1 DRAFT MINUTES City of Glendale Parks and Recreation Advisory Commission Meeting Glendale Civic Center 5750 W. Glenn Dr. Glendale, Arizona 85301 Monday, February 12, 2024 6:00 P.M. PRESENT: Helena Johnson-Bodine, Vice Chair Dianna Guzman, Commissioner Marie Nesfield, Commissioner Tom Traw, Commissioner Bud Zomok, Commissioner Lauren Snair, Teen Commissioner (arrived during agenda item 8) ABSENT: Reginald Martinez, Jr., Chair Kathryn Mawby, Commissioner ALSO PRESENT: John Kennedy, Director Heidi Barriga, Deputy Director Manuel Padia, Jr., Recreation Administrator Diane Williams, Program Manager Sam Chiovari, Park Superintendent Keri Konold, Business Analyst 1. Call to Order Vice Chair Johnson-Bodine called the meeting to order at 6:00 p.m. 2. Roll Call Vice Chair Johnson-Bodine conducted roll call. 3. Citizen Comments None. 4. Approval of the Minutes Motion by Commissioner Nesfield, second by Commissioner Traw, to approve the January 8, 2024, Parks and Recreation Advisory Commission Meeting minutes, as written. Motion carried 5 – 0. [Commissioner Snair was not yet present.] 5. New Commissioner Introductions Vice Chair Johnson-Bodine introduced new Commissioner Guzman, who shared a brief background of herself. 6. New Business a. Action: Commission Goals The 2024 goals for the Commission were presented as follows: • Each Commissioner to inspect at least one park per quarter, utilizing the park inspection form provided by staff. Report back on findings. • Each Commissioner to volunteer at a Parks and Recreation Outreach or department event. (Council District meetings, special events, grand openings, etc.). 2 • Actively support the department work plan and provide recommendations for action items on the monthly agenda. • Schedule monthly Commission meetings at various Parks and Recreation locations, if possible and safe, to gain exposure to all parts of the City. Motion by Commissioner Guzman, second by Commissioner Nesfield, to recommend approval of the Commission Goals for 2024, as presented. Motion carried 5 – 0. [Commissioner Snair was not yet present.] b. Action: Parks and Recreation Advisory Commission Meeting Start Time This action item was a follow-up from the January 8, 2024 Commission meeting, at which the Commissioners asked staff to research the process and possibility of adjusting the start time for future meetings. Motion by Commissioner Traw, second by Commissioner Guzman, to recommend approval of changing the start time of the Parks and Recreation Advisory Commission meeting to 5:30 p.m. Motion carried 5 – 0. [Commissioner Snair was not yet present.] c. Information: Sahuaro Ranch Park Lighting Project Update Ms. Barriga provided an update on the Sahuaro Ranch Park Lighting Project, which included the following information: • Projected start date: March 11, 2024 • Projected end date: August 31, 2024 • Phased approach • Salt River Project (SRP) Utility Company transformer upgrade: November 2024 Commissioner Zomok asked if staff talked with the Historical Preservation Commission, especially in regard to the transformer upgrade. Ms. Barriga confirmed staff has spoken with all parties and stakeholders regarding the project. Commissioner Guzman asked if the park would be closed in November. Ms. Barriga said anything that required electricity would be closed, but the park itself may be open. Commissioner Snair arrived during the agenda item, was introduced by Vice Chair Johnson-Bodine, and gave a brief background of herself. d. Information: Arbor Day 2024 Mr. Padia gave an update on Arbor Day 2024, which included the following information: • Date of Event: Friday, April 26, 2024, at 9:00 a.m. • Location: Sunset Ridge Park, 85th and Missouri Avenues • Working with Sunset Ridge Elementary School, Parks, and Water Services • There will be different activities for the youth to participate in • Six new trees to be planted at the park Mr. Kennedy said the annual event was rotated through all of the districts, especially at a site with an elementary school nearby. He said more details will be provided, and an invitation will be sent to the Commissioners. e. Information: Recreation Update Mr. Padia gave the Recreation Update, which included the following information: 3 • Lifeguard Recruitment Efforts o The positions were posted on February 1st. o Billboard promotions on the I-10 and the Loop-101 began on February 1st. o ASU School of Community Resources & Development Job Fair on February 15th. Staff will be present to recruit. o Social Media and Public Affairs outreach. o The City of Glendale is the highest-paying municipality for lifeguards at $25.00 per hour. o Approximately 100 lifeguards will be hired. • Community Outreach Opportunities o ASU School of Community Resources & Development Job Fair on February 15th. o Dog Days of Glendale Community Event Information Table on February 24th. o Monthly Community Working Group Meetings o Glendale Elementary School District Employee Wellness Fair – April 17th. o Shape Up Us Health & Wellness Expo • Upcoming Events and Activities o Mobile Recreation Program Launch was delayed due to rainy weather and will start on February 13th. o Valentine’s Day Luncheon at the Glendale Adult Center on February 14th. o Senior Sweetheart Prom at the Glendale Community Center on February 14th. o WellStyles Move More 5K on February 24th. o Family Pickleball Clinic on March 24th in partnership with Chicken ‘N Pickle. Commissioner Guzman asked about the age group of the lifeguards. Mr. Padia said it was age 15 and up. Commissioner Guzman asked if staff recruited at high schools. Mr. Padia replied in the positive and said Ironwood High School was having a job fair in March and kids were recruited from the high schools. Commissioner Guzman asked about the Mobile Recreation Program. Mr. Padia gave a brief overview of the program, which was presented in detail at the January 2024 Commission meeting. Mr. Kennedy noted that the program was an outcome of the Disparity Report from the Parks and Recreation Master Plan. f. Information: Parks Update Mr. Chiovari gave the Parks Update, which included the following information: • 25 volunteers planted 29 trees at Orangewood Park, located at 71st and Orangewood Avenues. • In conjunction with the Arizona Sustainability Alliance and Advances Semiconductor Materials. • Park selection based on data provided and overall location. • Photos were displayed. g. Information: Demographics Presentation Ms. Konold gave a presentation on Demographics Data, which included information on the following: • Sources • Consumer Characteristics • Other Points of Information o Public Members’ Input o Subject Matters Experts’ Insights, such as staff o Assessments o Financial Considerations o Market Conditions • Informed Decision-Making 4 o CIP Project Development ▪ O’Neil Park ▪ Sunset Palms Splash Pad o Recreation Programming ▪ Rose Lane Community Center ▪ Glendale Community Center ▪ O’Neil Recreation Center Commissioner Zomok asked if staff could provide demographics for the average age and annual income at each of the parks. Mr. Kennedy mentioned that we will not be able to provide this for all of the parks, but will follow up on this request. 7. Staff Updates Ms. Barriga provided a project status list with an update on the following projects: • Bonsall North Master Plan • Sahuaro Ranch Park Master Plan • Thunderbird Conservation Park Improvements • New Park Naming Opportunity • Irrigation and Lighting Projects • Chapter 27 Revisions • Heroes Regional Park Build-Out Ms. Barriga said a slide with volunteer opportunities will be provided at next month’s meeting. Commissioner Zomok inquired about the renaming of El Barrio Park. Mr. Kennedy said this was an extension of the request received from the organization that requested dedication plaques, which was previously brought to the Commission. Mr. Kennedy anticipated that Council may direct staff to come back to the Commission for input, and also to conduct public outreach. Commissioner Traw asked what was included in the next design phases of Heroes Park. Mr. Kennedy relayed the following amenities: three soccer fields, eight pickleball courts, a mini-pitch field, a new playground, additional parking, a food truck area, a dog park, a maintenance facility, and two new restrooms. Commissioner Guzman asked if there would be an aquatic center. Mr. Kennedy said it would be in a future phase, but not this upcoming phase. 8. Commission Comments and Suggestions Commissioner Zomok reported that he visited Myrtle Park and there were a lot of homeless camps. He asked staff to take a look into this. He said there was an article in the Glendale Star on Mr. Kennedy’s promotion to Director and distributed copies to the Commissioners. He congratulated Mr. Kennedy on the promotion. Commissioner Guzman reported graffiti under the bridge at Heroes Park. Commissioner Snair inquired about the park inspection process. Mr. Kennedy provided a general overview of the process. Vice Chair Johnson-Bodine inquired about the missing light pole at Utopia Park, which she previously mentioned. She said it has been outstanding for four to five months and the HOA would like an answer. Mr. Kennedy said staff was working with Field Operations staff on the design of the pole at the base, which needed 5 to be approved. Vice Chair Johnson-Bodine asked if staff could reach out to the HOA President to follow-up, and mentioned that she would forward his contact information to Mr. Kennedy. 9. Next Meeting The next regular meeting of the Parks and Recreation Advisory Commission will be held on Monday, March 11, 2024, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10. Adjournment Motion by Commissioner Nesfield, second by Commissioner Guzman, to adjourn the meeting at 6:45 p.m. Motion carried 6 – 0.
