D R A F T MINUTES PARKS AND RECREATION ADVISORY COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 SEPTEMBER 9, 2024 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Chair Martinez called the meeting to order at 5:30 p.m. 2. ROLL CALL Chair Martinez conducted roll call. Present: Reginald Martinez, Chair Helena Johnson Bodine, Vice Chair Kathryn Mawby, Commissioner Marie Nesfield, Member Tom Traw, Commissioner Lauren Snair, Teen Commissioner Absent: Bud Zomok, Commissioner Also Present: John Kennedy, Director Mike Keane, Assistant Director Manuel Padia, Recreation Administrator Diane Williams, Program Manager Jeneea Jervay-Bush, Recreation Supervisor Pinky Tantillo, Administrative Support Specialist Lakisha Bridges, Administrative Support Coordinator Attendees: Corey Robinett, Yucca District Resident Ricardo Castro, Cholla District Resident 3. CITIZEN COMMENTS Yucca District resident, Mr. Cory Robinett, spoke to adding a BMX Recreation program and in regards to the X-Court skate park lights. 4. APPROVAL OF THE MINUTES Chair Martinez asked for a motion to approve the minutes. a. Parks and Recreation Advisory Commission Minutes of August 12, 2024. Motioned by Member Marie Nesfield, seconded by Vice Chair Helena Johnson Bodine to approve the minutes as amended. NEW STAFF INTRODUCTIONS Pinky Tantillo, Administrative Support Specialist Lakisha Bridges, Administrative Support Coordinator 6. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members reported on and discussed items they observed while visiting the parks. b. ACTION: THUNDERBIRD CONSERVATION PARK TRAIL RATINGS Mr. Keane presented information regarding rating the trails at Thunderbird Conservation Park and asked the Commission for their recommendation. Mr. Kennedy clarified that this recommendation is based on the formula from the National Park Service. Vice Chair Johnson Bodine asked where the original formulas came from. Mr. Kennedy responded with information to clarify. Commissioner Mawby asked if the National Park Service takes into consideration our heat. Mr. Kennedy mentioned that weather is typically not a consideration as it is not a factor in the rating of trails. Motioned by Commissioner Tom Traw, seconded by Member Marie Nesfield to approve the Thunderbird Conservation Park trail ratings as recommended. INFORMATION: REQUEST FOR SOCCER GOALS AT OASIS PARK Mr. Kennedy presented information regarding soccer goals at Oasis Park which was a Commissioner comment relayed at the August 12, 2024, Parks and Recreation Advisory Commission meeting. Mr. Kennedy stated that staff contacted the constituent about the request, and he provided background as to the intended uses of neighborhood parks and community parks. Mr. Ricardo Castro, a resident of the Cholla District, spoke in support of adding soccer goals at the park. The Commission discussed the information that was presented. d. INFORMATION: CAPITAL IMPROVEMENT PROJECTS UPDATE Mr. Keane presented an update on the current status of capital improvement projects, including the Sahuaro Ranch Park LED lighting, the Heroes Park buildout, parks irrigation projects, and the lighting upgrade to Field 1 at the Glendale Youth Sports Complex. The Commission discussed the information that was presented. e. INFORMATION: PARKS UPDATE ON BALL FIELD MAINTENANCE AT THE SPORTS COMPLEXES Mr. Keane showed before and after photos of the improvements done by Parks Maintenance staff at the Glendale Youth Sports Complex, Paseo Sports Complex, Foothills Sports Complex, and Sahuaro Ranch Sports Complex. The Commission discussed the information that was presented. f. INFORMATION: PREVIEW OF RECREATION’S REC ON WHEELS PROGRAM Mr. Padia presented a preview of the Rec on Wheels program, which included a calendar of dates and locations. The Commission discussed the information that was presented. 7. STAFF UPDATES Mr. Padia reviewed and discussed volunteer opportunities that the Commissioners can participate in. Mr. Keane gave an update on CIP projects to the Commission. Mr. Kennedy gave an update on Parks and Recreation items being presented to City Council on September 10th and 24th. 8. COMMISSION COMMENTS AND SUGGESTIONS Vice Chair Johnson Bodine requested to receive a copy of the PowerPoint presentation in advance of the meetings. Teen Commissioner Snair suggested staff reach out to the community surrounding the park regarding parking if adding soccer goals to a neighborhood park is given future consideration. 9. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on Monday, October 14, 2024, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
