CALL TO ORDER THE LOCAL POLICE BOARD Chair Charles Erickson called the meeting to order at 9:30 a.m. 2. ROLL CALL Present: Charles Erickson, Chair Jerry Weiers, Mayor Mitchell Ervin, Board Member Justin Harris, Board Member Absent: Kevin Phelps, Board Member Also Present: Jim Brown, Board Secretary & Director of Human Resources & Risk Management Vicki Moss, Assistant Director of Human Resources & Risk Management Mike Hamblin, Assistant City Attorney Cindy Kelley, Board Attorney Dolly Alexander, Manager, Benefits Charlotte Beadles, HR Benefits Analyst Erik Elias, Management Analyst John Davidge, Police Sergeant Brent Durham, Police Officer Attendees: Robert Smith, Former Police Officer (via telephone conferencing) Lucero Ruiz, Former Police Officer (via telephone conferencing) 3. CITIZEN COMMENTS No Citizens were present. 4. APPROVAL OF THE MINUTES Motioned by Mayor Jerry Weiers, seconded by Board Member Mitchell Ervin The Board voted to approve the Public Safety Personnel Retirement System - Local Police Board minutes of September 25, 2024. Public Safety Personnel Retirement System - Local Police Board Minutes of September 25, 2024. 5. NEW BUSINESS There was no new business for open session. 6. EXECUTIVE SESSION Upon a public majority vote of a quorum of the Local Police Board, the Board may hold an executive session, which will not be open to the public, regarding any item listed on the agenda but only for the following purposes: (i) discussion or consideration of personnel matters (A.R.S. § 38-431.03(A)(1)); (ii) discussion or consideration of records exempt by law from public inspection (A.R.S. § 38-431.03(A)(2)); (iii) discussion or consultation for legal advice with the Board's attorneys (A.R.S. § 38-431.03(A)(3)); Motioned by Board Member Mitchell Ervin, seconded by Board Member Justin Harris The Board voted to go into Executive Session at 9:32 a.m.. All attendees that were not Board Members or supporting staff exited the conference room prior to the start of Executive Session. The Board reviewed and discussed the Application for Accidental Disability Retirement, along with medical records, submitted by Robert Smith. C. The Board reviewed and discussed the Application for Accidental Disability Retirement, along with medical records, submitted by Lucero Ruiz. 7. ADJOURN EXECUTIVE SESSION AND RECONVENE IN OPEN SESSION Motioned by Board Member Justin Harris, seconded by Board Member Mitchell Ervin The Board voted to adjourn Executive Session at 9:36 a.m. and reconvened in open session. CONSIDERATION AND POSSIBLE VOTE ON EXECUTIVE SESSION ITEMS A. Admission of fourteen (14) New Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre-Existing Conditions Report: Kyle Applebee Summer Baeza Samuel Hardy Andrew Marshall Aine McCarthy Michael Munoz Caitlyn Sideris Luiz Gonzalez Kevin Shaughnessy Aiden Stephenson Nathan Paige Katherine Eliserio Toney Lee Branden Davis Motioned by Board Member Mitchell Ervin, seconded by Board Member Justin Harris The Board voted to approve the admission of twelve (12) New Police Personnel into the Public Safety Retirement System (PSPRS) with any pre-existing conditions noted on the Pre-Existing Conditions Report: Kyle Applebee Summer Baeza Samuel Hardy Andrew Marshall Michael Munoz Caitlyn Sideris Kevin Shaughnessy Aiden Stephenson Nathan Paige Katherine Eliserio Toney Lee Branden Davis The Board voted to approve the lateral transfer of one (1) Police Personnel into the Public Safety Personnel Retirement System (PSPRS) with any pre-existing conditions noted on the Pre-Existing Conditions Report: Luiz Gonzalez The Board voted to remove the admission of one (1) Police Personnel into Public Safety Personnel Retirement System (PSPRS) Aine McCarthy AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Board Member Justin Harris Passed B. Consideration and possible vote on the Application for Accidental Disability Retirement submitted by Robert Smith. Motioned by Board Member Mitchell Ervin, seconded by Board Member Justin Harris The Board motioned to approve the Accidental Disability Retirement submitted by Retired Police Officer Robert Smith. The Board acknowledged and accepted the conflict presented in the medical evidence listed under question # 6 of the Independent Medical Examination (IME). Consideration and possible vote on the Application for Accidental Disability Retirement submitted by Lucero Ruiz. Motioned by Board Member Mitchell Ervin, seconded by Board Member Justin Harris The Board motioned to approve the Accidental Disability Retirement submitted by Former Police Officer Lucero Ruiz. AYE: Chair Charles Erickson Mayor Jerry Weiers Board Member Mitchell Ervin Board Member Justin Harris Passed 9. BOARD COMMENTS AND SUGGESTIONS There were no Board comments or suggestions. 10. NEXT MEETING The next regular meeting of the Public Safety Personnel Retirement System Local Police Board will be held on January 22, 2025, at 9:30 a.m., at the Glendale Regional Public Safety Training Center (GRPSTC) 1st Floor Conference Room 103, located at 11550 W. Glendale Ave., Glendale, Arizona, 85307. 11.
