1. Call to Order 
The meeting was called to order at 5:30 p.m.

Committee Member Johnson-Bodine asked if the meeting was on Zoom. Ms. Rios said it was not being 
recorded on Zoom. Committee Member Johnson-Bodine recalled comments made at the last meeting by the 
Vice Chair regarding challenges with the Zoom technology and Ms. Rios indicated that the technology for 
Zoom would be better at this new meeting location. Committee Member Johnson-Bodine said the public 
should have been able to view the meeting online tonight since they were voting on Questions 1 and 2 and it 
was very disappointing it was not happening. 
 
3. Citizen Comments 
Mr. James Ho, of the Cholla District, made the following comments: 
My name is James Ho, and I am a resident of the Cholla district. With less than one month to go before the 
election day, I’m hoping that this meeting will provide answers to residents who’ve expressed their questions 
and concerns about the project list for Question 1. In both the May and August Bond Committee meetings, 
you were presented with a sample list of fifteen street reconstruction projects. The City explained that the 
sample list was being provided because the pavement condition study was underway, and the results of the 
study would be used to create the actual list of projects. At the September 12th Council workshop meeting, 
the City provided an update on the pavement management program and informed the Council that fifty-four 
miles of our city streets are already in a failed condition and will require reconstruction. These streets would 
presumably be reconstructed using the $82 million from Question 1. After this workshop meeting, I noticed 
that a new document was posted to the City’s G.O. Bond website titled ‘Bond 2023 Question 1 Detailed 
Project Listing.’ This document had twenty-two specific projects instead of the fifteen sample projects that 
were previously presented. The document has since been revised to include CIP project numbers that link 
each of these twenty-two projects to the City’s published Budget Book. Additionally, the document doesn’t 
say the word ‘sample’ anywhere on the page. When I saw this new list, I thought that it represented the 
actual list of projects that would be completed using the $82 million from Question 1. I think any reasonable 
voter would think the same thing. Again, the document titled ‘Bond 2023 Question 1 Detailed Project 
Listing’, contains twenty-two specific projects with CIP project numbers as posted to the official G.O. Bond

website and does not contain the word ‘sample’ anywhere on the page. However, the City has since clarified 
that the Bond 2023 Question 1 Detailed Project Listing is actually yet another list of sample projects. This is 
extremely confusing to voters, and I hope that the City’s presentation tonight will provide the answers that 
voters are looking for. Thank you. 
 
4. Approval of August 2, 2023 Minutes 
A motion was made by Committee Member Jim Brodnax, second by Committee Member Helena 
Johnson- Bodine, to approve the Citizen Bond Election Committee August 2, 2023 meeting minutes as 
written.

5. Overview of the Streets Projects Listed on the Glendale Bond 2023 Website 
Presented by: Vicki Rios, Assistant City Manager 
Ms. Rios gave a detailed presentation, including information on the following:

o All the projects on the original list and the revised list were shown to the Bond Committee 
Ms. Rios distributed a list of CIP projects adopted by Council and noted that every one of the projects on the 
Detailed Project Listing, both original and updated, appear in the City’s current adopted CIP. She called 
attention to the CIP budget and said the project ‘Street Reconstruction Program’ had budgeted amounts which 
total $81.5 million. She explained all of the projects on the list were included in this large category / project. 
She said the list given to the bond committee were sample projects, from a group of projects lumped together 
because they do not have bond authority. She said they were all contained together in one CIP project so staff 
could keep track of the particular projects and without $82 million of additional bond authority, none of that 
project category would go forward. She said the Transportation Department provided the list of sample 
projects. She noted that if the bonds passed, projects in the lumped category would move to specific projects 
like the other ones on the CIP list. She said the list was meant to answer what types of projects would be 
funded by Question 1 and was not meant to be an all-inclusive list of projects. She said final projects would 
be determined by the Transportation Department’s recommendation, the PCI report, and by Council 
prioritization. She said the reason there were more projects on the website list was because the list included 
some carryover projects that were currently being worked on and used bond funding from previous authority. 
 
Committee Member Johnson-Bodine asked if any of the projects lumped together would not have been 
approved by Council. Ms. Rios said the projects were approved as a lump sum amount by Council, in the 
approved budget. Committee Member Johnson-Bodine said this could be very confusing for a voter and 
appreciated the explanation by Ms. Rios.

6. CIP Prioritization Process 
Presented by: Vicki Rios, Assistant City Manager 
 
Ms. Rios provided information on the CIP Prioritization Process, which included information from the City’s 
Budget Book and a response from a public records request on the issue. 
o The Budget Book indicates that a project ranking matrix was developed and approved by City 
Council to apply to proposed G.O. Bond projects in the 10-Year CIP. The process was implemented 
during the FY19-28 CIP. 
o The ranking criteria were detailed in the Budget Book. 
o The Budget Book indicates once the G.O. Bond projects were ranked, their estimated project costs 
and ranking were applied to the available G.O. Bond capacity starting in FY21-22. It states that the 
current FY23-32 CIP program reflects the G.O. Bond projects that have made the highest priority out 
of all G.O. Bond projects submitted for the FY23-32 CIP program. 
o The outcome of the ranking matrix showed Council’s priorities, in terms of how much bond authority 
they wanted to use for streets, parks, and landfill, for example. 
 
Ms. Rios explained the theory of the ranking matrix, reason for use, and why it was not used for FY23-32 
CIP. She said staff attempted to use the matrix, but it did not work because there was no bond authority, and 
all of the streets received the same score. She said information about the PCI was needed in order to 
prioritize and make recommendation to Council. She shared an email from Mr. Kevin Phelps, City Manager, 
explaining that he made the decision in the City Manager’s office to use departmental recommendations and 
Council priorities instead of the matrix. 
 
7. CIP Project Budget Estimates 
Presented by: Vicki Rios, Assistant City Manager 
 
Ms. Rios provided information on the CIP Budget Estimates for Public Safety, with an explanation as to the 
revisions over time. She said budgets are estimates and updated frequently as least once annually. She said 
contracts are approved by Council and actual costs are not known until the project is completed, due to 
possible change orders. She provided follow up answers to questions regarding the Property / Evidence 
Forensics Lab, Fire Station #154, and the Main Public Safety Building project. 
8. Staff Report 
Mr. Gibson announced that Committee Member McConnell submitted his resignation to the staff early last 
week. 
9. Committee Comments and Suggestions 
Committee Member Johnson-Bodine said she was very concerned for the bond election results in November. 
She was concerned the residents were not able to use Zoom to view tonight’s meeting, especially since the 
meeting facility had available cameras. She said there was confusion for the public and expressed concern for 
the outcome of the bond election.
