D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CIVIC CENTER ANNEX VAULT CONFERENCE ROOM 5752 W. GLENN DR. GLENDALE, ARIZONA 85301 MAY 14, 2024 11:30 A.M. 1. CALL TO ORDER Chair Malnar called the meeting to order at 11:33 a.m. 2. ROLL CALL Present: Raymond Malnar, Councilmember Lauren Tolmachoff, Councilmember Absent: Joyce Clark, Councilmember Also Present: Julie K. Bower, City Clerk Marcela Moreno, Deputy City Clerk 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES a. Approval of the minutes of the January 9, 2024 Government Services Committee meeting Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Raymond Malnar to approve the January 9, 2024 Government Services Committee meeting minutes. AYE: Councilmember Raymond Malnar Councilmember Lauren Tolmachoff Other: Councilmember Joyce Clark (ABSENT) Passed 5. NEW BUSINESS a. Consideration of changing from summary minutes to action minutes for board and commission meeting minutes Ms. Bower requested consideration from the Government Services Committee (GSC) to require action minutes, rather than summary minutes for board and commission meetings. Audio recordings of the meetings would be available in the event additional information from meetings were necessary. The GSC discussed changing to action minutes. Chair Malnar confirmed consensus to move forward with action minutes. 6. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Raymond Malnar, seconded by Councilmember Lauren Tolmachoff to enter into executive session. AYE: Councilmember Raymond Malnar Councilmember Lauren Tolmachoff Other: Councilmember Joyce Clark (ABSENT) Passed 7. EXECUTIVE SESSION The Government Services Commission met in executive session at 11:41 a.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant to (A.R.S. 38-431.03(A)(1)). Motioned by Councilmember Lauren Tolmachoff, seconded by Councilmember Raymond Malnar to adjourn executive session. AYE: Councilmember Raymond Malnar Councilmember Lauren Tolmachoff Other: Councilmember Joyce Clark (ABSENT) Passed Chair Malnar adjourned the executive session at 11:48 a.m. 8. NEXT MEETING The next regular meeting of the Government Services Committee will be held on June 11th, 2024 at 11:30 a.m., in the Vault Conference Room of the Civic Center Annex, located at 5752 W.
