DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION TRANSPORTATION DEPARTMENT OFFICE 6210 W. MYRTLE AVE., BUILDING A, SUITE 111/112 GLENDALE, ARIZONA 85301 JUNE 20, 2024 6:00P.M. 1. CALL TO ORDER Vice Chair Marsh called the meeting to order at 6:04 p.m. 2. ROLL CALL Present: Paul Marsh, Vice Chair Norma Cuevas, Commissioner James Nguyen, Commissioner Tiana Roberts, Commissioner Absent: Neil Lynch, Commissioner Tanja Shineman, Commissioner Also Present: Randy Proch, Transportation Planning Administrator Marilu Garcia Ramirez, Senior Transportation Planner Russ Romney, Deputy City Attorney Patrick Sage, Transportation Planner 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES Approval of the agenda for the June 20th, 2024 Citizens Transportation Oversight Commission (CTOC) meeting. For discussion and action. A motion was made by Commissioner Nguyen, seconded by Commissioner Roberts to approve the agenda of the June 20, 2024 meeting. AYE: Vice Chair Paul Marsh Commissioner Norma Cuevas Commissioner James Nguyen Commissioner Tiana Roberts Other: Commissioner Neil Lynch (ABSENT) Commissioner Tanja Shineman (ABSENT) Passed 4. APPROVAL OF THE MINUTES Approval of the minutes from the April 4th, 2024 CTOC meeting. For information and action. A motion was made by Commissioner Roberts, seconded by Commissioner Nguyen to approve the minutes of the April 4, 2024 meeting. CITIZEN COMMENTS Mr. Proch announced there were no citizens present and there were no comments. 6. DRAFT 10-YEAR TRANSPORTATION PROGRAM FY2024-2033 Ms. Garcia Ramirez presented information on the draft 10-year Transportation Program: Financial Forecast FY2025 Transportation Budget 10-year Transportation Program Summary The Commission discussed the draft 10-year Transportation Program FY2025-2034. 7. PROJECT UPDATES - FY2023 MAG DESIGN ASSISTANCE PROJECTS Mr. Sage presented an update on the FY2023 MAG Design Assistance projects: 67th Avenue Bike Lanes Phase II 75th Avenue Pedestrian Facilities The Commission did not have any questions regarding the material presented. 8. GLENDALE 2024 SS4A GRANT APPLICATION Mr. Proch presented the following information on the Glendale FY2024 SS4A Grant application: One application with two parts American with Disabilities Act Transition Plan Active Transportation Plan Timeframe for the process The Commission discussed the Glendale 2024 SS4A Grant applications. 9. RANKED TOPICS FOR FUTURE MEETINGS Mr. Proch presented a prioritized list of future CTOC meeting topics based on commissioner input. The Commission discussed the topics for future meetings. 10. DEPUTY DIRECTOR'S REPORT Mr. Proch provided information on the following projects and topics: Loop 101: 75th Avenue to I-17 Glendale Transportation Plan 67th Avenue: Beardsley Road to Deer Valley Road GO Program Triennial Audit 63rd Avenue Pedestrian Bridge 11. COMMISSION UPDATES Commissioner Roberts discussed attending an ADOT virtual public meeting on the Loop 303 improvements including a new interchange at 67th Avenue. Staff offered to contact the City of Phoenix to request information on future plans for 67th Avenue connecting to the future interchange. 12. FUTURE AGENDA ITEMS Vice Chair Marsh requested a 2024 Glendale Family Bike Ride recap presentation. Vice Chair Marsh requested that staff prepare a master calendar identifying critical CTOC decision dates. 13. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on August 1, 2024 at 6:00 p.m. 14.
