1 D R A F T MINUTES ARTS COMMISSION ZOOM MEETING October 26, 2023 6:00 P.M. 1. CALL TO ORDER The virtual meeting was called to order by Chair Lenox at 6:02 p.m. 2. ROLL CALL Present: Nancy Lenox, Chair James Smith, Vice Chair José Aguiñaga, Commissioner Derrell Barber, Commissioner Absent: Anne Marie Chaney, Commissioner Jean Hailey, Commissioner Also Present: Daniel Sabillon, Deputy Director, Economic Development 3. PUBLIC COMMENTS No comments were received. 4. APPROVAL OF THE MINUTES a. Action: Arts Commission Minutes of September 28, 2023 Motion: To approve the Arts Commission minutes of September 28, 2023 as written. Motioned by Commissioner Derrell Barber, second by Commissioner Vice Chair James Smith AYE: Chair Nancy Lenox Vice Chair James Smith Commissioner José Aguiñaga Commissioner Derrell Barber Other: Commissioner Jean Hailey (Absent) Commissioner Anne Marie Chaney (Absent) Passed 5. NEW BUSINESS a. Information: Update on the Arts Master Plan Mr. Sabillon gave an update on the Arts Master Plan, which included the following: • Cultural Planning Group (CPG) is the chosen consultant spearheading the plan update and was on site two weeks ago to meet with community focus groups. These meetings were with the Executive Task Force. • One meeting was held at the Velma Teague Library with downtown merchants and artists from the West Valley Arts Council. • Another meeting was held at the Main Library with musicians and artists. Approximately twenty-five to thirty people attended the meeting. • Another meeting was held at Glendale Community College. GCC President, Dr. Tiffany Hernandez, was present along with other staff and students. • The next phase is a community-wide outreach via public survey. The Commissioners were sent a link to the survey with the meeting invitation. The goal is to obtain 1,000 responses. 2 b. Action: Arts Commission Chair and Vice Chair Recommendations for 2024 Mr. Sabillon announced the Commission must make its recommendations to the Government Services Committee for appointment of the Arts Commission Chair and Vice Chair for 2024. Commissioner Barber recommended retaining both Chair Lenox and Vice Smith, for Chair or Vice Chair, whichever position each preferred. Commissioner Aguiñaga concurred. Vice Chair Smith accepted the nomination to remain as Vice Chair. Chair Lenox accepted the nomination to remain as Chair. Motion: To recommend the appointment of Commissioner Nancy Lenox as Chair of the Arts Commission for 2024 and Commissioner James Smith as Vice Chair of the Arts Commission for 2024. Motioned by Commissioner Derrell Barber, second by Commissioner José Aguiñaga AYE: Chair Nancy Lenox Vice Chair James Smith Commissioner José Aguiñaga Commissioner Derrell Barber Other: Commissioner Jean Hailey (Absent) Commissioner Anne Marie Chaney (Absent) Passed c. Action: Downtown Glendale Arts & Culture Festival 2024 Mr. Sabillon announced that the first Downtown Glendale Arts & Culture Festival was held in February 2023 at Murphy Park in partnership with the Southern Arizona Arts & Cultural Alliance (SAACA). Due to the success of the first festival, he said the event will be held again in March 2024 at the Civic Center lot and the partnership with SAACA would continue. Motion: To support 2024 Downtown Glendale Arts & Culture Festival with an amount not to exceed $49,000.00. STAFF REPORTS Mr. Sabillon thanked the Commission for its support during the staffing transition. He said the Arts & Culture division works hard not only to make downtown a great place, but to make the entire City a place of arts and culture. 7. COMMISSION COMMENTS None. 3 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be November 30, 2023 at 6:00 p.m., via Zoom. 9.
