Concerns, Issues, and 
One individual showed up to the neighborhood meeting. 
Problems Expressed  
 
Her concern was that no businesses of any kind should be 
allowed in the neighborhood – i.e. nobody should be allowed 
to work from home for any reason. 
 
One individual called in to the City before the meeting. That 
individual’s concern was that the home is not adequately 
sized for more residents, businesses should not be allowed 
in residential areas, and the residents may cause a nuisance. 
 
Concerns, Issues, and 
City codes are already clear that running a business from 
Problems Addressed 
home, which is not unique to this facility or this request, 
is permitted in residences within city limits. 
 
Arizona Administrative Code R9-10-525(C)7(e) and (f) 
provide that an Assisted Living Facility’s resident

bedrooms, if private, must have at least 80 square feet of 
floor space, not including a closet or bathroom, and if 
shared, must have at least 60 square feet of floor space for 
each individual occupying the shared bedroom, not 
including a closet or bathroom. The home has 5 bedrooms, 
all of which are over 120 square feet, excluding closets and 
bathrooms – the amount of space required to have 2 
residents per room for a total of 10 residents. See attached 
Floor Plan that was included with the initial application. 
 
Our residents are pleasant folk who generally keep to 
themselves. They are elderly parents and grandparents who 
live together so they can get a little extra help with getting 
dressed, eating, bathing, getting around, keeping house, and 
remembering things that come to mind a little harder than 
they used to come. We have never had a complaint that any 
of them bothered anyone or were a nuisance. Any 
medications (including anything over the counter or non-
prescription) are kept under lock-and-key and given out only 
as allowed by a doctor, making it nearly impossible for 
anyone to take more (or less) than they should of any given 
medication. While addictions affect every class, level, age, 
gender, and race of society, any resident affected by 
addiction (and those are few and far between) is under better 
care with us than if they were living almost anywhere else. 
This is unlikely to change from the mere addition of 5 more 
residents. Furthermore, there are quite a few 5 and 10 bed 
assisted living facilities in Glendale City Limits. Reports of 
assisted living facility residents being a nuisance to the 
public are rare.

Dear Neighbor, 
This letter is to inform you that we have submitted a Disability Accommodation 
Application to the City of Glendale. The property is located at 5415 W St John Rd in the 
Cholla District.  
This is a disability accommodation request being made to permit an increase from a 5-
bed assisted living home (supervisory care, personal care, and directed care levels of 
care) to a 10-bed assisted living home (same levels of care) within 1,200 feet of another 
10-bed assisted living home in the R1-7 PRD zoning district to allow for the care of a couple 
of disabled individuals who wish to reside there. We are not requesting any change to 
square footage, lot size, setbacks, building heights, current zoning, proposed zoning, 
adjacent properties, or surrounding land use. 
Our assisted living home has been located at this address for over two decades. Our 
home and property are always well-maintained and clean. We have always complied 
with all the requirements of the HOA. In fact, we have approval for this request from the 
HOA as we will not be making any changes to the outside of the home, keeping it in the 
same character and style as the other homes in the neighborhood.

Our property is located on a corner lot with plenty of parking. None of our residents drive 
or keep vehicles at the house. We rarely have more than one or two visitors at the home 
at any given time. Our visitors never park on the street or cause excessive traffic on 
neighborhood streets, and it is extremely rare for us to have overnight guests. 
We have included a site plan with this letter for your review. A neighborhood meeting will 
take place virtually on 03/24/2025 at 6:00 pm via Zoom. The details of the Zoom meeting
