
seating areas, and general entries. The following list 
includes the trees that have been identified as suitable 
for use. This list provides a diversity of forms, colors, and 
textures for use in various projects and contexts.

4.5.5 Groundcover
Groundcovers are plants that spread low along the 
ground. These plants help shade the soil, soften the 
harshness of inorganic groundcovers, and reduce wind 
and water erosion. Groundcover plantings are essential 
for a well-balanced and visually attractive planting design.

4.5.6 Inert Landscape Material
The top-dressing inert material is an essential aesthetic 
component of the landscape and will help control dust 
and erosion. All landscaped areas shall be finished 
with a topping material of decomposed granite with a 
minimum two-inch depth. The recommended granular 
size of the decomposed granite is one-half inch screened. 
The finished grade of the decomposed granite shall be 
smooth, uniform, a minimum of one-half inch below the 
adjacent sidewalk or curb. A pre-emergent herbicide shall 
be applied to the ground before and after placing natural 
surface materials in any landscaped area to prevent weed 
growth.
The placement of boulders shall be installed naturally 
within the landscape with a minimum buried depth of 
one-third the size of the boulder. 
4.5.7 Prohibited Plants and Wildlife Deterrents
The tenant shall avoid planting any species of tree, shrub, 
or plant that produces berries, nuts, or any fruit as these 
can attract birds or other wildlife. 
Palm Trees are not part of the Airport’s vision also the 
use of grass lawns is not encouraged and shall be used 
only where required or requested and explicitly approved 
by the COG. 
As a sustainable and low water-use approach, annuals 
and perennials are discouraged and will only be used 
minimally within planters or highly visible spaces. Annuals 
are seasonal, short-lived plants usually characterized by 
bright foliage or blooms. Perennials are plants that live 
for more than one growing season and often feature 
showy flowers. 
4.6   SUSTAINABILITY
The COG encourages the incorporation of Smart Growth 
and LID techniques in the right-of-way, parking lots, and 
landside landscape areas. The benefits of LID techniques 
include reducing flooding, mitigating the heat island 
effect, reducing sediment and pollutant loads, reducing 
the cost of stormwater run-off, and utilizing first flush 
rainwater for landscape irrigation. 
Existing on-site plants that may need to be cleared 
or grubbed shall be evaluated for their potential to 
remain in place or be salvaged and transplanted for use 
elsewhere on the project site as part of the project’s 
landscape improvements.

4.7   MAINTENANCE 
4.7.1 Landscape
Landscape maintenance shall consider the natural form 
and growth habits of all plants. Proper care will allow 
the plants to grow to their full potential using just the 
right amount (and not any more) of water and nutrients 
needed to thrive. Maintenance best practices will reduce 
labor and replacement costs while reducing potential 
hazards from falling limbs, obscured sightlines, and 
unstable surfaces. After significant storm events, and at 
least annually, inspect grading, ground coverings, mulch, 
irrigation systems, and other site improvements for signs 
of damage or erosion. Repair or restore immediately to 
minimize additional damage. 
A well-placed landscape design with a drought-
tolerant plant palette is intended to take on the natural 
characteristics of its component materials. It shall not be 
sculpted, hacked, or otherwise overmanaged. Shearing 
shrubs and trees into balls or geometric shapes are 
inconsistent with accepted best practices and can harm 
the plant itself. Accents such as golden barrel, mexican 
fence post, totem pole cactus, and prickly pear should 
be allowed to develop naturally, without pruning. The 
exception will be if the spikes and thorns of these accents 
are creating a safety issue. The dried flower stalks of aloe 
and hesperaloe may be removed if a neater appearance 
is desired. The emergence of a flowering stalk on agave, 
which resembles a spear of asparagus, signals the 
beginning of the end for the parent plant. The flowering 
stalk should be allowed to mature and bloom. 
4.7.2 Irrigation
Water is a precious and expensive resource in Arizona. 
Inefficient watering systems increase usage due to 
evaporation, wind, improper system design, and 
overwatering. It is essential to irrigate the landscape as 
efficiently as possible. The overall goal is to apply water 
only when and where required. The most effective 
system is a fully automated and monitored irrigation 
watering distribution system that communicates with 
central control stations in real-time. The systems shall be 
equipped with flow controls and master valve sensors 
that can shut off zones that are inoperable.

4.8 LANDSCAPE AMENITIES
4.8.1 Decorative/Accent Paving
Decorative paving shall be incorporated into parking 
lot design, driveway entries, pedestrian walkways, 
crosswalks, building entrances, public plazas, and 
courtyards. The paving colors, materials, and finishes 
shall address clean, sharp lines or geometric patterns that 
reinforce and replicate the architectural forms, aviation 
theme, and historical agricultural practices. The use of 
stamped concrete, porous pavers, exposed aggregate, or 
colored concrete is encouraged.
4.8.2 Site Furnishings
Site furnishings include benches, trash receptacles, 
tables, and bicycle racks. These landscape amenities 
shall improve pedestrian active and passive areas with 
high-quality furnishings and structures that are designed 
to be weather and vandal resistant while supporting the 
architectural aesthetics. All furnishings shall be installed 
and anchored in permanent ground footings and provide 
for compliance with the Americans with Disabilities 
Act (ADA). Bench seating and tables shall be placed in 
naturally shaded areas where possible.
4.8.3 Accent Lighting
Accent lighting may be provided to accent or highlight 
landscape areas or special features in the landscape 
or increase pedestrian usabilities of a particular space 
at night, such as vehicular drop-off areas, monument 
signage, public walkways, and plazas. All lighting 
provided shall be downward, directed, and shielded. The 
pedestrian bollard or light fixtures’ scale, color, and style 
selection shall be architecturally compatible with the 
modern/contemporary theme.

SUBMIT TAL PROCEDURES
5.1 INTENT
In order to assist each leaseholder in the development 
(planning, design, and construction) of his/her particular 
project, an easy-to-understand design review process has 
been established pursuant to these Design Standards. 
The submittal process provides an opportunity for the 
leaseholder to draw upon the expertise and knowledge 
that has been acquired during the planning and 
development of the airport. 
The preservation and enhancement of the airport’s 
character is an important principle that the Airport, with 
support of these Design Standards, shall ensure and carry 
out. Modifications, alterations, additions and changes 
to the original scope, construction, or improvements of 
airport property shall be submitted to and approved by 
the Airport prior to construction or implementation of 
proposed work. These Design Standards do not apply to 
interior modifications of airport-owned buildings. 
The GEU standard lease language requires tenants to 
obtain Airport approval prior to making modifications 
to their facilities or property. Utilizing the COG’s

permitting process is required prior to approving exterior 
modifications, exterior signage, or new construction.

5.2 BUILDING, EXTERIOR SIGNAGE & NEW 
DEVELOPMENT CONSTRUCTION
Applicants are required to submit a Service Request 
and Pre-Application to the COG Development Services 
Department (DSD) prior to submitting a Planning 
Application for Design Review. The DSD will share 
planning submittals related to development at GEU 
with the Airport throughout the Design Review process. 
Prior to submitting the required planning documents, 
applicants (including their architectural advisors) are 
encouraged to meet with the Airport several weeks 
in advance to review these Design Standards, review 
how to best facilitate the proposed project and identify 
(and seek rectification of) potential conflicts with these 
Standards and pertinent COG codes. Such meetings may 
be arranged by contacting the Airport at (623) 930-2188.

SUBMIT TAL PROCEDURES
5.2.1 Building Design Submittal
Prior to the City’s pre-application meeting, applicants 
are encouraged to meet with the Airport and provide a 
project narrative conveying the basic ideas and concepts 
behind the building design. During the design process, 
prior to submitting final construction documents to the 
COG for permit review, the applicant is encouraged to 
stay in communication with the Airport. Applicants can 
provide plans for each level and provide elevations for 
each facade of the building. Where desired to convey 
the design intent, provide additional information such 
as enlarged plans, sections, and three-dimensional 
models. Color/material boards and colored perspective 
renderings are encouraged to convey design intent.
5.2.2 Submittal Review Process
Applicants are required to follow the COG’s design 
submittal process as detailed in Section 5.3 of the Design 
Standards. The DSD will review and deliberate on the 
proposed project and will provide a written review report 
to the applicant that: approves the proposed project 
or requires resubmission of corrected information as 
detailed in the COG’s permit review process.

5.2.3 Pre-Construction Meeting
Tenants and developers must participate in a pre-
construction meeting prior to the construction. The pre-
construction meeting will require a final Airport review of 
the actual stamped and approved COG plans, a copy of 
the permit providing an emergency contact list, a safety 
plan, and a construction schedule listing site access, 
staging, copy of 7460 and materials used. The meeting to 
be established will require the following items:

5.2.4 Modifications and Waivers
•	Modifications: major modifications to a previously 
approved project, will require re-submittal to the 
DSD and the Airport. 
•	Waivers: waivers to these Design Standards may 
only be granted by the Airport in writing.
