D R A F T MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMITTEE GLENDALE CIVIC CENTER SAPPHIRE ROOM 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 FEBRUARY 6, 2025 5:30 P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:33 p.m. 2. ROLL CALL Present: Lisa Baker, Chair Moises Gallegos, Vice Chair (telephonically) Kelly Carbello, Committee Member (arrived telephonically 5:56 p.m.) Kirstin Flores, Committee Member David Giles, Committee Member Carlos Vargas, Committee Member Absent: Jamon Fifer, Committee Member Theodora Hackenberg, Committee Member Brandon Hiller, Committee Member Also Present: Kimberly Hall, Director Community Services Matthew Hess, Deputy Director Community Services Trilese DiLeo, Interim Finance and Compliance Administrator Heather Grant, Program Coordinator Yolanda Poole, Management Assistant 3. CITIZEN COMMENTS None. 4. OLD BUSINESS None. 5. NEW BUSINESS a. FY 2025–26 HUD Community Planning and Development (CPD) Allocations and FY 2024-25 Reallocations. Ms. Dileo reviewed the prior year's accomplishments and discussed staff analysis, investment recommendations on affordable housing and homeless services, as well as the Public Service Grant applications and matrix. She also outlined the stated goals of the CDAC including: Increase access to decent affordable housing 1. Increase access to homeless services 2. Increase access to public services for vulnerable populations 3. Advance Fair Housing Initiatives 4. Ms. DiLeo asked for consensus from the CDAC on the direction and next steps for the Public Service Grant applications, Consolidated Action Plan, and Annual Action Plan process. The CDAC discussed the analysis and made funding recommendations for the Public Service Grant applications and provided consensus for staff to move forward. 6. DIRECTOR'S REPORT None. 7. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Commissioner Vargas requested the city to consider funding youth programs in the future. 8. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on February 20, 2025, at 5:30 p.m. in the Sapphire Room at the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 9. ADJOURNMENT Chair Baker adjourned the meeting at 7:04 p.m.
