D R A F T MINUTES CITIZEN BOND ELECTION COMMITTEE 5850 W. GLENDALE AVE. GLENDALE, ARIZONA 85301 MAY 21, 2025 5:30 P.M. 1. CALL TO ORDER The meeting was called to order at 5:30PM. 2. ROLL CALL Present: Lisa Baker, Committee Member Joyce Clark, Committee Member David Giles, Committee Member Gary Hirsch, Committee Member Ian Hugh, Committee Member James Nguyen, Committee Member Leslie Sheeler, Committee Member Also Present: Vicki Rios, Assistant City Manager Amy Lindsay, Assistant Director, Budget & Finance Jonathan Hill, Budget Administrator William DeHaan, City Bond Council, Greenburg Traurig Tom Carlson, RBC, City Financial Advisors Kurt Freund, RBC Tori Freund, RBC 3. CITIZEN COMMENTS No comments received. 4. APPROVAL OF THE MINUTES a. Citizen Bond Election Committee Minutes of October 11, 2023. Helena Johnson, Cholla District resident and former Bond Committee member, commented that the minutes contained errors and missing motions. After further discussion, the committee decided to table approval of the October 11, 2023 minutes. A motion was made by Committee Member Joyce Clark, motion was seconded by Committee Member Leslie Sheeler to table the approval of the Citizen Bond Committee Minutes of October 11, 2023 pending edits. AYE: Committee Member Lisa Baker Committee Member Joyce Clark Committee Member David Giles Committee Member Gary Hirsch Committee Member Ian Hugh Committee Member James Nguyen Committee Member Leslie Sheeler 5. SWEARING IN OF MEMBERS Ms. Rios said swearing in was not necessary, all members had already been sworn in. 6. ELECTION OF CHAIR AND VICE CHAIR A motion was made by Committee Member Lisa Baker, motion was seconded by Committee Member Ian Hugh to nominate Joyce Clark for Chair. No other nominations were made. AYE: Committee Member Lisa Baker Committee Member Joyce Clark Committee Member David Giles Committee Member Ian Hugh Committee Member James Nguyen Committee Member Leslie Sheeler NAY: Committee Member Gary Hirsch A motion was made by Committee Member Leslie Sheeler, motion was seconded by Committee Member David Giles to nominate Ian Hugh for Vice Chair. A motion was made by Committee Member Lisa Baker, motion was seconded by Committee Member James Nguyen to nominate Lisa Baker for Vice Chair. The vote on the motions was as follows: 3 in favor of Ian Hugh as Vice Chair 4 in favor of Lisa Baker as Vice Chair Lisa Baker was appointed Vice Chair. 7. PRESENTATION ON CITIZEN SURVEY RESULTS AND RECOMMENDED LANGUAGE FOR BOND QUESTIONS 1 AND 2. Presented by Paul Bentz and Vicki Rios This item was moved to number 8 during the meeting. Ms. Rios provided an overview of the bond program and survey history, then handed it over to Paul Bentz, Senior VP of Research and Strategy for HighGround Public Affairs, to cover the survey results and answer questions from the Committee. 8. PURPOSE AND ROLE OF BOND COMMITTEE Presented by Vicky Rios, Assistant City Manager This item was moved to number 7 during the meeting. Ms. Rios provided feedback to the Committee from a meeting between City staff and City Council around the role of the Bond Committee. 9. PRESENTATION ON GENERAL OBLIGATION BONDS Presented by Amy Lindsay, Assistant Finance Director Ms. Lindsay provided an overview of the City's general obligation bonds. 10. PRESENTATION ON FY 25-26 BUDGET (CIP) Presented by Jonathan Hill, Budget Administrator Mr. Hill provided an overview of the City's FY25-26 budget, as well as the Capital Improvement Plan (CIP). 11. STAFF REPORT Ms. Rios revisited the purpose of this committee and clarified that staff are open to hearing from the committee. 12. COMMITTEE COMMENTS AND SUGGESTIONS Mr. Hirsch commented on not having a greater role in providing input and recommendations to council as part of the committee. Mr. Nguyen requested a presentation in the future on the projects resulting in the 2023 Bond. 13. ADJOURNMENT A motion was made by Committee Member Lisa Baker, motion was seconded by Committee Member Ian Hugh to adjourn the meeting at 6:57PM.
