D R A F T MINUTES GOVERNMENT SERVICES COMMITTEE CIVIC CENTER ANNEX VAULT CONFERENCE ROOM 5752 W. GLENN DR. GLENDALE, ARIZONA 85301 FEBRUARY 11, 2025 11:30 A.M. 1. CALL TO ORDER Councilmember Malnar called the meeting to order at 11:32 a.m. 2. ROLL CALL Present: Dianna Guzman, Councilmember Lupe Conchas, Councilmember Ray Malnar, Councilmember Also Present: Marcela Moreno, Deputy City Clerk Irene Marquez, Assistant to the City Clerk Lejeune Boone, HR Business Partner 3. CITIZEN COMMENTS There were no comments. 4. APPROVAL OF THE MINUTES a. Approval of the minutes of the May 14, 2024 Government Services Committee meeting Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to approve the May 14, 2024 Government Services Committee meeting minutes. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed 5. SELECTION OF CHAIR Councilmember Guzman was in favor of Councilmember Malnar continuing as chair. Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to select Councilmember Raymond Malnar as Chair of the Government Services Committee. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed 6. RESIGNATIONS a. Ms. Moreno reported there were two resignations: Lillian "Mickey" Lund, Mayoral, resigned as of January 29, 2025 from the Historic Preservation Commission Daliana Hand, Ocotillo, resigned as of January 31, 2025 from the Citizens Utility Advisory Commission 7. NEW BUSINESS a. *Discussion on the duties and responsibilities of the Commission on Diverse Cultures Ms. Boone requested direction on the duties and responsibilities of the Commission on Diverse Cultures (CDC). The GSC members discussed how they would like this group to be engaged and possibly create community events. b. Discussion on the Board and Commission Annual Survey Ms. Moreno asked if the GSC would like to continue sending the annual survey to current board and commission members. If so, should the questions be revised. The GSC discussed updating the questions and format of the survey. Chair Malnar suggested sending survey questions to Ms. Moreno and she would make the edits and send to current members. Discussion of the Annual Board & Commission Appreciation Dinner Ms. Moreno shared the date of the dinner will be April 9, 2025, 5:30 pm at the Civic Center. She asked for direction on whether appreciation certificates should continue to be distributed or perhaps an appreciation gift in lieu of the certificates. The GSC was in agreement on the appreciation gift. 8. MOTION TO ENTER INTO EXECUTIVE SESSION Motioned by Councilmember Dianna Guzman, seconded by Councilmember Lupe Conchas to enter into executive session AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed 9. EXECUTIVE SESSION The Government Services Commission met in executive session at 11:56 a.m. for discussion and consideration of appointments and other items relating to various boards and commissions and other bodies pursuant to (A.R.S. 38-431.03(A)(1)). Motioned by Councilmember Lupe Conchas, seconded by Councilmember Dianna Guzman to adjourn executive session. AYE: Councilmember Dianna Guzman Councilmember Lupe Conchas Councilmember Ray Malnar Passed Chair Malnar adjorned the executive session at 12:02 p.m. 10. NEXT MEETING The next regular meeting of the Government Services Committee will be held on March 11, 2025 at 11:30 a.m., in the Vault Conference Room of the Civic Center Annex, located at 5752 W. Glenn Dr., Glendale, Arizona, 85301. 11.
