CALL TO ORDER Chair Joyce called the meeting to order at 6:00 p.m. 2. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES Approval of the agenda for the September 7th, 2023 Citizens Transportation Oversight Commission (CTOC) meeting. For discussion and action. APPROVAL OF THE MINUTES Approval of the minutes from the August 3, 2023 CTOC meeting. For discussion and action. CITIZEN COMMENTS One citizen (Erin Cole, Sahauro District) addressed the commission as part of this agenda item. See attached document for the complete comment transcript. 6. REQUIREMENTS FOR CITY CONTRACTS & PROCUREMENT [Commissioner Nesbitt joined the meeting.] Mr. Romney gave a presentation on Title 34 Procurement, which included information on the following: Project Delivery Methods Allowed Emergency Procurements General Overview of the Process Vice Chair Marsh asked who determined the various responsibilities for multiple jurisdiction projects, such as Northern Parkway. Mr. Romney explained that for the Northern Parkway example the partner's roles and financial responsibility are defined by a Master Agreement. Mr Adabala explained that the Northern Parkwark partners include Glendale, the City of El Mirage, the City of Peoria, and MCDOT, and each partner is financially responsible for a pro-rata share of the project, as determined by a Master Agreement. He said initially Glendale took the lead in developing of the Design Concept Report for the project, and afterward MCDOT took over the process for the remainder of the design and construction. MCDOT is experienced with large, multi-jurisdiction projects. Commissioner Ho asked if all cities paid the same price for services since they were all governed by Title 34. Mr. Romney said it depended on the project and who decided to bid on it. He explained the use of a linking agreement to obtain the same price another city obtained, but noted that the existing terms and conditions of the agreement would remain, which may not represent terms and conditions that are efficient for Glendale. Chair Joyce noted that some of the procurement methods can no longer be used after June 30, 2025 and asked which would be the preferred method at that time. Mr. Romney was not sure yet, as this directive just came through during the last legislative session. He said he had a call into the League of Cities and Towns to find out why this directive was made. 7. CTOC'S ROLES AND RESPONSIBILITIES Mr. Romney gave a detailed presentation on the Rules for Conducting Meetings, which included information on the following: Arizona Statutes Open Meeting Law Roberts Rules of Order – General Principles Vice Chair Marsh asked what was done with citizen comments. Commissioner Roberts said that the commission has the opportunity to request a future agenda item regarding the concerns expressed by the citizen. Mr. Romney agreed and said once on the agenda, discussion and potential action could be held. Commissioner Ho asked why there could not be discussion regarding the Directors Report. Mr. Romney said the Directors Report was for information only and no action was required. Commissioner Ho asked if a future agenda item would need to be requested to discuss an item on the Directors report. Mr. Romney said that was correct. 8. UPCOMING TRANSPORTATION PROJECTS Mr. Abbo gave a detailed presentation on upcoming transportation projects. He noted that the list did not include any roadway improvements related to developments or projects that were currently in construction. Information was provided on the following: Signal Detection Upgrade Project Café Lighting – Phase II Flashing Yellow Arrow (FYA) Phase IV 67th Avenue Bike Lane Project HAWK at 53rd Avenue and Camelback Road HAWK at 58th Avenue and Bethany Home Road HAWK at 59th Avenue and Evergreen Road 58th Avenue and Bethany Home Road – Turn Lane 59th Avenue and Northern Avenue Intersection Improvements Bus Pullouts (CIP) – Phase I: Various Locations 67th Avenue – Greenway Road to Bell Road: Mill and Overlay 75th Avenue – Northern Avenue to Glendale Avenue: Mill and Overlay 83rd Avenue – Northern Avenue to Glendale Avenue: Roadway Widening & Reconstruction 51st Avenue – Olive Avenue to Cactus Road: Mill and Overlay Scalloped Streets: Various Locations Glendale Avenue and Sarival Road Signal: Construction of New Signal Bethany Home Road and Sarival Road Signal: Construction of New Signal Olive Avenue from 59th Avenue to 67th Avenue: Lighting / Placement of Streetlights 61st Avenue and Olive Avenue Intersection: Signal Improvement HAWK at 67th Avenue and Montebello Road FYA Phase III Commissioner Ho asked if the improvement of the bus pullouts on Union Hills Road would include transit furniture. Mr. Abbo said that was correct, to his knowledge. 9. DEPUTY DIRECTOR'S REPORT Mr. Adabala gave an update on the following: Right-of-Way Landscape Plan – Public Meetings Scheduled September 25th for Sahuaro and Cholla September 28th for Barrel Completed July 25th for Yucca District July 26th for Cactus District July 27th for Ocotillo District MAG Design Assistance Two project applications were submitted that involve conceptual design development to fill gaps in the sidewalk system One project was funded at $80,354 The other project was not funded, but staff will continue to pursue funding opportunities General Obligation Bond Bond Question 1: $82 million for Streets and Intersection Improvements Bond Question 2: $78 million for Public Safety Projects Informational video links and Open House meeting dates were provided. Answers to FAQ’s regarding the bond election are available on the City website 10. COMMISSIONER UPDATES Commissioner Ho announced that Council recently received a presentation on Glendale's Pavement Condition Index classifications, and that presentation is available on the City’s website. He said the presentation could be used to advocate for the bond election. For information only. 11. FUTURE AGENDA ITEMS Commissioner Roberts requested a future agenda for staff to follow up on the comments provided by Ms. Cole during the Citizen Comments agenda item at this meeting. She requested posting of the agenda item as a potential action item. Commissioner Roberts requested a future agenda item of an update on the public meetings for the Right of Way Landscaping Project, after they conclude. Commissioner Ho suggested including information such as the number of attendees at the meetings and public feedback. 12. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on October 5th, 2023 at 6:00 p.m. 13. ADJOURNMENT Chair Joyce adjourned the meeting at 7:36 p.m. The Citizens Transportation Oversight Commission meeting minutes of August 3, 2023 were submitted and approved this 7th day of September 2023. ____________________________________ Yunpei Zhang, Recording Secretary Good evening, my name is Erin Cole and I live in the Sahuaro District. I am here tonight to speak about a Conditional Use Permit, CUP 23-04, that will affect traffic in and around my neighborhood. This CUP is for 7300 W. Camino San Xavier. ln February, 2 months before my neighborhood was even noticed about this project, the applicant paid a private company for a traffic study, hence my speaking here tonight. My neighbors and I have several concerns: 1) This study was performed in February, and the footprint of the building has since been changed. lt is outdated and incorrect. 2) The study is based on this being a "hotel", and not "temporary housing" or "short term rentals". From what I have read, that would require the traffic engineers to change their ITE code and subsequent assessment from 311 to 221. Would that change the outcome/recommendation they provided to the applicant and the City? 3) The City of Glendale does not maintain that road. I have placed a Glendale One ticket and was told by City Traffic Staff that the road is maintained by two private parties. How can the City ensure flow and speak to metrics of private streets? 4) The traffic study shows a 5' sidewalk on Camino San Xavier. There is no sidewalk. There is not room for a sidewalk. And the private parties that manage the street have not endorsed a 5' sidewalk. 5) There is a very dangerous blind curve in the road. Please go drive it. 6) This property shares a driveway with an office building that leases to the lRS. The west driveway has a "pork chop" and is a one-way entrance from the east. One cannot safely and legally enter the property from 75th Avenue, making a left turn to access this property. Again, if the City does not maintain the roadway, then how can the Transportation Commission/City Traffic Staff speak to the efficiencyisafety of drivers on the street? 7) I placed a Glendale One ticket for an emergency vehicle response assessment. I was told that a fire engine, Battalion Chief, ambulance, and one police vehicle can fit in that area, can safely manage an emergency at a 3-story building with a one-way entrance, and one pull through entrance. I can tell you that my SUV and a full size truck cannot safely navigate the blind curye simultaneously, more or less a crammed parking lot, excluding an emergency. Please go drive it. Commissioners, I am requesting that the City conduct an independent traffic analysis that is based on the new site plan for the CUP hearing. The Planning Commission continued the case to September 14th and I would like them to have the most accurate information possible before they vote on this project. Thank you for your time.
