FIRST FLOOR CONFERENCE ROOM 103 GLENDALE, ARIZONA 85307 SEPTEMBER 25, 2024 9:00 A.M. 1. CALL TO ORDER THE LOCAL POLICE BOARD Mayor Weiers called the meeting to order at 9:30a.m. 2. ROLL CALL Present: Jerry Weiers, Mayor Justin Harris, Board Member Mitchell Ervin, Board Member Absent: Charles Erickson, Chair Kyle Borg, Board Member Anthony Love, Board Member Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Management Vicki Moss, Assistant Director of Human Resources & Risk Management Mike Hamblin, Assistant City Attorney Erik Elias, Management Analyst Charlotte Beadles, HR Benefits Analyst Dolly Alexander, Manager, Benefits 3. CITIZEN COMMENTS There were no citizens present. 4. APPROVAL OF THE MINUTES Motioned by Board Member Justin Harris, seconded by Mayor Jerry Weiers The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board Minute of August 28, 2024. AYE: Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Passed A. Public Safety Personnel Retirement System - Local Police Board Minutes of August 28, 2024 5. NEW BUSINESS There is no new business for open session. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to go into Executive Session at 9:31 a.m. All attendees that are not Board members or supporting staff exited the conference room prior to the start of Executive Session. The Board reviewed and discussed the Application for Accidental Disability Retirement, along with medical records, submitted by Robert Smith. B. The Board reviewed and discussed the Application for Accidental Disability Retirement, along with medical records, submitted by Lucero Ruiz. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Motioned by Mayor Jerry Weiers, seconded by Board Member Justin Harris The Board voted to adjourn Executive Session at 9:36 a.m. and reconvened in open session. Attendees who had exited the conference room were invited back in. AYE: Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Passed 8. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. The Board voted to table the Application for Accidental Disability Retirement submitted by Robert Smith until an additional evaluation is completed by a medical doctor. Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin AYE: Mayor Jerry Weiers Board Member Justin Harris Board Member Mitchell Ervin Passed B. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on November 20, 2024 at 9:30 a.m., at the Glendale Regional Public Safety Training Center 1st Floor Conference Room 103, 11550 W. Glendale Ave., Glendale, AZ 85307. 11.
