DRAFT ACTION MINUTES City of Glendale Parks and Recreation Advisory Commission Meeting Glendale Civic Center 5750 W Glenn Dr. Glendale, AZ 85301 August 12, 2024 5:30p.m. PRESENT: Reginald Martinez, Jr., Chair Helena Johnson-Bodine, Vice Chair Dianna Guzman, Commissioner Kathryn Mawby, Commissioner Marie Nesfield, Commissioner Tom Traw, Commissioner Bud Zomok, Commissioner ABSENT: Lauren Snair, Teen Commissioner ALSO PRESENT: John Kennedy, Director Mike Keane, Assistant Director Heidi Barriga, Deputy Director Manuel Padia, Jr., Recreation Administrator Diane Williams, Program Manager Minde Porter, Cholla District Resident 1. CALL TO ORDER Chair Martinez called the meeting to order at 5:30 p.m. 2. ROLL CALL Chair Martinez conducted roll call. 3. CITIZEN COMMENTS No non-agenda item comments. (See Item 5. C.) 4. APPROVAL OF MINUTES – June 10, 2024 Chair Martinez asked for a motion to approve the minutes. Vice Chair Johnson-Bodine had a correction to the minutes. Motioned by Vice Chair Johnson-Bodine, seconded my Commissioner Zomok to approve the minutes as amended. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members reported on and discussed items they observed while visiting the parks. Vice Chair Johnson-Bodine commented on the attendance and engagement at the Sierra Verde Park Open House. Commissioner Traw congratulated Commissioner Guzman as the new City Councilmember for the Yucca District. b. ACTION: NOVEMBER 2024 PARKS AND RECREATION COMMISSION MEETING Mr. Kennedy initiated a discussion on the November 11, 2024, Advisory Commission meeting. The Commission discussed either rescheduling the meeting to another Monday in November or to vacate the meeting. Motioned by Commissioner Traw, seconded by Vice Chair Johnson-Bodine to reschedule the November Parks and Recreation Advisory meeting to Monday, November 4, 2024. ACTION: SIERRA VERDE PARK IMPROVEMENTS Mr. Kennedy presented information from a recent community meeting and a public survey regarding park improvements at Sierra Verde Park. Two different options of improvements were presented to the Commission. The Commission discussed both options for park improvements. Chair Martinez read a public comment card statement submitted by Ms. Minde Porter, a resident of the Cholla District, in support of the option to renovate the park playground, and the playground surface using material to make the playground and equipment more accessible. Motioned by Commissioner Guzman, seconded by Commissioner Zomok to recommend Option 1 improvements at Sierra Verde Park. INFORMATION: UPDATE ON ACTIVITIES FROM NATIONAL PARKS AND RECREATION MONTH Ms. Barriga presented an update of activities offered for National Parks and Recreation Month to the Commission. The Commission discussed the information that was presented. e. INFORMATION: RECREATION UPDATE ON SUMMER PROGRAM ACTIVITIES AND UPCOMING ACTIVITIES FOR THE FALL Mr. Padia provided an overview on summer recreation program activities and attendance, and upcoming activities for the fall. The Commission discussed the information that was presented. f. INFORMATION: SOLAR SHADE STRUCTURE AT FOOTHILLS RECREATION AND AQUATICS CENTER Ms. Barriga presented information regarding the new solar shade structure that is being added to the parking lot at Foothills Recreation and Aquatics Center, including an overview of the project and the layout. The Commission discussed the information that was presented. g. INFORMATION: UPDATE ON HEROES PARK PROJECT Ms. Barriga gave an update on the progress of the construction project taking place at Heroes Regional Park. The Commission discussed the information that was presented. 6. STAFF UPDATES Mr. Kennedy discussed the Parks and Recreation Glendale@Play magazine and the collaboration with the Glendale Public Library. Mr. Kennedy presented information on Park Ranger activities at Myrtle Park, and what the Park Rangers have encountered there. Mr. Padia reviewed and discussed volunteer opportunities that the Commissioners can participate in. Ms. Barriga gave a project update to the Commissioners. 7. COMMISSION COMMENTS Commissioner Guzman shared that she is resigning her position on the Commission, and she has selected her replacement. Vice Chair Johnson-Bodine passed along a resident request for permanent soccer goals at Oasis Park. Commissioner Zomok opined a missed opportunity with the Glendale@Play magazine by not advertising in a publication. Commissioner Traw complimented the staff on everything Parks and Recreation has going on. Chair Martinez inquired if Rec on Wheels is still being offered. Mr. Kennedy explained that the program will resume late September/early October when the weather has cooled down. Commissioner Guzman asked if Parks and Recreation hosts farmer’s markets in the parks. Ms. Barriga responded they were previously held at Murphy Park. 8. NEXT MEETING The next meeting is scheduled September 9, 2024, at 5:30p.m. at the Glendale Civic Center. 9.
