D R A F T MINUTES PARKS AND RECREATION ADVISORY COMMISSION GLENDALE CIVIC CENTER 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 JANUARY 13, 2025 5:30P.M. Parks and Recreation Mission Statement A partnership of employees and community working together to create a better quality of life for Glendale through the provision of excellent parks, recreational programming, special events, tourism, and neighborhood and community facilities. 1. CALL TO ORDER Vice Chair Helena Johnson Bodine called the meeting to order at 5:30 p.m. 2. ROLL CALL Vice Chair Helena Johnson Bodine conducted a roll call. Present: Helena Johnson Bodine, Vice Chair Lynda Pacheco-Martinez, Commissioner Kathryn Mawby, Commissioner Marie Nesfield, Commissioner Bud Zomok, Commissioner Absent: Jaclyn Nguyen, Teen Commissioner Lauren Snair, Teen Commissioner Also Present: John Kennedy, Director Mike Keane, Assistant Director Heidi Barriga, Deputy Director Manuel Padia, Recreation Administrator Diane Williams, Program Manager Teen Commissioners Nguyen and Snair arrived at 5:36 p.m., after the roll was called. 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Parks and Recreation Advisory Commission Minutes of December 9, 2024. Motioned by Commissioner Lynda Pacheco-Martinez, seconded by Commissioner Marie Nesfield to approve the minutes as written. AYE: Vice Chair Helena Johnson Bodine Commissioner Lynda Pacheco-Martinez Commissioner Kathryn Mawby Commissioner Marie Nesfield Commissioner Bud Zomok Other: Teen Commissioner Jaclyn Nguyen (ABSENT) Teen Commissioner Lauren Snair (ABSENT) Passed 5. COMMISSIONER RECOGNITION Vice Chair Helena Johnson Bodine presented a plaque and a coin to Teen Commissioner Lauren Snair in recognition for her service on the Parks and Recreation Advisory Commission. 6. ANNOUNCEMENT OF NEW STAFF 7. NEW BUSINESS a. INFORMATION: COMMISSION REPORTS The Parks and Recreation Advisory Commission members will report on items related to their Commission Goals. Commissioner Pacheco-Martinez reported some irrigation puddling throughout Sycamore Grove Park, and also exposed wires around the irrigation controls. She called this in to the the Water Services Department, who then directed her to Parks Maintenance to handle. Commissioner Mawby visited Sunset Park and she mentioned it looked really good. Currently, not many people are using it because a project is underway. Commissioner Zomok commented on the poor condition of the parking lot at Sahuaro Ranch Park which is closest to the Fruit Packing Shed. Director Kennedy responded that some of the parking lots are scheduled to receive new lighting. He explained that this is somewhat of a timing issue, as the installation of the lights can cause some disturbance to the parking lot. Director Kennedy agreed to look further into the matter. Teen Commissioners Nguyen and Snair joined the meeting at 5:36 pm during the Commission Reports. b. INFORMATION: CONSTRUCTION PROJECT UPDATES Ms. Barriga provided information regarding the construction projects for Heroes Regional Park, Bonsall Park North, and the Greenway Granada Splash Pad. The commission did not have any comments regarding the construction projects. c. INFORMATION: UPDATE ON SIERRA VERDE PARK IMPROVEMENTS Ms. Barriga provided information regarding the improvements for Sierra Verde Park. The commission discussed the information that was presented. d. INFORMATION: UPDATE ON THE REC ON WHEELS PROGRAM Mr. Padia provided an update on the Rec on Wheels Program. The commission discussed the information that was presented. e. INFORMATION: PARK MAINTENANCE UPDATE Mr. Keane provided an update on the Park Maintenance Division, including staff levels, park projects, and the latest on routine maintenance. The commission discussed the information that was presented. f. INFORMATION: FY2024 PARKS AND RECREATION ANNUAL REPORT Mr. Kennedy lead a review of the FY2024 Parks and Recreation Annual Report with highlights of accomplishments, new staff, and overall performance. The commission discussed the information that was presented. 8. STAFF UPDATES Mr. Padia reviewed and discussed volunteer opportunities that the Commissioners can participate in. a. This report allows the Staff of Parks & Recreation Department to update the Commission. The Commission is prohibited from discussing or acting on any of the items presented by the Staff since they are not itemized on the Parks & Recreation Advisory Commission Agenda. 9. COMMISSION COMMENTS AND SUGGESTIONS There were no comments or suggestions made by the commissioners. 10. NEXT MEETING The next regular meeting of the Parks and Recreation Advisory Commission will be held on February 10, 2025, at 5:30 p.m., at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 11.
