DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 SEPTEMBER 5, 2024 6:00 P.M. 1. CALL TO ORDER Vice Chair Marsh called the meeting to order at 6:03 P.M. 2. ROLL CALL (Commissioner Cuevas attended virtually) Present: Paul Marsh, Vice Chair Norma Cuevas, Commissioner James Nguyen, Commissioner Tanja Shine, Commissioner Absent: Neil Lynch, Commissioner Tiana Roberts, Commissioner Also Present: Patrick Sage, Transportation Planner Purab Adabala, Transportation Deputy Director Marilu Garcia Ramirez, Senior Transportation Planner Russ Romney, Deputy City Attorney Tracy Klein, Management Assistant Attendees: John Bullen, Presenter 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Nguyen and seconded by Commissioner Shine to approve the agenda for the September 5, 2024 Citizens Transportation Oversight Commission meeting. AYE: Vice Chair Paul Marsh Commissioner Norma Cuevas Commissioner James Nguyen Commissioner Tanja Shine Other: Commissioner Neil Lynch (ABSENT) Commissioner Tiana Roberts (ABSENT) Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Nguyen and seconded by Commissioner Shine to approve the minutes from the August 1, 2024 Citizens Transportation Oversight Commission meeting. AYE: Vice Chair Paul Marsh Commissioner Norma Cuevas Commissioner James Nguyen Commissioner Tanja Shine Other: Commissioner Neil Lynch (ABSENT) Commissioner Tiana Roberts (ABSENT) Passed 5. CITIZEN COMMENTS One member of the public was present but did not have comments. 6. UPDATE ON PROP 479 Mr. Bullen, Chief Transportation Officer with the Maricopa Association of Governments, provided an overview of regional efforts to extend the Maricopa County transportation sales tax. The Commission discussed the information. 7. DRAFT 10-YEAR TRANSPORTATION PROGRAM FY2025-2034 Ms. Garcia Ramirez presented requested information on the fund balance policy from the city's Budget and Finance Department, which included the confirmation that the fund balance policy only applies to the upcoming fiscal year. Commissioner Nguyen requested that future 10-year Transportation Programs show a balanced program for all 10 years included in the program. A motion was made by Commissioner Nguyen, seconded by Commissioner Shine to approve the 10-Year Transportation Program FY2025-2034 and recommend it to City Council. INFRASTRUCTURE INVESTMENT & JOBS ACT (IIJA) - GLENDALE OPPORTUNITIES Mr. Sage provided information on the City's efforts to secure federal grants from programs funded through the IIJA. 9. MANAGER'S REPORT Mr. Adabala provided information on the following topics: Upcoming public meeting on ADOT's Loop 101 Construction Project 75th Avenue Median Water Improvement project 10. COMMISSIONER UPDATES No commissioner updates were provided. 11. FUTURE AGENDA ITEMS No new future agenda items were suggested. 12. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held on October 3rd at 6:00 p.m. 13. ADJOURNMENT Vice Chair Marsh adjourned the meeting at 7:13 P.M.
