D R A F T MINUTES ARTS COMMISSION Glendale Civic Center Annex 5752 W. Glenn Drive Glendale, Arizona 85301 April 16, 2024 6:00 P.M. 1. CALL TO ORDER Chairperson Lenox called the meeting to order at 6:01 p.m. 2. ROLL CALL Present: Chair Nancy Lenox Commissioner Jose Aguinaga Commissioner Dalaina Hand Commissioner Derrell Barber (BY PHONE) Absent: James Smith, Vice Chair Commissioner Paige Hyde Commissioner Anne Marie Chaney Also Present: Daniel Sabillon, Deputy Director, Economic Development Chris Taylor, Administrator, Arts & Culture Jessi Pederson, Director, Economic Development 3. PUBLIC COMMENTS Citizen Joan Baron attended the meeting to discuss the importance of the Sensory Garden restoration project. Ms. Baron, who created the sensory totem pole project, discussed the sensory needs and maintenance needs for that specific piece. 4. APPROVAL OF THE MINUTES a. Action: Arts Commission Minutes of March 19, 2024 Motion: To approve the Arts Commission minutes of March 19, 2024 with amended to correct Commissioner Dalaina Hand’s first name. The corrections have been made. NEW BUSINESS a. Information: Update on Arts and Culture Master Plan David Plettner-Saunders updated the Commission on the Arts and Culture Master Plan. January 25 was the last time David and Linda spoke to the Commission. Since that time, David, Linda, Daniel, Jessi, and Chris have discussed draft goals and strategies. These goals and strategies were shared with the commission. Topics included past Interviews with the Community, goals and strategies, and the plan itself (the bullet points only). Goal 1, Stimulate and sustain the economy was introduced along with strategies. Goal 2, promote and enhance Glendale’s unique identity, was introduced along with strategies. Goal 3, enliven and activate places throughout the city with arts and culture, was introduced along with strategies. Goal 4, to develop downtown Glendale as a cultural district, was introduced along with strategies. Goal 5, expand and diversify public art throughout the city, was introduced along with strategies. Goal 6, establish protocols for public art program, was introduced along with strategies. Updating the City Public Art Ordinance was introduced, along with strategies. Commissioner Derrell Barber commented that expanding our grants beyond Glendale’s borders would be a positive. Commissioner Dalaina Hand commented that requiring art vis-à-vis business and real estate to enhance our city is a positive. This point was reinforced by Daniel Sabillon. Chair Nancy Lenox commented that art in public places, with a focus on rotations throughout the districts would be a positive. Commissioner Jose Aguinaga applauded the aspect of looking towards the future with arts and culture throughout the city, and reinforced Chair Nancy Lenox’s previous comment. David Plettner-Saunders concluded this item by discussing next steps, including Commissioner comments for additions to the Master Plan. City Council workshop presentation for May 28. b. Information: Update on current/future projects Mr. Sabillon discussed the conclusion to the LIVE @ the Lot series, and the specific artistic component within the LIVE series. In November, the Commission was presented with a potential increase to funding to the Arts fund. An increase of sponsorship opportunities from $15,000 to $30,000. Downtown Arts fest for $15,000. Increase of Performing Arts grant to $90,000. $60,000 to a mural program or another misc. program, such as a partnership. $75,000 for Master Plan funding. Chris Taylor gave an update on current and future projects that are in early and/or exploratory stages of development, vis-à-vis the allocation of funding to the Community Activity budget of the Arts program. Specific ideas included the Elise McCarthy sensory garden restoration project, including restorative elements by several of the artists involved in the original project, coordination with Parks & Rec and Field Ops for maintenance, and a re-dedication ceremony on or around Earth Day 2026. A yearly Earth Day project at the Garden was also pitched. Other projects included a re-hanging of the eastern wall of the Adult Center to honor the Plein Air Competition winners of Folk and Heritage Festival, a Neon Night Walk/Run to bring citizens to Downtown Glendale and stimulate businesses, a Radio Play/Staged Reading series at the Main Library Auditorium (when the calendar permits at the Library) to allow community voices to perform and be heard, and a Downtown Wayfinding project to revitalize the community. Using stock photos as a guide, Mr. Taylor discussed dividing the project into an artistic wayfinding element for small businesses, and a professional wayfinding element for larger businesses. He suggested the possibility of allocating funds from the 2024, 25, 26, 27, and 28 Fiscal Year to build a sum of funds that could be used in 2029 for this project, for a completion in 2030. Chris then concluded by reinforcing his desire for Commissioner feedback at all times for collaborative efforts. Chair Nancy Lenox praised the ideas that were discussed during the presentation. Commissioner Dalaina Hand focused on the Sensory Garden and the Earth Day 2026 kick-off, including bringing awareness to proper waste management and interactive art, vis-à-vis Earth Day projects. Commissioner Derrell Barber discussed recyclable art vis a vis earth day. Commissioner Dalaina Hand discussed First Thursday, or First Friday to help bring citizens to Glendale. Chair Nancy Lenox followed up with bringing in businesses. c. Action: Approval of funding for Ballet Under the Stars Event. Mr. Sabillon reviewed the Ballet Under the Stars event, scheduled for Sept. 27, 2024. $15,000 was set aside as a sponsorship for this event. Motion: To approve the appropriated funding for Ballet Under the Stars Motioned by Commissioner Derrell Barber, seconded by Commissioner Dalaina Hand with a question about the location of the event. Mr. Sabillon answered with an overview of the event, including the specific location in Sahuro Ranch Park. STAFF REPORTS Mr. Sabillon thanked the Arts Commission with all the support of the various projects of 2023 and 2024. He shared his excitement of the future of Arts and Culture. 7. COMMISSION COMMENTS Commissioner Jose Aguinaga commented about the excitement for the future. 8. NEXT MEETING The next regular meeting of the Glendale Arts Commission will be on Tuesday, May 21, 2024 at 6:00 p.m., in the Vault Conference Room at the Glendale Civic Center Annex, 5752 W. Glenn Drive, Glendale, Arizona, 85301. 9.
