DRAFT MINUTES CITIZENS TRANSPORTATION OVERSIGHT COMMISSION Transportation Department Office 6210 W Myrtle Ave Building A, Suite 111/112 Glendale, Arizona 85301 OCTOBER 3, 2024 6:00 P.M. 1. CALL TO ORDER Vice Chair Marsh called the meeting to order at 6:03 P.M. 2. ROLL CALL Present: Paul Marsh, Vice Chair James Nguyen, Commissioner Tiana Roberts, Commissioner Tanja Shineman, Commissioner Absent: Norma Cuevas, Commissioner Neil Lynch, Commissioner Also Present: Patrick Sage, Transportation Planner Purab Adabala, Transportation Deputy Director Javier Gurrola, Principal Transportation Engineer Russ Romney, Deputy City Attorney 3. APPROVAL OF THE AGENDA - WITHDRAWALS AND CONTINUANCES A motion was made by Commissioner Nguyen and seconded by Commissioner Shineman to approve the agenda for the October 3rd, 2024 Citizens Transportation Oversight Commission meeting. AYE: Vice Chair Paul Marsh Commissioner James Nguyen Commissioner Tiana Roberts Commissioner Tanja Shineman Other: Commissioner Norma Cuevas (ABSENT) Commissioner Neil Lynch (ABSENT) Passed 4. APPROVAL OF THE MINUTES A motion was made by Commissioner Nguyen and seconded by Commissioner Shineman to approve the minutes from the September 5, 2024 Citizens Transportation Oversight Commission meeting, with an edit to correct the spelling of Commissioner Shineman's last name. AYE: Vice Chair Paul Marsh Commissioner James Nguyen Commissioner Tiana Roberts Commissioner Tanja Shineman Other: Commissioner Norma Cuevas (ABSENT) Commissioner Neil Lynch (ABSENT) Passed 5. CITIZEN COMMENTS No members of the public were present. 6. PAVEMENT MANAGEMENT PROGRAM UPDATE Mr. Gurrola provided a progress update on the program. The commission discussed the information. 7. GLENDALE COORDINATION WITH ADOT, MAG AND MCDOT Mr. Sage presented an overview of how Glendale coordinates with state and regional agencies. 8. CHAIR AND VICE CHAIR RECOMMENDATIONS FOR 2025 A motion was made by Commissioner Nguyen, seconded by Vice Chair Marsh for the following action: CTOC recommends that the City Council appoint Commissioner Roberts as the CTOC Chair and Commissioner Shineman as the CTOC Vice Chair for a one-year term starting February 1, 2025. MANAGER'S REPORT Mr. Adabala updated the Commission on the following topics: Report on the public meeting regarding the ADOT Loop 101: 75th Avenue to I-17 project held September 19, 2024 at the Foothills Recreation & Aquatic Center Information on two recent grant submittals: Railroad Crossing Elimination Program Reconnecting Communities Pilot Program 10. COMMISSIONER UPDATES Commissioner Nguyen discussed his attendance at the Cholla and Sahuaro districts' informational meeting on Prop 479 and Prop 499 held October 10, 2024 at the Foothills Aquatic Center. 11. FUTURE AGENDA ITEMS Commissioner Roberts requested information to be provided in the Manager's Report on the City of Phoenix's plans for a 67th Avenue extension that would connect to the proposed future interchange on SR303L. 12. NEXT MEETING The next regular meeting of the Citizens Transportation Oversight Commission will be held January 9th, 2025 at 6:00 p.m. 13.
