GLENDALE AVE. 1ST FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 APRIL 24, 2024 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:36 a.m 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Justin Harris, Board Member Mitchell Ervin, Board Member Absent: Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. Vicki Moss, Assistant Director of Human Resources & Risk Mgmt. Mike Hamblin, Assistant City Attorney Erik Elias, Management Analyst Charlotte Beadles, HR Benefits Analyst Dolly Alexander, Manager, Benefits John Davidge, Police Sergeant Attendees: James Saylor, Former Police Officer (via telephone conferencing) Cynthia Kelley, Board Attorney (via telephone conferencing) 3. CITIZEN COMMENTS There were no citizens present 4. APPROVAL OF THE MINUTES Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board Minutes of March 27, 2024. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Passed A. Public Safety Personnel Retirement System - Local Police Board Minutes of March 27, 2024. 5. NEW BUSINESS There is no new business for open session. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorney (A.R.S. § 38-431.03(A)(3)); Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to go into Executive Session at 9:37 a.m. All attendees that are not Board members or supporting staff exited the conference room prior to the start of Executive Session. The Board reviewed and discussed the Medical Evaluations for four (4) new City of Glendale Police Personnel: Robert Doyle Brandon Rieg Jack Kemmerling Kohlsen Dooley B. The Board reviewed and discussed the Accidental Disability Application submitted by Retired Police Officer Robert Smith. C. The Board reviewed and discussed the rehearing for Accidental Disability Retirement submitted by former Police Officer James Saylor. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to adjourn Executive Session at 10:06 a.m. and reconvened in open session. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. Admission of two (2) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions listed on the Pre-existing condition report: Jack Kemmerling Robert Doyle Admission of two (2) new Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted and clarifying those conditions on the Pre-existing condition report. Kohlsen Dooley Brandon Rieg Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Passed B. The Board acknowledged receipt of the Application for Accidental Disability Retirement submitted by Retired Police Officer Robert Smith and tabled pending receipt of medical records. C. The Board acknowledges and approves a continuation of the rehearing for Accidental Disability Retirement submitted by Former Police Officer James Saylor until the August 28, 2024 Local Police Board meeting pending receipt of additional documentation. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on May 22, 2024, at 9:30 a.m., at the Glendale Regional Public Safety Training Center 1st Floor Conference Room 103, 11550 W. Glendale Ave., Glendale, AZ 85307. 11.
