RAISE Grant Application presentation to CTOC – January 5th, 2023 RAISE Grant FY2023 2 •Purpose of the presentation: –Inform CTOC about the RAISE grant program –Provide information about Glendale’s project –Request CTOC support for the application RAISE 2023 – what is it? 3 •USDOT (federal) annual grant program –Focus on surface transportation projects •Rebuilding America with Sustainability and Equity (RAISE) –Previously know as BUILD and TIGER grant program –Authorized as part of the Bipartisan Infrastructure Law •$1.5 billion available in FY 2023 –Same amount as 2022; 166 project awarded Glendale’s RAISE Project 4 •Central Glendale Infrastructure Improvements –Sidewalk infill (7.5 miles missing) –ADA sidewalk ramps (384) –LED street lighting conversion & infill (448 and 137) •Request - $7.7 million –Glendale match: $1.9 million • Currently in the Transportation Department budget • Will be applying for gap grant to cover some of the local costs –Total project budget: $9.6 million 5 Glendale’s RAISE Project 6 •Submitted project in FY 2022 –Passed technical reviews and made it to the Secretary’s Desk –Not awarded funding –USDOT feedback provided •FY2023 Application is in process –Updated based on feedback from USDOT –Submission date February 28, 2023 –CTOC support helps address evaluation criteria 7 • Projects are evaluated on the following statutory criteria: • safety • environmental sustainability • quality of life • mobility/ community connectivity • economic competitiveness/ opportunity • state of good repair • partnership & collaboration • innovation RAISE 2023 Criteria 8 • Project is located in an Area of Persistent Poverty (APP) and • …in a Historically Disadvantaged Community (HDC) • APP - consistently had greater than or equal to 20 percent of the population living in poverty • HDC – factors determining HDC include a combination of poverty rates, employment levels, housing costs, residential segregation, linguistic isolation RAISE 2023 Other Criteria RAISE 2023 – CTOC 9 •Action by CTOC: Motion to support the FY2023 RAISE grant application for the Central Glendale Infrastructure Improvements Project
