DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION 6210 W. MYRTLE AVE. – BLDG. A, SUITE 111/112 GLENDALE, AZ 85301 SEPTEMBER 1, 2022 6:00 P.M. 1. CALL TO ORDER Chair Sund called the meeting to order at 6:00 p.m. 2. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES ACTION BY CTOC: Approval of the agenda for the September 1, 2022 Citizens Transportation Oversight Commission, as submitted. APPROVAL OF THE MINUTES ACTION BY CTOC: Approval of the minutes from the February 3, 2022 meeting of the Citizens Transportation Oversight Commission, as written. CITIZEN COMMENTS No citizens were present during the meeting. 6. GLENDALE FAMILY BIKE RIDE UPDATE Ms. Johnson gave an update on the Glendale Family Bike Ride, which included the following: The event was held on April 10, 2022 and there were approximately 432 registered participants. There were three bike routes: 7 miles, 15 miles, and 23 miles. Besides the rides, there were free t-shirts and other giveaways, a bike helmet swap, exhibitors and vendors, and free basic bicycle maintenance offered by Gordy’s Bike Shop. The next Family Bike Ride will be held on April 2, 2023. Chair Sund reported that he and his family went to the event and did the 15-mile bike route. He said they had a great time and looked forward to the event every year. Vice Chair Marsh, who volunteered for the event, said that volunteering was another way for the Commissioners to give back to the community. 7. GLENDALE STREETLIGHT PROGRAM OVERVIEW Mr. Winters gave a presentation on the Streetlight Program and projects, which included information on the following: Staff and Budget: 2 staff members with an annual budget of $2.2 million Inventory: 21,000 streetlights, 840 pedestrian lights in Downtown Glendale Recently Completed Projects: Rust Preventative Project, Pole Painting Project, Downtown Café Lighting Project How to Report a Lighting Concern Using Glendale One Commissioner Floyd inquired about electricity costs for the streetlights. Mr. Winters said the City uses electricity from both APS and SRP and the bills are a flat rate based on the wattage of each light for those that APS and SRP own the wires. He explained there are a few hundred lights on a meter for those that the City owns the wires. He estimated $1.3 million annually for the bills combined. 8. PAVEMENT MANAGEMENT & RECONSTRUCTION PROGRAM UPDATE Mr. Gurrola gave an update on the following: FY2022 Pavement Management and Reconstruction Program (PMP) Activity Arterial Reconstruction Program (ARP) Activity Glendale Ave. – 91st Ave. to Loop 101 Cactus Road – 59th Ave. to 67th Ave. 67th Ave. – Greenway Road to Bell Road FY2022 Bridge Repair Activity New River Bridge at Glendale Avenue: small repairs on substructure, joints repairs, reset bearings Arizona Canal Bridge at Cactus Road: replace joints Arizona Canal Diversion Channel Bridge at Cactus Road: repair concrete substructure Vice Chair Marsh asked if staff accomplished its project goals for the last fiscal year. Mr. Gurrola stated the department came within 4% of its budgeted spending, as a few projects had to be pushed into the current fiscal year. 9. FY2021 GLENDALE ONBOARD PROGRAM ANNUAL REPORT - DRAFT Mr. Sage gave a presentation on the City’s Glendale Onboard (GO) Annual Report Draft, which included the following information: Proposition 402 – Projects Role of CTOC Financial Summary for FY2020-21 A draft of the GO Annual Report was previously provided to the Commissioners. Mr. Sage noted that one of the goals of the CTOC was to review the report each year and vote on recommending the report to Council. Commissioner Floyd requested information on costs for individual projects. Mr. Adabala stated that individual project costs could be provided. Commissioner Floyd commented on the need to look at project costs to ensure the City was not spending more than necessary and asked if the project budgets were compared to actual costs. Mr. Adabala replied in the positive. Commissioner Floyd asked if the projects were audited. Mr. Adabala replied in the positive, stated that an independent audit is conducted every three years, and relayed the last audit was presented in July 2021. Mr. Adabala clarified that the audit reviews the performance of the GO Sales Tax Program and if it meets its stated intent. Mr. Sage will send the last audit to the Commissioners and stated that there was CTOC representation on the City’s Audit Committee. Mr. Sage announced that for the next audit Commissioners should advise him if they are interested in serving as the CTOC representative on the Audit Committee. ACTION BY CTOC: Approval of the draft Glendale Onboard Transportation Program Annual Report for Fiscal Year 2021 and recommendation to move to Council. FY2023 TRANSPORTATION BUDGET AND FY2023-2032 TRANSPORTATION PROGRAM Ms. Garcia presented the FY2023 Budget and FY2023-2032 Transportation Program, which included information on the following: Budget Process Financial Forecast FY2023 Transportation Budget: Operating Budget and Capital Improvement Program 10-Year Transportation Program Summary Vice Chair Marsh asked if the new budget was completed under the new Transportation Director. Ms. Garcia stated that most of the work was completed before the new Director came on board. Vice Chair Marsh noted that Council has already adopted the budget. Mr. Adabala stated that this agenda item was planned for the CTOC a few months ago prior to Council approval, but due to challenges with quorum, it had not been able to be presented. Mr. Adabala noted that it was still a responsibility of the CTOC to review and make a recommendation regarding the Budget and Transportation Program. ACTION BY CTOC: Approval of the FY2023 Transportation Budget and the FY2023-32 Transportation Program and recommend both to Council. ADMINISTRATOR'S REPORT Mr. Adabala gave an update on the Northern Parkway projects: Dysart & El Mirage overpasses/mainline El Mirage Alternative Access 99th Avenue to 87th Avenue Agua Fria River to 99th Avenue 12. COMMISSIONER UPDATES Vice Chair Marsh announced that he participated via phone in a meeting with the Department of Transportation regarding the widening of Highway 101 in Glendale. His report included the following: He reported that Councilmember Tolmachoff made a brief opening presentation. There was a high level of citizen interest in the sound walls along SR101L and concern regarding the traffic noise. The DOT said it would look into the matter. The DOT gave a presentation. Vice Chair Marsh hoped that the CTOC could be part of the downtown and Murphy Park redevelopment projects in some manner. 13. FUTURE AGENDA ITEMS No future agenda items were requested. 14. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on October 6th at 6:00 p.m. 15.
