D R A F T MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMITTEE GLENDALE CIVIC CENTER SAPPHIRE ROOM 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 NOVEMBER 21, 2024 5:30 P.M. 1. CALL TO ORDER Vice Chair Gallegos called the meeting to order at 5:33 p.m. 2. ROLL CALL Present: Moises Gallegos, Vice Chair Kelly Carbello, Committee Member Jamon Fifer, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Carlos Vargas, Committee Member Absent: Lisa Baker, Chair Kirstin Flores, Committee Member Brandon Hiller, Committee Member Also Present: Matthew Hess, Deputy Director, Community Services Michelle Yates, Deputy Director, Community Services Trilese DiLeo, Interim Finance and Compliance Administrator Ismael Cantu, CAP Administrator Yolanda Poole, Management Assistant, Community Services Attendees: Michelle Thomsen, Arizona Department of Economic Security - Emergency Services Program Manager 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Community Development Advisory Committee Minutes of September 19th 2024. OLD BUSINESS None. 6. NEW BUSINESS a. FY2024/25 DES Compliance and Monitoring for Community Action Programs presented by Michelle Thomsen, Arizona Department of Economic Security - Emergency Services Program Manager. Ms. Thomsen discussed the upcoming monitoring for the City of Glendale's Community Action Program and explained the monitoring process for the Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP), Short-term Crisis (STC) program, and Neighbors Helping Neighbors program (NHN). She explained the goals of monitoring, best practices, grant recipient selection, monitoring process, findings and recommendations, and the SFY25 monitoring schedule. The Committee discussed the information. b. 2025-2029 HUD Consolidated Plan Goal Recommendations - For information and consensus direction. Ms. DiLeo discussed the 2025-2029 Consolidated Plan and the FY25-26 Annual Action Plan. Ms. DiLeo included the need assessment findings, Community Survey Results, Recommendations, Strategic Goals, and Next Steps in her presentation. The Committee discussed the presentation and provided consent to the four goals included in the presentation. Increase Access to Affordable Housing Increase Access to Homeless Services Increase Access to Public Services for Vulnerable Populations Advance Fair Housing Initiatives 7. DIRECTOR'S REPORT Mr. Hess announced Jean Moreno's upcoming retirement from the City of Glendale as Director of Community Services and the hiring of Kimberly Hall as the new Director of Community Services. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Mr. Vargas suggested that when looking at affordable housing in the City, we should consider the long-term viability of the communities we are establishing. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on December 21, 2024 at 5:30 p.m., in the Sapphire Room of the Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
