D R A F T MINUTES AVIATION ADVISORY COMMISSION GLENDALE MUNICIPAL AIRPORT 6801 N. GLEN HARBOR BLVD. GLENDALE, ARIZONA 85307 AIRPORT CONFERENCE ROOM MAY 15, 2024 6:00 P.M. 1. CALL TO ORDER The meeting was called to order by Chair Zomok at 6:12 p.m. 2. ROLL CALL Present: Chair Bud Zomok Commissioner Bill Eikost Commissioner Larry Rovey Commissioner Quentin Tolby Absent: Vice Chair Michael Portik Commissioner James Carneal Also Present: Matt Smith, Airport Administrator Julie Patterson, Management Assistant 3. CITIZEN COMMENTS There were no citizen comments. 4. APPROVAL OF THE MINUTES Approval of the March 20, 2024 meeting minutes. Motioned by Commissioner Bill Eikost, seconded by Commissioner Quentin Tolby to approve the March 20, 2024 meeting minutes. AYE: Chair Bud Zomok Commissioner Bill Eikost Commissioner Larry Rovey Commissioner Quentin Tolby Other: Vice Chair Michael Portik (ABSENT) Commissioner James Carneal (ABSENT) Passed 5. AIRPORT BUSINESS Commissioner Rovey was presented with a Certificate of Appreciation. Mr. Smith presented possible goals for the FY25 Airport Aviation Commission Goals. The commissioners discussed possible FY25 goals. Motioned by Commissioner Larry Rovey, seconded by Commissioner Bill Eikost to table the FY2025 Goal Setting until the next meeting. STAFF REPORTS Presented by Matt Smith, Airport Administrator Mr. Smith presented the following items: Criteria to qualify a General Aviation (GA) airport as "regional" CIP Projects Airport Control Tower (ACT) Equipment Replacement Taxiway Bravo Environmental Assessment (EA) Clearance Aesthetic Upgrade Study Airport Pavement Management System (APMS) Runway Lighting and Signage Project Update On Call Engineering Update Operations Reported Noise Complaints Hangar Storage Requirement Airport Expenses, Revenue and Operations Report 7. LUKE AIR FORCE BASE OPERATIONS No comments, representative not present. 8. COMMISSION COMMENTS AND SUGGESTIONS Commissioner Rovey asked about the airport monument sign. Commissioner Tolby wanted an airplane on a pole as the sign. Commissioner Rovey stated that the airport suffers due to the dead end road and again mentioned putting Glen Harbor through. The commission may want to write a letter to the City Council, City Manager or Economic Development. There will be an entry road from New River Road with the Eastside Development. This could possibly loop the airport and tie into New River Road and Ball Park Boulevard. Commissioner Rovey heard of the expansion of the gravel pit next door and wondered if this was happening. The commissioners wanted to know the thoughts on the Peoria airport from Luke; however, they were not in attendance. 9. FUTURE AGENDA ITEMS Commissioner Tolby would like to talk about the New River move. Mr. Smith said the Environmental Study is on the 5-year Plan. Commissioner Zomok would like to explore Glendale becoming an Airport Authority. The mayors of Avondale and Buckeye are in favor. We can have an Item of Special Interest meeting on this topic and have a presentation from a special guest. 10. NEXT MEETING The next regular meeting of the Aviation Advisory Commission will be held on June 19, 2024 at 6:00 p.m., in the conference room on the second floor of the Airport terminal building, 6801 N. Glen Harbor Blvd., Glendale, Arizona, 85307. 11. ADJOURNMENT A motion to adjourn the meeting was made at 7:25. Motioned by Commissioner Larry Rovey, seconded by Commissioner Quentin Tolby to adjourn the meeting at 7:25 pm.
