1 DRAFT MINUTES City of Glendale Parks and Recreation Advisory Commission Meeting Glendale Civic Center 5750 W. Glenn Dr. Glendale, Arizona 85301 Monday, October 9, 2023 6:00 P.M. PRESENT: Reginald Martinez, Jr., Chair Helena Johnson-Bodine, Vice Chair Kathryn Mawby, Commissioner Marie Nesfield, Commissioner Kathleen Roe, Commissioner Bud Zomok, Commissioner ABSENT: Tom Traw, Commissioner ALSO PRESENT: Heidi Barriga, Deputy Director Jeneea Jervay-Bush, Recreation Supervisor Diane Williams, Program Manager Darren Skousen, Recreation Coordinator Brittany Espinoza, Recreation Coordinator Isabelle Flores, Recreation Coordinator Paul Cervantes, Recreation Coordinator 1. Call to Order Chair Martinez called the meeting to order at 6:00 p.m. 2. Roll Call Chair Martinez conducted roll call. 3. Citizen Comments None. 4. Approval of the Minutes Motion by Commissioner Zomok, second by Commissioner Mawby, to approve the September 11, 2023 Parks and Recreation Advisory Commission Meeting minutes as written. Motion carried 6 – 0. 5. New Staff Introductions Ms. Bush introduced Mr. Cervantes, a new Recreation Coordinator, and shared a brief background. 6. New Business a. Information: Commission Reports Chair Martinez reported that he visited Bonsall Park and was very impressed with the new lights. Commissioner Zomok reported that a citizen told him they had a brick for a family member at Murphy Park and asked him where the bricks were relocated. Ms. Barriga said the bricks were listed as assets; however, she did not know of the relocation plans. She will reach out to the Engineering Project Manager and follow up with her findings. 2 b. Action: Annual Chair and Vice Chair Recommendations The Commission was to make a recommendation to Council for the new Chair and Vice Chair of the Commission. Chair Martinez announced that he was self-nominating for re-appointment as Chair and Vice Chair Johnson- Bodine was self-nominating for re-appointment as Vice Chair. No other nominations were made. Motion by Vice Chair Johnson-Bodine, second by Commissioner Nesfield, to recommend approval of Commissioner Martinez as Chair of the Parks and Recreation Advisory Commission for a one-year term beginning February 1, 2024. Motion carried 6 – 0. Motion by Commissioner Zomok, second by Commissioner Roe, to recommend approval of Commissioner Johnson-Bodine as Vice Chair of the Parks and Recreation Advisory Commission for a one-year term beginning February 1, 2024. Motion carried 6 – 0. c. Information: ASU Osher Lifelong Learning Institute Ms. Espinoza and Ms. Flores gave a briefing on the ASU Osher Lifelong Learning Institute, which included the following information: • The mission of the Osher Lifelong Learning Institute at Arizona State University is to provide learning experiences and a community where adults aged 50 or better engage in non-credit university-quality programs. • The City of Glendale has agreed to partner with the ASU Osher Lifelong Learning Institute to host some classes. • Each class will host 40 participants and members of the community centers will be able to take the class at no cost. • Upcoming classes: o October 18th and 23rd: Lions & Tigers & Bears, Oh Yes! - Glendale Community Center o November 13th and 20th: Frida Kahlo (in Spanish) – Rose Lane Community Center Chair Martinez asked if there was more information on Glendale CivicRec. Ms. Flores said that was correct. Ms. Barriga said there will be more information on the City’s website. Commissioner Roe asked why the Frida Kahlo class was only offered in Spanish. Ms. Flores said the professor was Spanish-speaking. Ms. Barriga will follow up to see if it will be offered in English in the future. d. Information: Update on the Interpretive Signage at the Historic Sahuaro Ranch Park Area Mr. Skousen provided an update on the Interpretive Signage at the Historic Sahuaro Ranch Park Area, which included information on the following: • The old signs at the Historic Sahuaro Ranch Park Area were weathered and faded. • All of the old signs were replaced. • Photos of before and after were displayed. Chair Martinez asked when the new signs were installed. Mr. Skousen surmised they were installed about two weeks ago. Chair Martinez believed he did see the new signs on a visit to the park. Commissioner Roe asked about the print size for people with low vision. Mr. Skousen said there was a QR code on each sign for access via phone and the print could be magnified. 3 7. Staff Updates Ms. Barriga gave the Staff Updates, which included information on the following: • Bonsall Park Master Plan • The conceptual designs will be presented to City Council on October 24th. This was pushed out from September. • Public Star Party • October 21st at the Thunderbird Conservation Park, 6:00 p.m. to 9:00 p.m. • Partnering with the Saguaro Astronomy Club to offer this free program. • Hook a Kid on Fishing • Saturday, October 14th at Heroes Regional Park • Continued partnership with Arizona Game and Fish • Free fishing permits for kids 10 to 17 years old. • Loaner poles supplied, if needed. • Refreshments provided. • Halloween Event • Friday, October 27th at FRAC, from 6:00 p.m. to 9:00 p.m. • 123 participants are registered to date. • There will be candy and inflatables. Chair Martinez asked if the Halloween Event was in CivicRec. Ms. Jervay-Bush said that was correct. She said there is a 500 person maximum capacity for the event. She said the annual event has been very successful and well-liked. 8. Commission Comments and Suggestions Commissioner Nesfield commented that at Desert Rose Park, the playgrounds have sand and some people let their dogs off-leash and the dogs leave their waste under the playground equipment. She asked if signage could be installed noting that children play in the sand and dogs should not do their business in the sand. Commissioner Zomok asked if there was somewhere residents could go to find where things at Murphy Park were moved to during the improvement project, such as the bricks, mailbox, and newspaper stands. Chair Martinez asked for an update on the park lighting projects. Ms. Barriga said all of the purchase orders were submitted and there were five parks to get started. She said a follow-up could be sent to the Commissioners. 9. Next Meeting The next regular meeting of the Parks and Recreation Advisory Commission will be held on Monday, November 13, 2023, at 6:00 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 11. Adjournment Motion by Commissioner Roe, second by Vice Chair Johnson-Bodine, to adjourn the meeting at 6:27 p.m. Motion carried 6 – 0.
