D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CITY HALL COUNCIL CONFERENCE ROOM 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 AUGUST 1, 2023 2:00 P.M. 1. CALL TO ORDER The meeting was called to order at 2:00 p.m. by Vice Mayor Clark. 2. ROLL CALL Present: Joyce Clark, Vice Mayor Jamie Aldama, Councilmember Raymond Malnar, Councilmember Also Present: Marcela Moreno, Deputy City Clerk Anne Thomson, Assistant to the City Clerk 3. CITIZEN COMMENTS None. 4. CHAIR SELECTION Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to select Councilmember Raymond Malnar as Chair of the Government Services Committee. AYE: Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Raymond Malnar Passed 5. APPROVAL OF THE MINUTES a. Approval of the minutes of the March 7, 2023 Government Services Committee meeting Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to approve the March 7, 2023 Government Services Committee meeting minutes. AYE: Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Raymond Malnar Passed 6. RESIGNATIONS a. Ms. Moreno reported that James Ho, a Mayoral appointee had resigned from the Commission on Diverse Cultures, effective June 30, 2023. 7. NEW BUSINESS a. Discussion on the future meeting format Ms. Moreno suggested sending meeting related updates via email. If a meeting was necessary, then the meeting would be held via Zoom. Vice Mayor Clark suggested changing the meeting dates to the second Tuesday at 11:30 a.m. before regularly scheduled Council Workshops to meet in-person. The GSC discussed and agreed on Vice Mayor Clark's suggestion. b. Discussion on the Annual Board & Commission Appreciation Dinner Ms. Moreno suggested the 2024 Board and Commission Member Appreciation Dinner be held indoors at the Adult Center. She would poll the Council for the best available Wednesday in March. The GSC was in agreement with Ms. Moreno. 8. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Jamie Aldama, seconded by Vice Mayor Joyce Clark to hold an executive session. EXECUTIVE SESSION The Government Services Commission met in executive session at 2:06 p.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant to (A.R.S. 38-431.03(A)(1)). Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to adjourn the executive session. AYE: Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Raymond Malnar Passed Councilmember Malnar adjourned the executive session at 2:11 p.m. 10. NEXT MEETING Ms. Moreno said the next meeting of the Government Services Committee would be held on September 12th, 2023 at 11:30 a.m. with a location to be determined. 11. ADJOURNMENT Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to adjourn the meeting.
