D R A F T MINUTES PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM LOCAL POLICE BOARD GLENDALE REGIONAL PUBLIC SAFETY TRAINING CENTER 11550 W. GLENDALE AVE. 1st FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 JUNE 26, 2024 9:30 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 10:10 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Mitchell Ervin, Board Member Absent: Justin Harris, Board Member Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Mgmt. Vicki Moss, Assistant Director of Human Resources & Risk Mgmt. Mike Hamblin, Assistant City Attorney Charlotte Beadles, HR Benefits Analyst Erik Elias, Management Analyst Dolly Alexander, Manager, Benefits Attendees: Cynthia Kelley , Board Attorney Robert Smith, Retired Police Officer James Saylor, Former Police Officer (via telephone) Carolyn Pilch, Attorney for James Saylor (via telephone) 3. CITIZEN COMMENTS There were no citizens present. 4. APPROVAL OF THE MINUTES Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board minutes of April 24, 2024. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Passed A. Public Safety Personnel Retirement System - Local Police Board Minutes of April 24, 2024. 5. NEW BUSINESS There was no new business for open session. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers The Board voted to go into Executive Session at 10:12 a.m. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers The Board voted to adjourn Executive Session at 10:45 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Passed 8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. The Board discussed the Application for Accidental Disability Retirement submitted by Retired Police Officer Robert Smith and voted to order an appropriate Independent Medical Evaluation (IME) based on the medical information provided. Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Passed B. The Board reviewed the additional information submitted by Former Police Officer James Saylor and voted to affirm the Board's prior denial of the Accidental Disability claim. Motioned by Board Member Mitchell Ervin, seconded by Mayor Jerry Weiers AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on July 24, 2024, at 9:30 a.m., at the Glendale Regional Public Safety Training Center 1st Floor Conference Room 103, 11550 W. Glendale Ave., Glendale, AZ 85307. 11.
