Vice Chair Ford called the meeting to order at 6:02 p.m.

Motioned by Commissioner Dalaina Hand, seconded by Commissioner Srikanth Grandhi to approve
the minutes of the May 1, 2024 meeting.

OPEN MEETING LAW AND ROBERTS RULES TRAINING

INFORMATION ABOUT OPEN MEETING LAW AND ROBERTS RULE
Ms. Mangone presented training on the rules for conducting commission meetings.
 
6.
WATER RESOURCES UPDATE
 
a.
INFORMATION AND DISCUSSION REGARDING WATER SUPPLY CONDITIONS
Ms. Sheldon and Mr. Swieczkowski provided an update on the conditions for the Salt River Project and
Colorado River systems. They also presented information on the post-2026 operations guidelines for the
Colorado River and the approved water exchange with the City of Goodyear.

SOLID WASTE RATES
 
a.
INFORMATION AND DISCUSSION REGARDING SOLID WASTE RATE REVIEW
Mr. Carr and Ms. Moreno presented information on the Solid Waste rate review for residential and
commercial accounts, as well as trends in diesel fuel and insurance costs.

CHAIR AND VICE CHAIR RECOMMENDATIONS

DISCUSSION AND ACTION REGARDING CHAIR AND VICE CHAIR RECOMMENDATIONS
 
 
Motioned by Commissioner Srikanth Grandhi, seconded by Commissioner Scott Scherer to
recommend Vice Chair Amber Ford as Chair for a one-year term beginning February 1, 2025.

STAFF UPDATES
 
a.
Mr. Serio provided an update on an enhanced meter reading structure and the hiring of a rate consultant
to do a rate study. Ms. Woytenko provided an update regarding a solid waste residential driver who
assisted a resident whose kitchen was on fire and was recognized by the Fire Chief, appointments can
be scheduled now for household hazardous waste residential pick-up, and solid waste operators
competed in the AZ Solid Waste Association of North America Road-E-O and earned placements in
Compactor, Rear Loader, Bulldozer, and Loader. Jacob Garcia is representing Glendale in the national
competition.

The next regular meeting of the Citizens Utility Advisory Commission will be held on November 6, 2024,
at 6:00 p.m., at the Oasis Water Campus, 7070 W. Northern Ave., Glendale, Arizona, 85303.

ADJOURNMENT
Vice Chair Ford adjourned the meeting at 7:42 p.m.
 
The Citizens Utility Advisory Commission meeting minutes of October 2, 2024, were submitted and approved on this
13 day of November 2024.
