D R A F T MINUTES COMMUNITY DEVELOPMENT ADVISORY COMMITTEE GLENDALE CIVIC CENTER SAPPHIRE ROOM 5750 W. GLENN DR. GLENDALE, ARIZONA 85301 APRIL 17, 2025 5:30 P.M. 1. CALL TO ORDER Chair Baker called the meeting to order at 5:35 p.m. 2. ROLL CALL Present: Lisa Baker, Chair Kelly Carbello, Committee Member Kirstin Flores, Committee Member David Giles, Committee Member Theodora Hackenberg, Committee Member Brandon Hiller, Committee Member Carlos Vargas, Committee Member Absent: Moises Gallegos, Vice Chair Jamon Fifer, Committee Member Also Present: Kimberly Hall, Director, Community Services Michelle Yates, Deputy Director, Community Services Matthew Hess, Deputy Director, Community Services Cynthia Ramirez, Administrative Suport Assistant Alma Corrales, Community Services Prgm Coordinator 3. CITIZEN COMMENTS None. 4. APPROVAL OF THE MINUTES a. Community Development Advisory Committee Minutes of March 20, 2025. Commissioner Vargas requested two amendments to the draft minutes of March 20, 2025. Commissioner Carbello made the motion to approve the minutes as amended and Commissioner Giles seconded the motion. The Committee voted unanimously to approve the minutes as amended. After the vote was taken Commissioner Carbello stated she was present at the meeting of March 20, 2025, but was marked as absent. Commissioner Vargas made a new motion for (3) amendments (2) to amend the body of the minutes and (1) to amend Commissioner Carbello as present in the minutes of March 20, 2025. The motion carried and is reflected in the vote tally. OLD BUSINESS None. 6. NEW BUSINESS a. CAP Programmatic Update/Satisfaction Survey Results Ms. Yates presented the FY2025 Community Action Program (CAP) survey results and the CAP programmatic expenditures to date. This fulfills the Community Services Block Grant (CSBG) org standards 1.3 and 5.9, respectively. Commissioner Carbello requested the percentage of clients served by CAP who were disabled. The Committee discussed the information. 7. DIRECTOR'S REPORT Ms. Hall discussed that over 300 residents attended the Resource Fair, which was recently held on April 12 at the System of Care Center (SoCC), located at 7677 W. Bethany Home Rd. Glendale, AZ 85303. She also thanked the CDAC for their continued service. Ms. Hall introduced Alma Corrales who is a Community Services Program Coordinator for the City of Glendale. Ms. Corrales spoke about a recent success story for the Family Self-Sufficiency (FSS) program. She introduced Jose Quevedo, who shared with the CDAC Committee his story of success in the program and how he accomplished his goal of homeownership with the assistance of Ms. Corrales and the FSS program. 8. COMMITTEE MEMBER COMMENTS AND SUGGESTIONS Commissioner Vargas thanked Ms. Corrales for her work and Mr. Quevedo for sharing the story of homeownership success and for his service to our country. 9. NEXT MEETING The next regular meeting of the Community Development Advisory Committee will be held on May 15, 2025, at 5:30 p.m., in the Sapphire Room of the Glendale Civic Center, located at 5750 W. Glenn Dr., Glendale, Arizona, 85301. 10.
