D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. GLENDALE, ARIZONA 85307 MARCH 27, 2024 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:45 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Justin Harris, Board Member Mitchell Ervin, Board Member Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. Vicki Moss, Assistant Director Human Resources & Risk Mgmt. Mike Hamblin, Assistant City Attorney Erik Elias, Management Analyst Charlotte Beadles, HR Benefits Analyst Dolly Alexander, Manager, Benefits John Davidge, Police Sergeant Attendees: James Saylor, Former Police Officer (via telephone conferencing) Cynthia Kelley , Board Attorney Thomas Griffin, Attorney for James Saylor (via telephone conferencing) 3. CITIZEN COMMENTS There were no citizens present. 4. APPROVAL OF THE MINUTES Public Safety Personnel Retirement System - Local Police Board Minutes of February 28, 2024 Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of February 28, 2024. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Board Member Kevin Phelps Passed 5. NEW BUSINESS There is no new business for open session. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); iii) discussion or consultation for legal advice with the Board attorney (A.R.S. § 38-431.03(A)(3)); Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to go into Executive Session at 9:50 a.m. All attendees that are not Board members or supporting staff exited the conference room prior to the start of Executive Session. The Board reviewed and discussed the Medical Evaluations for five (5) new City of Glendale Police Personnel: Alexander Wilbert Andrew Maya Diaz Jonathan Navarro Luciana Szakacs Opong Dorbah B. The Board reviewed and discussed the rehearing for Accidental Disability Retirement submitted by former Police Officer James Saylor. Thomas Griffin, Attorney for James Saylor addressed the Board. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to adjourn Executive Session at 10:31 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. Admission of five (5) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions on the Pre-Existing Conditions Report: Alexander Wilbert Andrew Maya Diaz Jonathan Navarro Luciana Szakacs Opong Dorbah Motioned by Board Member Justin Harris, seconded by Board Member Kevin Phelps AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Board Member Kevin Phelps Passed B. The re-hearing of former Police Officer James Saylor was tabled due to a request for additional documentation. The documentation is to be received no later than April 10, 2024. 9. BOARD COMMENTS AND SUGGESTIONS There were no comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on April 24, 2024 at 9:30 a.m., at the Glendale Regional Public Safety Training Center 1st Floor Conference Room 103, 11550 W. Glendale Ave., Glendale, AZ 85307. 11.
