D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CIVIC CENTER ANNEX 5752 W. GLENN DR. GLENDALE, ARIZONA 85301 OCTOBER 10, 2023 11:30 A.M. 1. CALL TO ORDER Chair Malnar called the meeting to order at 11:30 a.m. 2. ROLL CALL Present: Joyce Clark, Vice Mayor Jamie Aldama, Councilmember Raymond Malnar, Councilmember Also Present: Marcela Moreno, Deputy City Clerk Anne Thomson, Assistant to the City Clerk Michael Kingery, Internal Audit Program Manager 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES a. Approval of the minutes of the August 1, 2023 Government Services Committee meeting Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to approve the August 1, 2023 Government Services Committee meeting minutes. AYE: Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Raymond Malnar Passed 5. RESIGNATIONS a. Sharyn Nesbitt, Yucca, Citizens Transportation Oversight Commission, effective September 8, 2023 Victoria Okula, Mayoral, Board of Adjustment, effective September 19, 2023 Ms. Moreno added that Sam McConnell, the Mayoral appointment for the Bond Committee, had also resigned as of October 3, 2023. 6. NEW BUSINESS a. Proposed Audit Committee Ordinance Revision Presented by: Michael Kingery, Internal Audit Program Manager, Audit Committee Liaison Mr. Kingery explained the proposed revisions to the City Code related to the Audit Committee. The changes would better align with the committee's goals for the City. The GSC discussed the proposed revisions. Chair Malnar confirmed consensus to move forward with the proposed revisions to the code. 7. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to enter into executive session. AYE: Vice Mayor Joyce Clark Councilmember Jamie Aldama Councilmember Raymond Malnar Passed 8. EXECUTIVE SESSION The Government Services Commission met in executive session at 11:37 a.m. for discussion and consideration of appointments to the following boards and commissions and other bodies (A.R.S. 38-431.03(A)(1)) Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama to adjourn the executive session. NEXT MEETING Ms. Moreno said the November 14th Government Services Committee meeting would be vacated to align with the Council Calendar. The next scheduled meeting would be held on December 12th 2023 at 11:30 a.m. in the Civic Center Annex. 10. ADJOURNMENT Motioned by Vice Mayor Joyce Clark, seconded by Councilmember Jamie Aldama motioned to adjourn the meeting.
