What is SS4A?

• Funding is provided for two types of initiatives: 
– Planning and Demonstration Grants for Safety Action Plans
• develops a holistic, well-defined strategy to prevent roadway 
fatalities and serious injuries in a locality
– Implementation Grants 
• provides funds to implement projects and strategies 
identified in the Action Plan

SS4A – FY2022 Award

• Glendale awarded funds to develop a citywide 
Safety Action Plan 
– Awarded February 2023
– $800,000 federal funds
• Requires 20% local match
– Intergovernmental agreement in development
– Project kickoff later in 2023
– 18 to 24 month process

• What is involved 
– An Action Plan is the foundation of the SS4A grant program
– Provides a holistic, well-defined strategy to prevent roadway 
fatalities and serious injuries
– Involves a comprehensive, city-wide crash analysis and  
identifies other roadway safety concerns 
– Identifies and prioritizes projects for specific crash locations, 
and strategies to address roadway safety citywide
– The Safety Action Plan is required to be in place when 
submitting for implementation funds

• CTOC’s participation key to developing a 
successful Safety Action Plan
– …as part of an comprehensive public engagement 
program
– CTOC representation on oversight and steering 
committees
– Input and review during plan development activities
– Final recommendation to City Council
